Commercial Director for MTA C&D Rockaway Line Resiliency and Rehabilitation Design Build, Queens, NY, the Rockaway Line connects Queens with the Rockaway peninsula. This $392M Design-Build includes design and construction for viaduct rehabilitation at the Hammels Wye Campus and viaduct repairs along the east and west branches. Also includes the design and installation of flood mitigation elements at the locations along the Rockaway Line, as well as the design and installation of a new signal tower, track crossover and related traction-power, signal system and utility work at the Beach 105th Street Station. I managed 19km tunnel design and construction, train cars, electrification and integration of new lines into existing system, 13 emergency egress shafts, and seven main stations. Reported all subcontract and procurement information straight to the managing director of Main Stations and Tunneling. Total value of project $3B.
● Controlled $700M in funds appointed for Procurement and Strategic Sourcing, found cost saving measures, designed and implemented bi-weekly in-house training sessions to improve subcontractor productivity.
● Performed new employee training for 45 individuals to ensure efficient performance and quality while providing legal and financial advice that mitigated the expense of outside counsel by 25%.
● Directed the efforts of a diverse team of highly skilled professionals through contractual risks and requirements to be accurately conveyed to subcontractors.
● Conducted the transition of procurement efforts for the tunnel and egress shafts valued at $45M.

Served as the legal liaison under the Davis-Bacon Act Wages regarding such issues as terms and conditions, subcontracts performance, qualification, and licenses.
Successfully renegotiated earthwork and insulation subcontracts achieving cost savings of $6M. The expected savings prior to negotiations was only $4M. Spearheaded numerous “end-to-end” subcontract improvement initiatives while holding responsibility over the management of the on-site subcontract team and their activities.
