Program Management, Technical Quality and strategy:
• Manage the ERD Northwest Syria “NWS” team in Jordan, Turkey, and Syria.
• Provide technical and management oversight to all ERD (Cash, Cash for work, & livelihoods) programming in NWS in accordance with best practices and IRC policies, adapted to the context of Syria, with strong remote management mechanisms.
• Liaise with program leads, supply chain and finance staff to ensure timely payments, distribution and compliance for ERD activities.
• Ensure smooth management and integration of project work-plans and budgets (budget forecasting, development of spending plans and budget follow up), timely recruitment, and accurate reporting in accordance with IRC and donor regulations with average annual budget around USD 4.5M that funded from several donors (e.g., ECHO, DFID, BHA, SV, Danish MoFA, Multi-donors fund, GFFO, & SIDA)
• Ensure interventions are informed by data collected from Syria, especially market data or beneficiaries purchasing power parity, and aligned with humanitarian standards coordinated with other actors.
• Contributing to programme design, including theory of change, activity design, M&E frameworks, resources plans and financial plans
Program development
• Anticipate, plan and manage programmatic and structural transitions.
• Collaborate with MEAL team, support ERD staff to develop relevant monitoring tools and adapt them to context.
• Collaborate with Syrian partners on the identification of business development opportunities, and design of new interventions.
Staff performance management, learning & development
• Hire, supervise, and build the capacity of ERD team members (more than 40 members) in relevant technical and management competencies.
• Coach, train, supervise and mentor direct report staff, including communicating clear expectations, setting annual performance objectives, provide regular and timely positive and constructive performance feedback, and providing documented semi-annual performance review.
• Approve and manage all time, attendance and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews.
• Hold high quality meetings with direct report on a regular and predictable basis.
• Develop and implement remote management capacity building approaches to build the strengths of the team in Syrian and Jordan.
Research, Learning and Analysis
• Lead ERD assessments and context-appropriate research aimed at generating a strong evidence base for IRC protection programming, as well as informing IRC advocacy.
• Identify, monitor and report unmet needs. Explore potential of the IRC to address those needs within the parameters of the country strategy and sector priorities.
Coordination and representation
• As needed and in coordination with other sector leads and country program management, represent IRC in inter-agency forum and discussions.
• Regularly coordinate with internal program and operational stakeholder, especially technical units.
• Participate in relevant working groups both within and outside of the UN cluster system.
• Attend relevant donor meetings and present on ERD activities.
• Lead responsibility for the strategic development and maintenance of partner relationship with Syrian organizations.

Graduation and Livelihood Coordinator "Component Lead" – RYSE consortium at Danish Refugee Council - RYSE consortium

Resilience Youth Social and Economic empowerment project “RYSE”, JOD 13 Million- and 3-years project.
Duties:
• Manage the portfolio of JOD 7.3 Million, and manage component with 4 consortium partners, to train more than 7500 household and youth, and help them to graduate from poverty;
• Supervise component designing for Economic Empowerment “EE” component, and oversee the development of an implementation plan and evaluation, and assessments, leading to a well-implemented Graduation and Livelihoods program;
• In close coordination and collaboration with the Consortium Partners facilitate and lead the development of tools, manuals, including Standard Operating Procedures, graduation implementation design, outlining clear objectives, responsibilities and accountability for partners and the Consortium Management Unit “CMU” ensuring efficient level of effort of consortium partner technical staff is used in the development of tool, etc;
• Develop appropriate and effective communication pathways to ensure collaboration and understanding between the consortium partners as well as the consortium partners and CMU;
• Lead facilitation of RYSE EE technical working group “TWG”, which will provide additional technical expertise and leadership for graduation and livelihoods activities, and developing the EE component module that will be implemented by consortium partners and support compliance with agreed standards among consortium partners;
• Oversee implementation of EE component’s activities and ensure that planned activities are delivered on time, on budget, and in compliance with donor regulations support the consortium partners to achieve objectives by developing and communicating clear prioritized actions and providing resources that contribute to overall goal of project;
• Help execute RYSE Coalition’s overall vision and strategy to meet short and long-term goals, in partnership with the private sector partners;
• Lead overall coordination of the graduation model component and give the strategic directions and management of the core implementation;
• Ensure all interventions adhere to DRCs’ Gender Policy, Do No Harm principles, and beneficiary accountability standards
• Identify, build and manage collaborative partnerships with consortium partners, local governments and other stakeholders;
• Support consortium partners in the identification and development of private sector partners
• Lead budgeting process for Economic Empowerment component consortium budget, and provide ongoing oversight, management, and status reporting of the program budgets to the Consortium Chief of Party.

• Collaborate with the MEAL Technical Working Group to develop monitoring mechanisms to ensure high-quality levels of implementation for economic empowerment component;
• Monitor program progress against both programmatic and budgetary targets, making adjustments to program design;
• Coordinate with external consultant(s) to conduct a thorough assessment of opportunities and un-met needs in the labor market which are applicable for the youth participating in the program
• Prepare, review, and/or approve timely, accurate and high-quality program and donor reports on project activities in compliance with donor requirements with partners as necessary ensuring a high quality of program implementation, reflecting achievements made, challenges and solutions; and
• Establish and maintain effective reporting, evaluation, and communication systems for economic empowerment component.

Value Chain Specialist - Food Processing at MEDA

o Provide expert advice and build core capacities of local implementing partners in developing innovative business services, new business partnerships, market-oriented business responses and effective market information systems;
