Consultancy and Management in Green Technology - Engineering Services Office, Lebanon


The office scope consists of consultancy and management services in construction and Green
Technology, including the engineering services of different scopes in Structural, Electrical,
Mechanical, HVAC, Telecommunication, Security, Architecture, Interior Design, Furnishing,
and Finishes for multi-purpose projects, including prestigious residential compounds, villas,
retail shops, sophisticated offices and high-end finishing mixed-use development.

Accomplished management and construction supervision tasks for three different landmark
projects in private sector, consisting of planning, engineering design, infrastructure, building
construction and road work, including the management of contractor and contractor activities:
-2023-2024: Lebanese Red Cross Center and Youth Training building in Koura, for an area of
24, 000 M2 - a business and real-estate development project -2021-2022: A super-deluxe real estate compound development - Koura region, consisting of a
building area of 12, 000M2

The office tasks include the coordination with client for technical scope control, activity
management, planning and invoicing, sub-contractor’s administration, material and equipment
selection, coordination of all discipline activities, staffing and reporting, preparation of project
quality plan, milestone scheduling and safety planning.

The Club adopts new technologies in green building applications aiming to raise the quality of
living and protect natural systems, by creating environmental, economic and social balance. It
addresses the approach, methods and practices that optimize the use of resources while reducing
green-house emissions. It also provides effective engineering solutions during design,
construction and procurement phases targeting footprint reduction on environment.

The office services consist of FEED (Front End Engineering Design), EPC bidding, planning
and supervision, PMC (Project Management Consultancy) services.

The scope included study and design of the plant control system, project initiation, organization, planning, budgeting, estimation and cost control, mobilizing equipment and manpower, material request, preparation of project quality and safety plan, invoicing, correspondence to client, appraisal of skilled staff, training new employees, surveillance of construction activities, coordinating work permits, equipment inspection, coordination of civil, electrical and mechanical activities, coordination between client and company and keeping high level of proficiency with client demands and requirements.

Design, Management and Supervision of (11) Housing Projects for the Ministry of
Housing. A program of SR1.5Billion for Parsons - Jeddah and Ehsa projects

The program consists of conceptual design, master planning, feasibility study, risk
assessment, engineering design, construction supervision and management of major
infrastructure and building projects for the Ministry of Housing in the Kingdom of
Saudi Arabia.

The scope included enabling works, all infrastructure services (potable water,
sewerage, storm, telecom, MV & LV cabling, lighting, fire water, irrigation, sewerage
treatment plant, pump station, water tank), parks and landscaping in addition to roads
and walkways. Jeddah project design (SR650Million) included a scope of 500 multi
story buildings with 10, 000 apartments and prestigious villas.

The scope at initial stage is to evaluate the bidders technically and commercially and
raise an evaluation report for award recommendation to client. After-award scope was
to mobilize and initiate the project, supervise and manage the contractors and
accomplish consultation services to the Ministry of Housing. These consultations
provided contractual, technical and management support to the client during the
lifetime of the project with regard to development, planning, budgeting, technical scope
control and changes, leadership, interface with the end-users and sustainability
applications.

A three-story building consisting of high-end finishing material, marble cladding, laser-cut lobby mosaic tiles, class rooms, computer room, library, instructor offices, training center, conference rooms and laboratories, with electrical and mechanical rooms, complete high-end quality finishing and selected furnishing, roadway, parking and landscaping. During the bidding stage, accomplished bidding process, raising technical clarifications to Bidders. Listing project evaluation criteria. Setting scoring control log. Conducting Technical and Commercial Evaluation and raising final recommendation for bid opening and award advice. During the construction stage, the scope included coordination meetings between client and contractor. Raising progress reports, in addition to Contractors plan supervision, invoices review & approval, material submittals review and approval. Chairing weekly meetings with Consultant and Main Contractor. Reviewing submittal sheets for Sub contractors. Site-work progress follow-up. Milestones control. Conducting multi-visits to suppliers and manufacturers for assuring products quality. Prepared furnishing bidding process to accommodate for the whole building. Coordinating Quality Assurance activities. Conducting Safety Audits. Contractors staffing reliability check and equipment inspection control. Coordination of Civil, Structural, MEP, HVAC & GAS disciplines. Achieved accident-free project over the total period of the project with high-end quality finishes carried to the satisfaction of client.

SABIC Industrial Plant - Pipe Line Process project of SR85M budget, Al Jubail, KSA This project included process facility buildings with all infrastructure required to process big size pipes used to carry fuel across country and big vessels used at gas plants. A concrete and structural steel structure industry complex with big scale conveying system used to process big diameter pipes and vessels and a structural complex with reinforced concrete and steel buildings, channeling and equipment. The project included a control building with senior management offices and offices for engineers, laboratories, class rooms, conference rooms and restaurant. Scope requirement was to keep close coordination with client for material selection and approval for finishing. Scope change marked the construction period, which required a lot of study, coordination and recommendation reporting to client. Safety and quality values were kept at high level by direct reporting to client. The scope included managing project scope, coordination with technical managers, controlling project resources, monitoring administrative process and schedule, coordinating electrical, mechanical and structural activities, conducting meetings with client representatives and directing sub-contractors work, progress reporting and invoicing, conducting visits to manufacturers and batch plants to assure quality products delivery.

ARAMCO Camp Facilities - Compound Construction of SR125M budget, Hawiya, KSA A project for accommodating Aramco senior staff in a desert gas plant area. This project consisted of all infrastructure network utilities, with draw lines and tie-in points, permitting and coordination with local authorities. The camp consisted of more than (60) senior staff accommodation buildings, laundry units, restaurants and fridge rooms, asphalt roads and parking lots with shades, security system and safety clinic, playgrounds, grass courts with soccer field, plants and irrigation, lift station, HVAC units, connection stations, furnishing and complete finishing taken to the high level of Aramco specifications and standards. The scope consisted of project initiation and closeout, managing the whole site with all activities, staffing, approving sub-contractors, planning and scheduling activities, invoicing, corresponding to client, quotations approval, resource deployment, preparing project safety and quality plan, mobilizing facilities, coordinating different scope activities, civil, structural, electrical and mechanical. Progress reporting and client coordination were among the tasks raised to the high level of project requirements and client satisfaction.

The facilities included a sophisticated complex for Aramco formed by three multi-story structural buildings connected between each other with sky-way bridges, a 6-meter high retaining walls around building perimeter (300 meters long) and full height atrium glass walls at the front façade of all buildings. The complex included class rooms, library, offices research rooms, development centers and laboratories with all equipment, HVAC controls and building management systems, partitioning walls and ceiling design, ducting and cable trays, selected equipment and finishing material for classrooms and offices. Manpower peak enumeration reached 1, 500 labors. The scope included shop drawing design and coordination among structural, electrical and mechanical works, direct supervision for skilled labors, foremen and supervisors. Scope consisted of close coordination with client for material submittal and quotation approval, progress and efficiency reporting, coordinating with different suppliers, supervising sub-contractors job, conducting progress, safety and quality meetings to meet client requirements for high specifications, construction and finishing phases. All requirements to comply with high-standards specifications, under the audition of Colonel-General supervision. Market study and technical data to meet high requirements after testing. Close interface and coordination assured complete satisfaction of client for the end product, leading to reward recognition from the Army Board.
