The 2, 400 MW Hassyan clean coal power station is an ultra-supercritical (USC) power plant being developed in Saih Shuaib, Dubai, United Arab Emirates. Upon completion, the project is set to be the first coal-based power plant in the region. The project supports the Dubai Clean Energy Strategy 2050, which is aimed at producing environment-friendly energy.
Position & Responsibilities - QA/QC Manager
• Preparing & ensuring that the requirements of the Project Quality Management System are established and implemented.
• Participating in project management meetings on issues related to the Project Quality Management System.
• Advising the Project Manager / Project Director on all current quality matters and developments, and areas of concern.
• As Company Management Representative (MR) also additional responsibilities for Monitoring & implementation of ISO in various Projects, / Scheduling for the Internal Audit & External Audit.
• Coordinating with Project QC Manager for conducting the Internal Audit as per scheduled.
• Reviewing and coordinating for development of Quality Control Procedures, Method Statements and Inspection & Test Plans as appropriate.
• Ensuring the implementation of the Inspection & Test Plan requirements and coordination with construction management to this end.
• Supervising of Quality Control activities involving all materials, undertaking the more complex inspection and resolving technical and client issues on Quality Engineering. Assigning QC Engineers and QC Inspectors for Inspection & monitoring all Site Inspection activities and controlling all workmanship compliance matters.
• Interpret Codes, Standards and Project Specifications to clarify ambiguities and elements to ensure contract requirement are met.
• Liaise with internal and external concerned parties to co-ordinate presence at inspections to be conducted.
• Carry out more complex Quality function activities, such as Procedure Qualification Test, to ensure works conform to standards.
• Acting consistent with non-conformance system when abnormalities are detected and defend findings.
• Determining and reporting the principal causes of quality losses and Non-Conformances, and coordinating suitable Corrective Action to address the same.
• Control over-all Quality Control records documents per project and assign traceability file.
• Preparing the Various PQR / WPS as per the requirement within this project and having approval from Client & Third-Party Inspection. Based on the approved PQR/WPS conducting Welder Qualification witnessing under TPI & client.
• Conducting weekly Tool Box meeting at project site to make awareness of Welding Control, such as the availability of applicable approved WPS. WPQT range & validity, Welding Electrodes storage preservation and controlling among assign welding foreman and welders.
• Preparing and implementing weld plan, repair procedures for works and for site. Preparing a repair statistic report and conducting a weld audit regularly.
• To monitor and look out welding repair rate percentage in weekly/monthly basis and take necessary steps in controlling high weld repair rate.
Maintaining and monitoring all issued Non-Conformance (NCR-Log) including internal and external audit findings and taking necessary steps in closing any open Non-Conformance on desired time and reported to the concerned.

This Midfield Terminal Building Project is built in the 700, 000 square meter terminal building is one of the strategic world -class infrastructure projects of Abu Dhabi and will be handling 20 Million passengers. This terminal will be the home of Etihad Airways which is built with nearly 75, 000 tons of steel structural. Passenger facilities and duty-free retail will include high end commercial offerings across more than 18, 000 m², including luxury goods & designer outlets, 10000 m² restaurants & cafes offering a wide range of styles & cuisines, Passenger facilities will also include over 27500 m² of airline hospitality lounges, a transit hotel, a heritage and culture museum.
This building will be constructed using approximately 75, 000 tons of steel structural, more than 680, 000 m³ of concrete, and nearly 500, 000 m² of steel and glass cladding, 135, 000 tons of rebar, 360, 000 m² of suspended ceilings and 325, 000 m² of natural stone flooring.
As a QA/QC Engineer Steel Structural duties & responsibilities.-
• Planning and Organizing the QA/QC monitoring program in accordance with the project scope of work and technical specifications.
• Review and approve sub-contractors QCP, Inspection and Testing Plan, Testing procedures, Method statements, PQR, WPS and review QC Dossier.
• Attend Consultant meetings and achieve their requirements in job with the required standards and codes and Project specification. (British Standards (BS) & National structural steelwork specification (NSSS).)
• Co-ordination with various contractor personnel to implement QA/QC and HSE requirements and advice specific areas of concern.
• Review inspection and testing reports issued by different inspectors and advise on specific areas of concern witness/review of various types of NDT methods, like Ultrasonic testing, Magnetic particle testing and Liquid penetrate testing.
• Raise Non Conformance Reports (NCRs) and Discrepancy Report (DR), when activities deviate from the Contract Specifications or normal Construction industry practices.
