Managing QA/QC for the 'Site Manager' company for Client - Arriyadh Development Authority - on 4 major Contracts as part of the overall Riyadh Bus Rapid Transport Project. Reviewing Document Submittals, Carrying out Supplier Visits, Carrying out Quality Workshops, Coordinating Inspection & Testing On and Off Site, Chairing Weekly QA/QC Meetings.

These Contracts consist of the following:-

Phase 3 Project: The project mainly includes road rehabilitation schemes, construction of 21 pairs of Bus Rapid Transit System Stations, 2574 community bus stops and 7 pedestrian bridges. Contractor - Yuksel Insaat Saudia Company Limited.

Phase 2 Project: The project includes all civil, architectural and electro-mechanical works as well as the site adaptation, the utility diversion, the traffic diversion/management etc. This project is comprises of 540 nos. Bus stops, 3096 Feeder Bus Stops, 10 nos. BRT Stations served by 09 nos. Bridges and Roadway and Streetscape. These are located in 9 lines and 2 nos Highways. Contractor - Saudi Constructioneers.

Phase 1B Project: The project includes all civil, architectural and electro-mechanical works as well as the site adaptation, the utility diversion, the traffic diversion/management etc. This project is comprises of 408 nos. Bus stops, 28 nos. BRT Stations served by 19 nos. Bridges, 2 nos. Terminus Stations and 2 nos. Park and Ride area. These are located in 7 lines and 4 nos. Highways. Saudi Constructioneers.

Phase 1R Project: The project includes modifications of four highways for the Riyadh Bus Rapid Transit Project. Works include several items to be executed in order to create separate lanes for the buses in the median of roads, as well as landscaping, electrical works, road traffic management system, temporary roads and detours. The total lengths of road works is 34 km. Contractor - Manwa Trading & Contracting Co.

Duties and Responsibilities:

In charge of a quality team of 127 staff on a project of 23, 000 people.

• The Quality Manager has the necessary authority and responsibility for ensuring that the requirements of the Project Quality Management System are established and implemented.
• He is the final authority and represents the TCAJV Abu Dhabi International Airport-Mid Field site organization on quality matters and has the primary responsibility to structure the quality management system which involves all departments in a focused effort to ensure compliance with contract quality requirements.
• The Quality Manager is independent of production personnel, reports directly to TCAJV Project Director, has a professional and communication link with the TCAJV Corporate Quality Managers, and liaises with the customer’s quality management representative.
• Drafting, on behalf of and in conjunction with the Corporate QA Managers and senior management, the Quality Policy and Objectives, Quality Assurance Plan, QMP’s Contractor Quality Control Plan and ensuring and approving the development of any other procedures or documents necessary for the successful implementation of the project quality requirements.
• Auditing and monitoring the Project Quality Management System to determine its continuing suitability and effectiveness, and the level of implementation being applied, to determine where improvements are needed, recommending and instigating as necessary the appropriate corrective action.
• Reporting quality activities to the Project Director.
• Evaluating TCAJV Abu Dhabi International Airport Mid-Field supplier and subcontractor Quality Management Systems, and carry out Quality Assessment Audits of potential suppliers and subcontractors.
• Liaison with the sub-contractors and suppliers Quality Managers.

• Ensure adequate numbers of Project QC Inspectors are appointed and co-ordinate inspection activities at suppliers and subcontractors.
• Co-ordinate and manage to close-out supplier / subcontractor deviation or query requests
• Review and approve supplier as-built documentation.
• Issue Opportunity for Improvement Reports and track closure of items raised

I have the authority to obtain access to any relevant document, location or activity when performing audits, and to issue Opportunity for Improvement Action Reports on the Project, suppliers or subcontractors.
