− Supporting the project team with cost estimating services during all engineering stages:
o Pre-Concept: order of magnitude cost estimate with accuracy +/-40%.
o Conceptual Engineering: conceptual cost estimate with an accuracy of +/-30%.
o FEED: reviewing the end of FEED cost estimate (+/-15%) developed by an engineering consultant.
o Detailed Engineering: reviewing the end of D. Engineering Cost Estimate (+/-10%) developed by an engineering consultant.
− Track project scope/cost changes over time and provide a reconciliation of changes.
− Challenging Project discipline engineers on technical solutions, performing the adequate checks to ensure the integrity of the received scope of work, and provide clear judgment on execution strategy requirements.
− Develop project budget phasing utilizing project cost estimate, execution schedule/strategy.
− Develop project benchmarking methodology utilizing the in-house and international projects cost norms.
− Supporting project Finance Proposal (FP) with the required cost estimate and budget phasing.
− Developing company 5 years business plan including updating the budget for all the running, new and planning projects.
− Developing the company long term plan based on a tentative cost estimate for Company feasted surface facility requirements after the 5 years business plan.
− Supporting tender committee panel with the required over budget analysis and justifications.
− Supporting project management with counter cost estimates for variation orders.

Cost Estimation:
Supervision of cost estimation process for all cost estimation levels .
Preparation of financial analysis models (financial analysis modular) .
Proposals:
Arranging proposal meeting with all discipline to clarify proposal scope of work.
Review and evaluate the scope of work / mhr’s estimate received from the disciplines to make sure that all are inline with the ITB requirement.
Participation in the preparation of the proposal execution plane / proposal schedule.
Compiling the technical part of the proposal integrating all the client requirements based on the evaluated scope / mhr’s & project execution plan.
Preparation of detailed cost estimate for the mhr’s / material supply and construction scope to be excused by worleyparsons and advising the proper payment condition.
Compiling the commercial proposal.
Preparation of the equipment list and MTO’s (Mechanical / Electrical / Instrumentation) works from project drawings / technical specifications.
Cost estimate for the major equipments based on the drawings / technical data / specifications and the recently received budgetary quotations / in-house cost databank.
Preparation of the budgetary quotation request for various types of oil and gas major equipment and bulk material including the technical and commercial aspects, replay to vendors technical and commercial queries, technical / commercial evaluation of the received offers.
Preparation / updating project TIC (Total Installed Cost) in a regular basis during different project phases:
oDuring the Pre-FEED phase : Budget Proposals (BP) cost estimate
oDuring the FEED phase: Approved for Expenditure (AFE) cost estimate
oDuring the Detailed Engineering phase: Tender Check Estimate (TCE)
Technical / commercial evaluation of the received lump-sum turnkey bids.
Permanent member of the claim & adjustment order negotiation & evaluation committee: to evaluate, assess and negotiate the claims & adjustment orders raised by the contractors during the execution of the project.
Attending meetings with the contractors to help committee team to negotiate the adjustment orders / claim to reach mutually agreed unit rates / costs.
Permanent member of North Kuwait Mega Projects committee: to provide the committee with early stage cost studies / estimates for different technical alternatives, setting up a realistic budget for the project according to the prevailing market prices and participate in project value engineering sessions.
Permanent member of warehouse assets evaluation committee, assisting committee with cost estimates for the items stored in KOC warehouse, which may help to set realistic book values for commodities stored in the warehouses like compressors, packages, generators, spare parts, …etc.
