Managing the construction supervision of a mixed useTower (4B+GF+29+R) in Riyadh, KSA.
The Tower includes 23-Floors Helton Hotel, 2-Floors Alobeikan book store and 6-Floors commercial offices. Project budget is about SR 300 M.
Appointed to manage the project construction (cost and time) as well as the construction supervision of the "Extension of King Fahad National Library in Riyadh" (SR 300 Million).
Responsibilities:
-Ensuring the construction compliance with the contract documents.
-Managing and controlling the project communications and documents.
-Managing the project time and cost aspects.
-Review and assessment of the contractor claims.
Upon joining SKTR, I was appointed to manage a 4-months Enabling Works for a mixed-use 23 floors Tower in Dubai (AED 7 million).
After that (Jan 08) I was appointed to manage a mixed-use high rise development of 8 Towers in Jebel Ali, Dubai (AED 1.5 billion). The project was in the Tender Document preparation stage, while the enabling works were previously awarded and ready to start before holding the project by the Client.
Responsibilities:
-Managing and controlling the project communications and documents.
-Managing the project time and cost aspects.
-Managing the preparation and revision process of the construction documents to float the tenders.
-Managing and follow up obtaining the permits and NOCs from Authorities.
- Review and assessment of the contractor and consultant claims.
- Directing, review and releasing all kinds of progress reports.
Reasons for leaving: suspension of the project due to the 2008 financial crisis
IAC is an organization specialized in:
- Water leakage investigation, detection, measurement and no dig repair.
- CCTV inspection and No-Dig rehabilitation of utility pipes.
During the stated period, IAC was handling many projects include Water Leakage detection Defects repair for Dammam, Khobar, Madeenah and Tabouk in KSA with a total of SR 100, 000 and employing more than 80 persons.
Responsibilities:
- Directing the organization overall growth and development.
- Directing and follow up the management of the financial, human resources and tendering departments.
- Directing and follow up the projects implementation to the budget and cost baselines.
- Reviewing and finalizing the financial and technical proposals.
- Directing and leading the disputes and claims negotiation.
- Assuring the quality procedures in the organization to the ISO and international standers.
I was appointed to manage the following projects:
- The Pre-Design (Arch. Competition) of the Headquarter proposed building for the Communication and Information Technology Commission in Riyadh. (4 months - SR 100 million).
- The A/E design of the Pilot Pilgrims Residential project (six 12-floors towers) in Mecca. (3 months - SR 300 million).
- The construction supervising (Fit Out) of the National Bank of Kuwait in Jeddah. (3 months - SR 0.35 million)
- The Design Review of the Headquarter of King Abdul Aziz City for Science and Technology in Riyadh.
Responsibilities:
- Quantifying the competitors’ outcomes to assist the Client decision in choosing the best Architect.
- Assuring that the designer was complying with the Client’s requirements and the design criteria.
- Listing the bidders and analyzing their offers to help the Client in best technical and financial selection.
- Monitoring and controlling the project activities to the time and cost baselines.
- Managing and controlling the project communications and documents.
- Providing the Client all types of progress reports.
I was appointed to manage the construction supervision of a prestigious private palace of a construction area of 50, 000 s-m over a land lot of 10 million s-m and of a cost of SR 120 million.
Responsibilities:
- Assuring the contractor compliance with the project’s documents.
- Assuring the project construction to the time and cost baselines.
With OCEO I was assigned the following positions:
- Project Manager (11 months) to manage the Master Planning Conceptual Design of Al Khafji Joints Operations Residential Area (3500000 s-m) including all Facility Buildings of SR 1.5 Billion AND ARAMCO Gulf Operation Co. Residential Area (1, 500, 000 s-m) including all Management and Facility Buildings of SR 1.0 Billion.
- Bidding Manager/ Construction Supervision Manager ( 24 months) to review the bids TOR, estimate and discuss the best prices with the Section Heads and the bidding committee besides following up and directing the construction supervision activities for around 10 projects with their assigned Resident Engineers.
- Negotiating the selected applicants to recruit the best in the running projects.
During the stated period, UCE was handling vast number of projects the majority of which are related to Infrastructural and Utility services. UCE was employing an average of more than 60 persons.
Out of these projects I can recall the following:
- Design of HRH Prince Sultan Palace extensions in al Qassim (SR 20 million).
- Design of a Private compound of 52 villas in Riyadh (SR 35 million.
- Design of Water Mains and Distributers in Mina - Mecca (SR 40 million).
- Design of the Sewage Network of Dammam city (SR 45 million).
- Construction Supervision of Petrochemya Housing in Jubail (SR 170 million)
- Construction Supervision of the Sewage Networks of Dammam, Onaizah and Tabouk cities (SR 100, 20 and 25 million)
- Construction Supervision of the Sewage Treatment Plant of Jizan city (SR 90 million)
- And many others.
Responsibilities:
- Directing the Design and Construction Supervision departments.
- Recruiting the suitable technical staff of the projects.
- Assuring with the projects’ managers that the projects are implemented to the time and cost baselines, the contracts’ documents and the client’s satisfaction.
- Assisting the Owner in directing the Office overall growth and development.
- Directing and leading the disputes and claims negotiation.
- Assuring the quality procedures to the international standers.
Section Head
1. 1988 - 1990: Head of Building Control Section.
Responsibilities:
- Follow up and insure the beneficiaries’ compliance with the Department rules and regulations.
- Directing and resolving any problems raised by the beneficiaries during constructing their own buildings in the UDD projects.
2. 1987 - 1988: Head of Construction Supervision Section.
Responsibilities:
- Follow up with the site engineers for the construction activities of a lot of small projects that serve the UDD housing schemes like shopping centers, community buildings, clinics …etc.
During this stated period I was seconded from the UDD to their consultant JOUZY & Partners to work as a site engineer on the UDD projects.
Projects I involved during this period are:
- The construction of UDD low cost housing schemes including Roads and utility services (water, storm and sewage networks) at Marka, Qwaisemah and Russaifa areas - Amman ($ 100 million)
- The construction of UDD Schools, Community Buildings including the Vocational Training Center in Qwaisemah - Amman ($ 35 million)
- The construction of the UDD Wehdat Slum Area upgrading - Amman ($ 10 million)
Responsibilities:
- All construction supervision activities.
- Review the design of certain structural elements when needed.
- Following up and checking the calculation of the works quantities submitted by the contractors throughout several quantity surveyors.
- Assessment of the Contractors payments and claims.
- Involvement of projects snagging, closing out and handing over the completed projects to the Client or Authorities.
