Managing concurrent projects, handling client expectations, developing and implementing procedures and guidelines. Commercial Director for MTA C&D Rockaway Line Resiliency and Rehabilitation Design Build, Queens, NY, the Rockaway Line connects Queens with the Rockaway peninsula. This $392M Design-Build includes design and construction for viaduct rehabilitation at the Hammels Wye Campus and viaduct repairs along the east and west branches. Also includes the design and installation of flood mitigation elements at the locations along the Rockaway Line, as well as the design and installation of a new signal tower, track crossover and related traction-power, signal system and utility work at the Beach 105th Street Station. As a commercial director, currently responsible for overseeing contract/subcontract performance, commercial relationship management, contract negotiation, and ongoing contract administration for prime design build agreement. Collaborating closely with other leaders in project development to ensure market intelligence and subconsultant inputs are incorporated into the proposal evaluation and contracting process, as well as coordinating between internal disciplines (Development, Engineering, Legal, and Project Management) to advance client, and subconsultant engagement, contracting, project setup, and ongoing contracts administration (12/2022-8/2026). Prompt and frequent engagement with key cross-functional teams on all issues related to RFP and project execution. Effectively support the negotiation of changes related to scope, price, terms & conditions, and delivery with partners and major subconsultants following organization policies.
Plant Vogtle units 3 and 4 will be the first new nuclear units built in USA in the last three decades, designed by (2) Westinghouse AP1000 (Advanced Passive) nuclear units, about 1, 117 megawatts each. I serve as the common point of contact between Project Management, Labor Force, Clients, Vendors, and Independent Contractors. My obligations include facilitating organized and seamless operational status through each stage of all project life cycles. I develop and incorporate contingency plans as a preemptive measure to ensure against potential changes. I drove the process, development of the trend, and deadlines for milestones for three contracts valued at $690M. Completed analysis and identified, then negotiated, cost-saving changes valued at $29.8M. Adjusted the estimated cost at completion to reflect new forecast assessments through May of 2023.
Pennsylvania Chemicals Facility EPC/CM, TIC>$9B, cost reimbursable program for a 1.5 MTPA ethylene and polyethylene plants. Communicated closely with Project Management regarding contract points of contention, contractual rights, contractual obligations, and additional significant issues to reduce the impact regarding project milestones. Determined the details of purchasing agreements. Led the TSO “Technical Services & Operation” of contract and procurement group through critical stages of project completion, and start-up.
● Established the division of responsibilities involving piping, concrete placement and non-destructive examination subcontracts.
● Directed the activities of the pre-commissioning supplier technical services contractors.
I spent considerable energy working closely with the Saudi Ports Authority and the Special Security Authority to enact an Entity Project Management Organization (EPMO). This established that the most advantageous international project management practices were employed, which maximized efficiency and quality. Intimate understanding of subfunctions and department functions to establish strategies, aims, budgets, policies, and procedures.
● Conducted the transition of procurement efforts for the tunnel and egress shafts valued at $45M.
● Provided the Project Management support to Saudi Bechtel Company (SABCO) in the development emerging projects (NEOM) in researching the markets to assist proposal preparation in early works and construction village for 60, 000 workers with required infrastructure.
Riyadh Metro Project is $10B lump sum rail network project of 6 rial lines (176km) with associated infrastructure of tunneling, stations (Iconic, Main Transfer, Elevated, Deep Underground), Depos, Viaduct, Park & Rides, and Connecting rail. I managed 19km tunnel design and construction, train cars, electrification and integration of new lines into existing system, 13 emergency egress shafts, and seven main stations. Reported all subcontract and procurement information straight to the managing director of Main Stations and Tunneling. Total value of project $3B.
● Controlled $700M in funds appointed for Procurement and Strategic Sourcing, found cost saving measures, designed and implemented bi-weekly in-house training sessions to improve subcontractor productivity.
● Performed new employee training for 45 individuals to ensure efficient performance and quality while providing legal and financial advice that mitigated the expense of outside counsel by 25%.
● Directed the efforts of a diverse team of highly skilled professionals through contractual risks and requirements to be accurately conveyed to subcontractors.
● Conducted the transition of procurement efforts for the tunnel and egress shafts valued at $45M.
Ivanpah Solar Electric Generating System: First of its kind 377-Megawatt Solar Electric Generating Complex valued at $2.3B and consisting of three separate facilities. Continuous liaison efforts and communications between executive leadership, project management, contractors, and clients. Served as the legal liaison under the Davis-Bacon Act Wages regarding such issues as terms and conditions, subcontracts performance, qualification, and licenses.
Successfully renegotiated earthwork and insulation subcontracts achieving cost savings of $6M. The expected savings prior to negotiations was only $4M. Spearheaded numerous “end-to-end” subcontract improvement initiatives while holding responsibility over the management of the on-site subcontract team and their activities.
