Lead the appointed Supervision Consultant and Contractors to deliver the project successfully by meeting project QA/QC specifications and standards.
Currently, I am working with Morganti KSA as Corporate Quality Manager (CQM) since October 2019, representing them in managing Quality and HSE aspects of the Main Contractor at a prestigious project (Aqua Raffles Hotel & Residential at Jeddah Beach).
Represent the client in setting the polices and procedures, as well as, in leading and managing Turner’s QA/QC team to supervise the quality activities of 11 Main Contractors in order to ensure that project's Specification are followed. Other than normal duties of PQM, Program challenges were addressed in efficient and timely manner, such as;
Select, build and motivate a competent and efficient QA/QC Team from all disciplines within a short time, consists of 87 professional (Quality Managers, Supervisors, Inspectors, and Procurement QC Supervisors)
Meet job needs at all site locations, including night shifts and frequent work on Fridays.
Organize and facilitate workshops to address major, critical and common violation (or potential). These workshop preceded by systematic investigation and root cause analysis (RCA).
Establish a robust lessons learned system (communicated via e-mails and in monthly gathering meeting of staff).
Address ad-hoc requests from the client in innovative manner and standardize the repeated ones.
Establish procedures and mechanisms to unify the work among all Main Contractors.
Work with procurement and PMT to unify the specs/ requirements for common materials/equipment to facilitate managing a limited number of suppliers.
Establish a centralized team for walk-Thru.
Train, coach and mentor Turner QA/QC team to promote their carrier ladder.
Turner International Middle East - Doha, Qatar
Seef Lusail Project, Lusail Real Estate Development Co. (part of Qatari Diyar).
I am representing the client in leading and managing Turner’s QA/QC team to supervise the quality activities. Duties:
- Development of a QA/QC Plan for inclusion in the Management Plan for the Project.
- Development of an overall strategy and guidelines for the establishment of QA/QC Plans and Procedures by each design consultant by each construction contractor employed on the Project. These requirements were included in the standard tender documents and in the specification for both design and construction contracts.
- Conduct interviews for proposed QA/QC Managers, examine the submitted QA/QC organization charts and check the interfaces with contractor’s project management.
- Review of the individual QA/QC Plans (PQP), Inspection and Test Plans (ITP), Method Statements that are submitted by the contractors and consultants and providing comments to the Project Managers.
- Ensure that all QA/QC submission logs (SOR, NCR, WIR, MIR, etc...) are maintained up-to-date.
- Prepare periodical QA/QC reports with supported statistics.
- Monitoring of design and construction activities to ensure that the contractors and the consultants are implementing appropriate procedures for QA/QC and in line with their approved Project Quality Management Plans (PQP’s).
- Check and ensuring that the construction work done is as per Project Specifications (including special specifications of client), Method Statement and as per approved shop drawings. Also to ensure that only approved and inspected materials are used. These are continually checked during the Quality Walks.
- Coordinate with the supervision consultant to raise Site Observation Reports (SOR) and NCR if the work done is not as per Specification, Method Statement or as per approved shop drawing.
- Ensure that contractors propose and implement appropriate corrective action to eliminate source of problem and to avoid recurrence of it. This is followed by monitoring of satisfactory resolution of SOR and NCR.
- Provide assistance to the contractors in the development of Inspection and Test Plans in coordination with Supervision Consultant and site based QA/QC Manager/Engineer.
- Ensure that reviewed and approved procedures are followed in the different phases of the project; keep the QA/QC Site Manager/Engineer aware of “lessons learnt” from other sites, so that precautionary measures can be implemented.
- Review of various technical specifications and submittals (alternate subcontractors /materials, etc...) in order to ensure that contractor compliance can effectively be monitored and implemented.
- Provide an overview of the services being provided by the Testing Laboratory for the Project; Ensure that adequate statistical data is maintained by the testing laboratory so that they can identify any unpredictable behaviors (e.g., usage of concrete control chart).
- Conduct random spot checks to examine the availability of specifications, standards and method statement in their latest edition with QA/QC site Engineers.
- Attend major and critical Inspection and tests to ensure that preparatory and initial inspection are done as specified in the ITP and related standards (respecting all applicable conditions).
- Ensure that all planned internal audits in the contractor’s PQP are conducted effectively (attend some).

Provide consultancies services for three projects:
- Qatar: re-organize the QA/QC Corporate Division of a major main contractor (handles construction projects of multi-billion Riyals) in Doha. The assignment included developing QA/QC organization structure, interfaces with other Divisions, RACI charts, job descriptions, standard template for project quality management plan (PQP) and ITP as per ISO 9001 requirements and QCS 2014 guidelines.
- Jordan: Assist a Governmental Authority to develop their submission for "King Abdullah II Award for Excellence in Government Performance and Transparency". The Award is based on the EFQM model. The scope of this project started with reviewing the existing systems, processes and practices, against the Award's criteria in order to identify the gaps and the opportunities for improvements. The required Award submission was finalized and delivered in early August 2015. The Balanced Scorecards was utilized as a strategic module to translate the vision and measure the progress toward achieving the authority's strategic objectives.
- Kuwait: establish a comprehensive Business Management Systems (BMS) for a small Engineering Firm. The scope of this firm covers designing, manufacturing and installation of steel and wooden furniture. Also, the firm specialized in interior design and execution. The BMS is based on ISO 9001 quality management system requirements and extended to cover strategic and business planning and monitoring. A team of internal quality auditors were trained to maintain and check the health of the system.
Bu Hasa Asset (after re-organization of ADCO into Assets)
I led Bu Hasa Asset’s efforts to win the internal excellence race by inspiring and implementing a winning strategy, and formulating focus groups to improve weak areas. Also, participated actively in ADCO Winning Team of “Sheikh Khalifa Excellence Award - 2013 Diamond”. I set the requirements and features of ADCO Balanced Scorecards (BSC) software.
Engineering & Major Project Division (EMPD)
I had been responsible as Senior Quality Assurance Engineer for Defining, developing and monitoring the quality system requirements of Engineering Projects. I used to develop and execute annual audit quality plan of the Engineering Projects' Contractors.
Unify procedures at all Business Centers (one face at any place), and prepare Etisalat Divisions have ISO 9001 certificate. After being certified successfully as EFQM Assessor by British Quality Foundation, I trained the internal working teams and set frames for Business Excellence in the Corporate in accordance with EFQM Model.
Quality & ISO 9001 Projects Department
Duties:
- Plan and supervise maintenance works.
- Lead maintenance team to execute the needed improvement and plant modifications (installation and commissioning of margarine plant, receiving area for the raw edible oil). Managed to complete these modification and improvement projects in accordance with the tight deadline and limited budget.
- Generated a complete documented system by capturing the existing processes "As Is" and conducting challenging sessions to enhance the timing and quality of the steps. The company got the ISO 9001 certificate.
