• Identify and monitor legal and regulatory compliance with HSE aspects for company and services.
• Support the Senior HSE Manager with all associated activities in the interest of health, safety and environment, development of HSE programs and procedures etc.
• Monitor contractor HSE performances through contractor HSE compliance assessment/audit, site visit and inspection, and review of HSE policies and procedures to verify compliance with company requirements.
• Regular work contacts with all levels in the organization, primarily Senior and Middle Management with regards to HSE related matters and effectively communicate with other external stakeholders.
• Perform risk assessment and risk mitigation control activities, pertaining to health, environment and safety to ensure the effective implementation of company’s risk management program to minimize risk of accidents.
• Perform technical review and approval of contractor’s submittals such as Method Statement, Risk Assessment, tender proposal, Scope of Work, supplied HSE materials and equipment’s technical specifications from HSE perspective.
• Conduct HSE critical services audit in relation to the critical system/assets being maintained by the service providers.
• Perform technical condition assessment for new projects and spot HSE Inspections to identify hazards, risk and none conformities in order to minimize hazards and ensure a safe working environment.
• Investigate HSE incidents and non-compliance events to determine root cause and recommend remedial action to prevent reoccurrence. Assist the Facilities Manager in investigating accidents or incidents to identify conditions that cause accidents and seek actions to prevent the same.
• Provide advice and guidance to operational teams and contractors, in accordance with HSE procedures and standards, to all sites to ensure a safe working environment for employees, contractors, visitors and residents of the buildings.
• Carry out HSE awareness training sessions within organization to promote safety culture and to carry out/arrange job specific training for operatives.
• Maintain system input requirements and standards applicable to ISO 45001/14001.
• Support the HSE Manager and team with planning, coordinating and implementing of effective HSE policies, guidelines and procedures to ensure that the department objectives are met.
• Ensure legal and regulatory compliance with HSE aspects for company activities and markets.
• Oversee and ensure contractors are aware of HSE policies and procedures and comply with company requirements.
• Perform risk assessment and risk mitigation control activities, pertaining to health, environment and safety to ensure the effective implementation of company’s risk management program to minimize risk of accidents
• Initiate and carry-out on site HSE surveys to identify hazards, risks and none conformities in order to minimize hazards and ensure a safe working environment.
• Conduct daily inspections on sites to ensure strict adherence to HSE policies and practices. Review inspection reports and prepare an action plan for implementation, in coordination with Site Supervisor to rectify any findings.
• Conduct and/or coordinate/facilitate investigation of HSE incidents. Communicating the learning points, and monitor the immediate action and follow-up actions to minimize/prevent from recurrence.
• HSE technical review of contractor’s/service providers tendering proposal documents.
• Support the HSE Manager with external process audits to ensure a successful result of the audit and carry out HSE audits to contractors/service providers as per schedule.
• Prepare HSE training plans and deliver training to schedule in order to ensure employees have been trained to the correct competence level in order to carry out their duties in a safe manner.
• Provides HSE oversight activities of Prime contractor, Main contractor and its sub-contractors HSE processes to ensure these processes are being implemented as per the BNPP HSE Procedures and ADEHSMS.
• Compile supporting information and advice on appropriate benchmarks, operating experience and good practice in relation to Industrial HSE practice and performance. Review and analyse potential performance and compliance concerns, risk issues as advised by management and provide viewpoints and reports against these. Devise and plan appropriate inspection and walk-down regimes and protocols and assist the internal and partner HSE teams to implement these.
• Conduct frequent audits and inspections to ensure effectiveness of Health & Safety programs and procedures, present recommendations for improvement and follow-up their implementation.
• Ensure that Health, Safety programs and procedures are communicated and understood by all on-site personnel and participate in giving lectures and talks on such activities.
• Participate in investigation in all industrial and non-industrial incidents and accidents involving personnel, plant and equipment including dangerous occurrences. Analyze causes, determine future action to reduce these occurrences.
• Provide leadership and technical support to ensure compliance with applicable corporate and regulatory requirements, while minimizing the risk of potential adverse HSE events.
• Conducting monthly fire protection inspection together with prime contractor in the plant, buildings and accommodation ensure standards are followed (UAE fire and life and safety code of practice, NFPA).
• Assist Construction, Quality, Material management, Commissioning teams in their activities by providing guidance and technical advises from Health and Safety point of view.
• Participate in reviewing and providing comments on CPO related engineering and construction documents, contractor’s submittals thru Deliverable Technical Review (DTR’s) emergency drills, lifting plans etc. to ensure needs are met and standards are maintained.
• Contribute to the revision of policies and procedures related of all Health & Safety and implementation of prescribed standards across ENEC in order to provide recommendations where necessary.
• Contribute to knowledge dissemination/sharing in a way that assists with building internal capabilities of UAE national where applicable and maximize their effective performance.
• Provides CPO Construction SME advice related to BNPP HSE Procedures, possible violations, current HSE trends and/or Deficiency Notification Report guidance.
• Demonstrated ability to develop and implement effective Health, Safety, and Environmental (HSE) management system, maintain regulatory compliance and improve overall HSE culture.
• Planning and organizing HSE Audits, inspections and HSE Meetings in his jurisdiction, in consultation with site management.
• Preparation of preliminary and project HSE Management plans for contracts.
• Being fully conversant with the HSE requirements of the country, company and customers and ensuring enforcement where required/applicable.
• Coordinate to Operations Manager in reviewing and updating HSE documentation of the company.
• Lead the HSE team and ensure Project/Site HSE implementation. Conduct Job Hazard Analysis and Establishes safety standards and policies as needed.
• Conduct safety inspection/assessment of project construction activities to monitor compliance with applicable safety and health requirements including contractual commitments, permits, and project’s HSE plan.
• Conducts investigations of all accidents and near-misses. Reports to concerned authorities as requested or mandated by regulations.
• Advises management of safety requirements and obtains concurrence to meet regulatory safety compliance and reduce accident and losses.
• Making report for all the safety violations and giving report to the responsible managers of that department.
• Interface with project management, clients and relevant government agencies.
• Carries out daily site inspection/coverage to ensure only safe work methods are in operation, adequate fire and fall protection are in place, adequate welfare and first aid facilities are properly maintained, approved tools are being used and sufficient appropriate Personal Protective Equipment provided and properly worn.
• Checks and Ensures compliance of contractor’s site work-force with the approved Job Safety Analysis (JSA), Safe Work Permit System and procedure in the plant.
• Closely monitors Scaffold erection/Dismantling work, Permit required-Confined space entries, Crane work/Lifting operations, Hot-work, Equipment energized and similar hazardous activities and ensures that all relevant requirements are complied with.
• Perform gas test as requested by subcontractor’s which requires on their activity particularly on confined spaces e.g Vessels, manholes, sumpits, excavations etc. to ensure hazardous gases free conditions prior on entering confined spaces.
• Lead and participates in emergency response activities of subcontractor’s and investigate all industrial accidents/incidents/near misses involving personnel plant and equipment and may affect surrounding environment. Review progress and recommends corrective/preventive measures.
• Liases with the client site safety representative and other plant concerned authorities or contractor on work related safety requirements at site.
• Prepares and maintain reports, or documents that may be required to meet corporate or regulatory requirements, including monitoring application of HSE standards and goals.
• To ensure that the contractor’s construction equipment, personnel and other resources are sufficient and are mobilized and demobilized in good time.
• To perform regular safety-compliance inspections and audits of contractors to ensure implementation of safe working procedures and best practices.
• Issuing non-conformance report to subcontractor’s and follow up corrective action and closure. Closing as well client non-conformance report
• Leads and participates in HSE inspections, self-assessments and audits. Present findings to management and prepare applicable reports. Tracks corrective action to closure.

• Participate in the weekly safety audit and attend meetings with project and contractors, client representative to discuss and agree on safety standards, concerns and potential hazards.
• To focus on the early identification of potential problems and to propose appropriate solutions to project site management.
• Investigate all incidents and accidents to initially make the area safe and to determine the cause, report to management and making recommendations on modified procedures to avoid recurrences.
• Implementation, upholding and compliance of the Permit to Work System.
• To evaluate/monitor site working conditions related to construction works, assess project performance with regard to Health, Safety and Environment, quality and efficiency.

• Perform daily inspection on site and rectify all unsafe or unhealthy working practices observed.
• Assist the Senior HSE Officer in the efficient management and execution of the Safety Plan.
• Ensure that any violation of the Safety Plan and/or Procedures is reported to the supervisor in-charge immediately, and give advises for remedial actions.
• Investigate all accident/incident/near-misses and report to HSE Manager.
• Ensure that Method Statements/JHA is available and approved before commencement of any activities.

• Check that all plant and equipments including power tools and hand tools are maintained in good condition and remove from use any defective items.
• Ensure that adequate firefighting equipment is provided and maintained. Adequate safety and personal protective equipment is available, distributed and correctly used.
• Maintenance vibration noise monitoring and controlling as per norms around the plants.
• Stop the work on site if there is a risk of injury to personnel and or any material damage.
• Establish and maintain close working relationships with department managers and supervisors to provide and ensure that employees receive training and development in promoting a safe and healthy working environment.
• Safety inspections on the following activities: Excavations, Scaffolding, Hand and Power tools, Heavy Equipment, Lifelines Inspection and storage, Hotwork and Lock-Out Tag-Out.
• Prepare Job Hazard Analysis/Job Safety Analysis.
• Initiate and supervise the conduct of brief safety meeting or toolbox meeting everyday
