•Manage all subordinates (Section Heads & Engineers) in performing their delegated tasks in light of the department strategy.
•Ensure that the performance of various assigned tasks, and the conduct of staff within the section are in accordance with the procurement department policies and procedures.
•Assist in preparing periodic performance reports for the section and provide input into the procurement’s performance report. Review the section progress reports and direct work plans to ensure alignment with the department targets.
•Review and quality assure all services and work-products delivered by the section in compliance with established policies and procedures.
•Assist in the recommendation, development and maintain the department policies, procedures and standards to reach organizational short intermediate objectives.
•Coordinate with the various project managers for identifying materials, services and equipment requirements and for the selection of potential suppliers/vendors and negotiate prices with the selected supplier.
•Review, the RFPs/RFQs for the sufficiency of the documents.
•Manage the negotiation of contracts with vendors/suppliers of the required services, analyze prices, specifications, delivery dates and endorse the best bid among potential suppliers.
•Establish professional relationships with suppliers/vendors.
•Contribute in problem solving of any conflicts arising between suppliers/subcontractors and site.
•Review catalogs, industry periodicals, directories, trade journals, internal sites, and consult with others to locate necessary goods and services to assist in improving the division and the department function and effectiveness.
• Attend meetings, trade shows, conferences, conventions and seminars necessary to network with others involved in the procurement process (subcontractors, suppliers, …etc) to improve the division and the department function and effectiveness.
•Lead a team to meet the procurement department productivity and quality targets and maintain the team KPIs.
•Monitor and conduct procurement activities, as well as monitor the work of suppliers/Subcontractor.
•Recommend vendor lists for each of the project items for the procurement manager approval in line with the departments policies and procedures.
•Obtain quotations from subcontractors/suppliers and prepare both technical and financial comparison and analysis sheets for management’s evaluation and approval.
•Negotiate with suppliers and subcontractors to obtain optimum quality, cost.
•Analyze price proposals, financial reports, and other data and information to determine reasonable prices.
•Prepare submittals for consultant’s/client’s approval.
•Prepare the letters of intent, purchase orders for subcontractors /suppliers.
•Research and evaluate subcontractors/suppliers based price, quality, selection, service, support, availability, reliability, production.
•Ensure that all work is conducted according to the procurement department’s policies and procedures.
•Attend meetings, trade shows, conferences, conventions and seminars necessary to network with others involved in the procurement process (subcontractors, suppliers, …etc)
•Issue and process requisitions for quotations to subcontractors / suppliers.
•Review and confirm the team’s comparisons for management evaluation and approval.
•Review letters of intent, purchase orders and subcontracts for the team.
•Report to the division manager unresolved problems for recommendations and decisions.
•Coordinate with the division manager for appropriate staffing levels, conduct interviewس.
•Review catalogs, industry periodicals, directories, trade journals, internal sites, and consult with others to locate necessary goods and services to assist in improving the division and the department function and effectiveness.
•Assist in solving problems and escalating the unsolved problems to the procurement manager for advice.

decision making of tenders selection.
Procurement for Mega Projects (Pipelines, valves, fittings,
...etc) in addition to the standard civil works (Concrete,
Waterproofing, …etc)
Procurement & Cost Estimation for Desalination plants
offshore works for dredging, pipelines, ....etc
Attending site visits, surveying data for the selected future
business countries (Rwanda, Uganda, Kenya, ..etc)
Attending bid openings inside & outside Egypt.
Preparing the main tender information report including the
most important clauses in the contract conditions, scope of
work, major B.O.Q quantities, and other main information
that could help the top management to decide to participate
in the tender.
Studying and reviewing all tender documents including
instructions to tenderers, contract general and special
conditions, BOQ, specifications, and drawings.
Managing all tender ingoing and outgoing correspondences
with owner, consultant, partner(s), and company branches
in other countries (in projects studied in other countries
such as Algeria, KSA, Oman, Uganda, Rwanda).
Prepare or review all request for quotation packages before
contacting suppliers/subcontractors according to the nature
of each tender.
Review and study all the acquired quotations to check their
compliance with the project requirements and prepare the
comparison statements to choose the most suitable prices
for the project.
The preparation of the tenders technical offer and prepare
all required technical data.
Participate in all contract negotiation processes along with
the Finance, legal and commercial departments till the
contract signing.
Manage and co-operate the other members of the
tendering department such as planners, QS engineers, and
other estimators.
