• Prepare annual training plan and budget preparation data to ensure Organizational Development Manager has comprehensive information on which to determine utilization of available training and development budgets.
• Ensure that training and development plans are cost efficient, effective and satisfy the company’s identified training and development requirements as per the manpower plan.
• Develop and recommend enhanced training and development policies or procedures to improve the training and development services in accordance with the company’s strategies and objectives.
• Coordinate with the Department Managers in determining career path for the company’s employees and assist the Department Managers in providing career counselling to subordinates.
• Develop and implement training programs to improve the skills of employees and provide career counselling while providing training shared services for all Business Units.
• Develop and implement a comprehensive management-training program at ACC, with formal courses, self-study courses, on-the-job training and mentoring programs.
• Coordinate, (as part of an HR & Organizational Development, department-wide initiative that includes Organizational Development Manager) with Business Units / Cement Plant for required technical courses for technical staff to ensure timely cooperation and delivery of such courses.
• Liaise with training organizations and associations to monitor advances in training development and discover new courses related to ACC’s business in order to satisfy the department heads and provide efficient and effective courses.
• Coordinate with Department Managers of all departments in ACC in assigning internal instructors for conducting on the job training.
• Coordinate with specialized training consultants and institutions in bringing external instructors for training purpose and maintain good working relationships with them.
• Monitor and supervise the proper execution of the training plans, performance appraisal program and the progress of trainees and instructors for the entire Company (Corporate Office and Business Units).
• Supervise the development of training manuals, training handbooks, bulletins, reference materials and evaluation procedures for other Departments that include benchmarking employee performance against KPI/performance targets.
• Provide Department Managers with forms, and methodology to use for performance appraisal (using PAQ as guidance for measuring performance). Receive these at the end of the year and process and provide reports on results of appraisals to Department Managers.
• Counsel, advise and train management on performance-based issues including corrective behaviour plans and identified weaknesses inherent in employees.
• Maintain records of appraisals and development needs identified in performance reviews.
• Prepare on monthly and yearly basis the achievements and performance of the Training and Development section.
