Jamal Alkhateri

I am a retired government professional with over 25 years of experience in strategic planning,
institutional performance management, and organizational excellence within the UAE public
sector. As a certified assessor in organizational excellence and a registered evaluator in the UAE
Government Excellence Program, I have led transformative initiatives that enhanced performance,
governance, and strategic alignment across multiple entities. My leadership journey includes key
roles such as Director of Strategy and Performance Development, Policy Director, Director of
Strategy and Future, HR Director, and Director of Government Communication.
I bring deep expertise in KPI development, policy design, future foresight, and strategic change
leadership, alongside strong capabilities in human capital planning and organizational structuring.
I also have extensive experience in performance optimization, institutional excellence
frameworks, and driving operational efficiency across complex organizations. As a certified
lecturer and trainer with the Federal Authority for Identity and Citizenship, I am passionate about
knowledge transfer and capacity building. I am particularly interested in contributing my
experience to organizations aiming to strengthen institutional excellence and drive sustainable
