Job Description and Responsibilities - SUB CONTRACT ADMINISTRATOR:

Post Contract Works

Job Description : The subcontracts administrator (SCA) is responsible for the procurement of materials, equipment or services that support a company's business efforts. SCAs are responsible for the entire lifecycle of the subcontract Including defining the requirements, researching opportunities, negotiating with sources, writing subcontracts, awarding subcontracts and closeout when the subcontract terms are completed. The SCA ensures that the subcontract complies with any applicable state or labor requirements, as well as company policies. Successful SCAs are mindful of business goals and negotiate the best prices for products and services while monitoring any associated risks.
Duties: SCAs respond to purchase requisitions by defining and justifying the expense. Bids and proposals are solicited from existing sources or new sources through advertisements in trade publications. Subcontracts administrators evaluate terms and award the subcontract. During a subcontract, the SCA is responsible for monitoring the terms of the subcontract including progress, plans, invoices and payments. Any change orders, modifications or disputes are addressed by the SCA.

Job Description and Responsibilities - SENIOR QUANTITY SURVEYOR:
1) Pre - Tender Works
Quantity Take Off : Taking off quantities for BOQ inputs from received tender documents.
Tender Queries : Identifying and preparation of tender queries for the consultant to reply.
Tender Rates Build up : Floating of tender inquiries to subcontractors and suppliers for obtaining
the needed rates of all the activity in the tender.
Finalization of Tender : BOQ inputs of Final measured quantities, build up rates from estimator
and checking of the final net and selling amount before submission of
tender.

2) Post Tender Works ( On Site Commercial Department)
Monthly Valuation : Main Contract Valuation preparation, submission and Follow up of
payments.
Sub Contractor Payments : Preparation of all Subcontractors Monthly progressive billing and invoices
Site Accounts : Managing project cost control by proper cost monitoring of all activities
and checking of project cost variances by frequent collection of project
costs. Managing project budget by making a proper Final Forecast Cost.
Assisting the Commercial Manager in preparation and submission of Monthly Cost Report.
Site Procurements : Re-measurement of work and materials for accurate quantity for Procurement. Preparation of budget and attachment of each activity for inquiry of rates. Supplier/Subcontractor Rates comparative statements checking and finalization.



3) Post Tender Works ( Contractual Responsibilities)
Project Monitoring : To be aware of the project progress of works, delays and disruptions of
works.
Claims : To report possible claims and assist in preparations and submission of the
applied claims for delays and Time extension with associated costs.
Filing & Records : Maintaining a proper and orderly Filing and records systems which will be
required as backup documentation for the preparation and submission of
project variations and claims.
Post Contract Variations : Identifying varied works against the original and revised contract
documents. Preparation of varied works in accordance with the conditions
of contract. Evaluation and pricing of variation with the immediate superior for submission. Finalization of VO with the Client QS by providing the necessary data, details and contractual backups that he may require in evaluating the varied works.
