Study the Tender document, Scope of Work, Project Plans/Drawing, and Specifications and bring out tender details related to scope of work, area of concern, determine special conditions/Scope of Work that may be ambiguous and present problems or result in unforeseen costs, identify relevant Techno- Commercial matters & coordinates with Team and Management to confirm complete Scope of Work.
Act as a focal point for pre and post bid communication with the client and request for clarifications and information to the client as required to complete the pricing and explain/implement with the concerned proposal team to ensure that proposal team incorporates the changes provided by client through clarifications/addendum in the proposal deliverables.
Leading the Proposal/Estimation department by Supervising to formulate the Cost Estimate and submission of Proposal document. Reviewing/Prepare Tender cost i.e. Material, Consumable, Manpower, Equipment, Preliminary and Subcontract etc.
Attend pre-bid meeting and Site visits and determine scope of work required contents of estimate, Site accessibility and any condition that would affect construction methods and costs.
Identify and Solicit Subcontractor and/or Supplier for quotation, review/ analyses Subcontractor quotes for best Techno commercial value.
Calculating Man Hours required for Fabrication and Erection /Installation of Piping, Steel Structure, Equipment, Painting, scaffolding, Shutdown & Maintenance Project.
Prepare detailed accurate cost of Material, Consumable, Labor, Equipment, Subcontracts, Construction Facilities, etc. required for Fabrication/Installation, shutdown, and Construction of Oil and Gas, Refinery, Petrochemical Plant project.
Prepare and review different classes of cost Estimates namely Fabrication and Installation of Piping, Structural Steel, Equipment, Plate work, Vessel, Field Fabricated Tank, Pot shells, Skids, Modular Assembly, Superstructure, and painting work,
Providing technical support to junior Engineers and other Team members regarding the Estimation process, assisting Project Managers and Contractors regarding bid analysis and negotiating the same with Contractor’s personnel.
Review and comment key engineering deliverables required for work Estimates development and communicate comments in professional manner.
Send out detailed enquiries along with defined Scope of work to Suppliers and Subcontractors. Source all required resources (material, bought out items, Plant & Machinery, specialist Sub contracts) from available list of Suppliers, Contacts, and Internet.
Coordinate and obtain support from other departments (Engineering, Procurement, Finance and Construction etc.) as required to prepare the proposal.
Maintain up-to-date market Price level of labor, plant, materials and sub-contractors as well as unit Rate.
Develop Technical document i.e. Construction Method Statement, Schedule, Histogram, Deployment chart, Cash Flow, Payment schedule and Site Organization chart etc.
Ability to calculate Heavy lift crane required for installation work.
Develop tender Cost Summaries, Work breakdown Structures including Materials, Labor, Equipment, Preliminary and Sub contract calculations for final approval.
Prepare Commercial letter and Technical letter considering Scope of work and with necessary clarifications, assumptions and deviations.
Prepare the budget of project after award and explaining the scope of work during kick of meeting.
Reviewing final cost report with project team and develop for historical information.

•Review Tender Documents / Drawings & Identify relevant techno- commercial matters.
•Define Scope of Work & derive bill of Quantity from Drawings / Tender documents / Client's BOQ. Provide a detailed BOQ that shows the total quantities and selling prices of the contract. Present cost breakdown of the
Local Material, Imported Material, Equipment and consumable Manpower/Labor (Direct and indirect) etc.
•Present a detailed analysis of the overhead costs that should include Preliminary, Supervision Costs, and Plant Costs. (Temp. Facility etc.) Site Running Costs for Management review and approval.
•Calculating Man Hours required for Fabrication Erection /Installation of Piping, Steel Structure and Erection / Installation of Equipment etc.
•Preparation of Summary sheet showing the Material. Direct labor, Equipment, Consumable and Indirect Cost related to the project.
•Independently handling of enquirers/Tenders and preparation of BOQs (if required) for various kind of project.
•Having very excellent negotiation skilled.
•Prepare budget for project showing direct labor, indirect staff hours, Equipment, Consumable, bulk material, Preliminary, Running cost and Subcontract.
•Having hands-on experience in development and review of major process Plants Cost Estimates.
