Project Scope, objectives, roles and responsibilities distribution, close following-up,
deadlines, public participation planning and execution, stakeholders input evaluation
and prioritization, quality control, and Council Involvement and Report.
02- Input and guidance on Urban Design and Architectural advice -Region-wide- in
relation to Planning Policies (Statutory Pl.) and Regulations (Current Pl.).
03- Review in the Development Permit approval process for all kind of uses (residential,
commercial, industrial, etc.) and scales, through Accela and personal meetings.
04- External consultant’s coordination, scope of work, quality control and final evaluation.
05- Incorporation of Form-Based Code practices in the Revision of Municipal Land Use
Bylaw, establishing Site Requirements and Architectural Regulations for each District.
06- Applied New Urbanism principles - including “incremental” and “tactical” urbanism- on
Area Structure Plans, Community / Outline Plans, and Development Site Concepts.

Saïdia” in Morocco to support up to 80, 000 tourists simultaneously (1 Million/year):
* Project included 708 hectares of land, with 3M m² floor area, including 3 golfs and a
sport harbor, 8 hotels, 1 Arabian-style ‘souk’, residential condominiums and villas.
* Includes full Urban Design, Community Plan, Subdivision Plan, specific LUB,
Development Agreement and Major Infrastructure Project’s coordination.
* Completed other 5 urban mixed-use Master Plans with hotel resorts, golf courses,

43- Collaboration on editing other 3 General Plans previously initiated in the Company
1995-1998 Photogrammetry Laboratory University of Valladolid, Spain
44- Photogrammetry applied to Heritage is a three-dimensional drawing technique, by
which the building is directly “copied” from a 3D image created only in the drafter’s
mind, who receives two different images of the same object, taken with stereoscopic
cameras. Cutting-edge technology for Heritage Preservation at that time.
