• Prepare, compile and issue bidding documents to bidders.
• Receive, analyse and clarify scope of work and specification with consultants/end user.
• Evaluate bidder’s commercial and technical clarification, and coordinate with legal, financial and user division/department.
• Assists to agree list of tenderers with end user.
• Submit the Pre-qualification of the nominated contractors to end user and obtain the approval for the selected contractor prior to award.
• Assists in contractual negotiations of sub-contract agreements.
• Prepare / assists in preparing tender documents and finalise it with legal, finance and user division/department.
• Draft appropriate contractual and commercial terms & conditions to the best serve and protect Company’s interests.
• Prepare letter of award/contract agreement.
• Initiate contracts. Follow up Contractor’s Performance Bonds and Tender Bonds.
• Provide assistance to Project Manager on contractual issues. Advises on contract interpretation.
• Reviews/advises and drafts contractual correspondence.
• Preparation and documentation of all information and events as background to future claims.
• Assist to identify & prepare variation proposals; assist to prepare, measure, value and submit Variations and Claims after management review for Client approval.
• Prepare Cost Trend Notice and review it with management prior to client submission for Approval.
• Assess the subcontractor’s variation proposal and prepare counter proposal, report it to the management for review and then after notify it to the subcontractors.
• Identify & prepare the negative variation proposals to the subcontractors, report it to the management for review and then after notify it the subcontractors.
• Monitor vessel activities, register all downtime & vessel related issues, prepare daily basis report.
• Undertake any project control activities as required.

ENGINEER - PLANNING & COST CONTROL
1. At the start of the project :
• To prepare the mobilization plan and involving in the initial mobilization activities
• Planning the Construction programme and sequence
• Estimation of BOQ Rates. Arriving quantities for each item as per the drawings and specifications. Analyzing Profit and Loss of each Item in the contract.
• Preparation of Zero-cost Budget.
2. During the course of the project :
• Allocation of resources and management
• To assist the Project Manager in Effective Project Management
• Monitoring the Cost and Time estimates
• Keeping proper and adequate records of all the activities related to the contract.
• Checking and Certification of running bills (Interim Payment Certificates) and checking the Quantity measurements in different stages, as per the working drawings.
• Attending Interface coordination meeting and solving the Problems in interface design.
• Verify the list of items and quantities of all items in the BOQ and propose modifications to the same, if necessary, for the approval of the Employer.
• Preparation of Quantity variations for additional or extra items over the Project cost
• Preparing daily, monthly and quarterly progress reports, together with detailed quality control test statements in an approved format
• Preparing monthly and quarterly progress reports for submission to the clients
• To assist the Project Manager to take necessary actions for maintaining the cost and time within the estimated limit
3. At the end of the project
• Preparation of final costing and progress report and submission to the Head office.
• Involvement in the preparation of final bill and collection of outstanding payments
• Involving in the process of demobilization of site
