Due to Process Safety Management manager position vacated after manager resignation I had the delegation of authority for 9 months till a new manager arrived on site.
Achievements:
• Successfully lead a team of two process safety engineers for executing the process safety management program during normal operations after startup of the plant.
• Help management make risk based decisions regarding plant operation. This was achieved through focused risk assessment presented to management with all risks, available mitigation, recommendations and residual risk ranking. Several strategic and tactical decisions were discussed and taken with appropriate level of approval.
• Lead the high consequence safeguards verification program with participation from Angola LNG management.
• Lead the biweekly senior safety leadership team meeting.
• Provide updates to management on all process safety issues, progress and KPI based on OGP456 & API 754.
• Reviewed and participated in engineering several management of changes, participated and led their PHA studies and participated in the PSSR for them.
• Participate and lead rot cause analysis for several incidents.
• Interviewing new candidates as well as development for local talents.

Part of the team working on the recovery, re-engineering and construction after April 2014 incident to achieve a safe restart of the plant.
Achievements:
• Achieved a safe and sustainable startup of the plant.
• Tracked incident root cause analysis action to closure, this included tracking 100+ action items, assisting the responsible party in closing their actions and responsible for action close out verification.
• handled 1000+ action items as a result from 25 risk assessment studies, this including prioritizing them, assigning them to the appropriate party and tracking them to closure then finally verifying them as closed.
• Worked with DNV-GL on the updated blast study and Quantitative Risk Assessment (QRA) study.
• Handled the buildings blast retrofit project with Energo including providing data, communicating results to top management, working with project management team on retrofit actions and mitigation plans to be able to restart the plant safely.
• Work with commissioning and startup team for the startup activities of the plant, this included providing technical support for the PSSR, reviewing the punch list and exception list and coordinating the work between different teams.
• Conduct process safety studies as part of the MOC process.
• Technical review for engineering documents (PFD, P&ID, Cause & Effect, HAZOP response, SIL determination and plot plans) for new modifications in the plant.
• Provide support to management and whole company on matters related to process safety management.
• Ensured that firefighting equipment perform as per design in accordance to NFPA standards.
• Prepare dashboard for PSM metrics including progress to close action items required for plant restart.
• Facilitated meetings between Bechtel and Angola LNG project management team to advance open action items from the incident root cause analysis.
• Performed Layer of Protection Analysis (LOPA).
• Ensured that all firefighting equipment perform as designed in accordance with NFPA standard.
• Worked with a team to prepare a list of safety critical elements, prepare their performance standards and list of safety critical assets to upload to the computerized maintenance management system. Which was done in-house.

• Timely prepared safety studies, risk assessment workshops and project proposals for clients.
• Successfully conducted the preparation, reporting and facilitation of several risk assessment sessions including but not limited to;
o SIL determination and verification study for a new propane importing facility.
o HAZOP for a major upstream gas facility including both offshore and onshore facilities.
o HAZID & ENVID studied for several water treatment options as a mean of concept selection.
• Participating in the final phases of preparing performance standards for ongoing suitability for natural gas compression station for the largest natural gas producer in Egypt.

Achievements:
• Process input to multimillion US$ projects including LNG vapor quench and waste heat recovery unit.
• Provide support for operations personnel to ensure the efficient and safe operation of the plant.
• Plant Re-HAZOP and Plant SIL determination study using Layers of Protection Analysis.
• Plant safe operating envelope determination, communicating it to operations and initiate a system to detect any violations to it.
• Lead the alarm management team responsible to reduce the alarms rate to acceptable levels in accordance with corporate standard using alarms performance analysis and alarm rationalization.
• Plant safety critical elements inhibition system including creating a procedure and auditing the adherence to it.
• Investigation and root cause analysis for Trays damage in acid gas removal column.
• Enhanced the management of change process through continuous improvement and auditing its application
• Planned and supervised several modifications, including piping tie-ins for the new Liquefied Natural Gas vapor return from loading quench system with zero incidents.
• Prepared and reviewed P&ID, PFD, C&E and mass & energy balance for new projects.
• Performed equipment design and sizing (flare header flow meter, air coolers, control and relief valves) along with flow check for certain piping utilizing industry standards (API 520, 521, 526 and 14E).
• Issuing operating procedures and guidelines while monitoring plant performance.
