Major Responsibilities
• Managing infrastructure (earthworks, motorways, roads & parking, landscapes, squares & sidewalks, rain & sanitary water drainage, water supply, bridges, culverts, retaining walls, etc.), public realm and building projects from inception and planning through to completion in coordination with municipality requirements and within the budget in association with Technical Director and reporting to City Mayor and Local Government.
• Leading structural and architectural design engineers, technical office engineers, site supervisors, quantity surveyors and quality control engineers through the complete construction projects life cycle.
• Estimating quantities and cost of construction works to determine project feasibility, preparing scale drawings and specifications, tendering, pre-contract and post-contract documents for bidders and contractors.
• Developing and implementing procurement, tendering and contract management standards, policies and procedures detailing steps, methodologies and guidelines for ensuring right goods, services and works are procured at the right time and effective management of project costs.
• Administering construction contracts, directing workers activities in preparing drawings and specification documents also conducting periodic on-site observation of work during construction, supervising the execution of the construction works, track and control construction costs.
• Developing architectural and structural design according to published European Standards legislated as Eurocode, SRPS EN in Serbian design and construction practice for steel, timber and concrete structures, escorting with action on structures, earthquake / seismic resistance, bridges design, etc.
Major Accomplishments
• Successfully provided over 600 tender procedures and awarded contracts as a chairperson or member of tender evaluation committee and also as a Head of the Investment Department, which were not refuted by bidders or any law regulations.
• Designed a post-tensioning bridge construction in SPB system for heavy vehicle traffic with details and specifications at the executive level for contractors.
• Designed a steel warehouse building with over 1.500 sq. meters ground area, 12.5 m apex high and with 20 m clear span to satisfied client’s needs for use of structural steel weight less than 40 kg/m2 and save up to 20% of construction costs.
• Designed reconstruction and extension of 70 years old school building into a modern educational centre with new congress hall, classrooms, offices and apartments with mainframe span of 9 m concrete beams and 4, 5m high columns on new specific foundations.
• Effectively supervised the constructions of 3 different types of masonry and concrete buildings and 3 sport halls with structural glued laminated timbers of total cost about €1, 000, 000.
• Designed dozens public buildings as a responsible structural design engineer, architect, draftsperson, detailer and quantity estimator.
• Led engineering teams for different building construction projects like new schools and nursery buildings, renovations of old buildings, rebuilding and restorations of the most important monumental and public important structures.
• Supervised an extension of old bridge over Veternica River by adding new bridge construction upstream on the 15m deep piles foundations for a new modern bypass roadway in the city of Leskovac.
• Worked as a site supervisor on construction of 8 multi span bridges across South Morava River, Serbia, about 125 m length of each, with post-tensioning concrete beams, HW piles deep foundations system, with a total value over €4, 000, 000.
• Effectively managing freelancing work with SIMSALABIM team in 2012 and 2013 developing international projects like Build Qatar Live and Build Sydney Live; technical supporting Marwen lngenieria from Madrid, Spain till date; tendering consultancy for WWTP project in Leskovac with Tedagua, Spain; providing tech support and assistance to BEAM.2D software development with EngiLAB, Athens, Greece; structural calculations and design for White Space Architects in their UAE, Dubai Office; structural & architectural design and consultancy services for various clients worldwide.
• Developed a standard Contract Form based on the long-time experience from the construction sites and administrative procedures through projects implementation, the Law of Contracts and Torts and Public Procurement Law with FIDIC Conditions of Contracts.
Core Competencies
• Meticulously providing and proficiently coordinating architectural, structural and civil engineering design, drawings, technical specifications and details, bill of quantities for the tendering process, full tender dossiers for the supply and building works contracts according to actual Public Procurement Law (based on the direction of the EU and PRAG procedures) and the Public Procurement Office instructions for public realm, infrastructure and building projects.
• Designing reinforced concrete structural elements like: slabs, beams, columns and various type of foundations as well as post tensioned beams, steel trusses, frames and other steel support structures for various projects according to national and the EN Eurocodes standards.
• Effectively handling duties including safety, regulatory compliance and quality control; obtaining work permits and public occupancy certificates; supervising team members and contractors; writing and scheduling project plans, reports and administrative documentation; issuing standard contract terms and conditions, instructions to bidders, establish qualifying criteria for bidders and other tendering and contracts related mandatory requirements; reviewing bid proposals and awarding contracts.
• Excellent implementing technical knowledge and skills with professional tools software like Microsoft Office (Word, Excel, PowerPoint), MS Project, AutoCAD, ArchiCAD (BIM), Radimpex Tower, ArmCAD, AxisVM, Autodesk Robot Structural Analysis Professional, Prokon, Sap2000, Etabs, Autodesk Map 3D, MASTER EC5 Timber Connections 2014, EC3 Steel Connections, EC7 Foundations, basic of Revit and ect.
• Liaising with local and State authorities, clients, stakeholders, suppliers and management for the project.
