Dubai South is 100% government entity having jurisdiction to a master planned mixed use city of 145 sq. kms., based around the Al Maktoum International Airport between the border of Dubai and Abu Dhabi. It is executing projects related to Logistics, Aviation, Residential and Commercial components.

The candidate is part of the projects development team (design and construction) and reporting to the Head of Development Management, where the Candidate is a key player within the department, having multiple assignments as follows:

As Deputy to Head of Development (HOD):
• Providing day to day support on the operational and tactical aspects of the projects.
• Establishment of project delivery strategy, planning, administration, cost monitoring, project reporting, design reviews for completeness and constructability.
• Monitoring, reviewing and managing the performance of all consultants and contractors.
• Meet with potential investors and stakeholders to compile and provide input to technical requirements for potential projects
• Monitor project KPIs by conducting regular meetings with the design and construction management. Prepare reports as required, communicate results and directives to the HOD
• Follow up with the team for pending critical issues
• With the HOD, develop departmental strategy, structures procedures, and process.
• Monitor team's KPIs, acting as department's representative to communicate with the HR team
• Implement and manage Aconex platform and other document management protocols within the team.


As Development Manager:

• Initiate, prepare and review project development briefs.
• Preparation of tender strategy, identify qualified consultants, manage the tender process technically.
• Prepare design criteria and performance specification
• Prepare scope of work package/employer’s requirements of the RFPs in accordance to project types and planned construction execution
• Preparation of tender strategy, identify qualified consultants, contractors and vendors
• Preparation of high level coordinated Project Master Schedule in line with the projected project costs
• Support the preparation of feasibility studies in coordination with the procurement team.
• Tender management (technical)
• Prepares Terms of Reference documents for appointment of consultants.
• Supporting the coordination with Dubai South’s project management team, resident engineers and contractors, providing input to critical issues and recommendations to technical submittals
• Administering contracts to ensure that all parties discharge their relevant scope of services and deliverables in accordance with their respective contracts.


As Design Manager:

• Assigned with select build to suit projects to lead the management of the assigned consultants to complete the Employer’s Requirements (ER), and design packages which will be used as reference for Design and Build contractor's tender.
• Manage the contractors to ensure compliance to the ER
• Provide architectural support during construction period, in the review and approval of material submittals.

• Provide support when required in reviewing and approving preliminary and final building permit
• Review and approval of the Architectural Packages related to Dubai Expo 2020 submission of the International Pavilion, ensuring design package comply to the sustainability objectives of Expo, as well as compliance to Dubai South development guidelines.
