* Supervises the provision of a safe work environment for all Company employees, properties and Contractors personnel in two ethylene thermal cracking plants.
* Directs and monitors the implementations of safety procedures and standards particular permit to work, ensuring proper measures are taken prior to commencement of work such as equipment or plant isolation, shutdowns, and adequate safety measures and precautions are taken and all work equipment tools are safe for required works through frequent site tours during risky or critical works to insure continual compliance with safety policy and objectives.
* Assisting in implementation of safety training programs, auditing and site inspection plan.
* Ensures that all safety and firefighting equipment and facilities are kept in best working condition.
* Participates in loss control during major accidents or emergencies in the Plant, investigation of the near miss/incidents, review meetings and HAZOP studies for the new projects and plant modifications, PSSR review for new projects/modifications and after plant major shut downs.
* Participates in the planed site inspection includes safety sampling of the work practices and procedures, documentations to ensure compliance with safety regulations, standards, procedures and quality assurance.
* Technical HSE support for the Turnaround Team assigned for the planning of the general shutdown (GSD) project for QAPCO’s Mesaieed petrochemical complex (3 high-pressure polyethylene plants (LDPE), 2 ethylene cracking plants, linear low-density poly ethylene plant (LLDPE), 3 marine jetties and utilities plant.
* Review and Assess Contractors HSE Management System and supplementary documents such as; policies, method statements, HSE Plans, Risk Assessment, HSE Organization …etc.
* Evaluation, assessment and selection of Contractors’ HSE Staff to work during the Turnaround project.
* Prepare QAPCO’s Turnaround HSE Plan, including all HSE special arrangements such as;
o PTW system during GSD different phases
o Traffic and transportation plans for heavy equipment and workforce transportation
o Procedure and arrangements for diesel fueling for equipment and machines on & off site.
o Access control and head counting for Contractors & Vendors staff
o Accident/incident reporting and investigation.
o Different emergency scenarios and ways of communication during execution phase.
* Audit main Contractors’ facilities such as; Laydown areas, fabrication workshops, food serving facilities, medical facilities, accommodation camps, warehouses, …etc.
* Supervise a Team of Safety Engineers & Safety Officers during the Turnaround execution.

* Managing QHSE aspects at UGDC facilities (Port Said NGL Plant, Damietta refrigeration, storage and exporting facilities (jetty) and the interconnecting pipelines (NG, DNG, LPG & Propane).
* Support the Plant Manager and Operations team in the management of work risks, implement, and review the procedures leading to a safe operation, in the most efficient manner.
* Create, adapt, sponsor and coach the implementation of required practices and procedures to assure a safe Plant operation, compliance with regulations, licenses and Company QHSE MS.
* Lead a team of QHSE professionals to manage QHSE issues at sites.
* Enforce the assurance processes required by the site organization and contractors, to act and facilitate any review, pier assist, audit and inspection of compliance with regulations, licenses and Company QHSE standards.
* Assist QHSE Manager in the follow up and update of plans and strategies for delivery of the approved Performance Contract.
* Enforce and sponsor the communication across the Operations organization, acting as facilitator to share QHSE competencies tools between them.
* Assures the implementation of the Emergency Plan on the facilities, assess competencies required and advice on training required to improve such competencies for operation personnel.
* Ensure that the Integrated Management System is maintained in accordance with the requirements of ISO 14001, ISO 9001 and OHSAS 18001.
* Prepare Capital & Operating budgets for Safety & Firefighting requirements for the site.
* Ensure and follow up implementation of Environmental Management System development plans and waste management system.
* Participate in Accident/Incident investigation, analysis, and tracking of the corrective actions to prevent re-occurrence and ensure availability the Emergency facilities on site.
* Motivate the Operation staff to operate the plant with the safe way by provide them the advice & Safety Conversation Program.

• Participates in plant daily technical meeting with Production & Maintenance.
• Participates in Planed site inspection includes safety sampling of the work practices and procedures, documentations to ensure compliance with safety regulations, standards, procedures and quality assurance.

• Support the Rig Manager in management of the HSE systems at the Rig.
• Provide safety and environmental advice to Rig personnel.
• Develop and monitor safety procedures.
• Deliver safety training programs.
• Audit working practices in the Rig site, in particular the “work permit” system.
• Investigate and advise Rig Management and immediate supervise all matters relating to incidents or accidents and preparing appropriate recommendations to prevent their recurrence in the future.
• Conduct safety orientation briefing for all incoming personnel.
• Assist in the formulation and development of safety program on assigned onshore rig.
• Conduct training courses in safety principles and practices.
• Ensure that all items of safety equipment and facilities are kept in best working condition.
• Investigate incidents of environmental pollution, participates in the control of clean-up operations using available equipment and personnel.
• Participate in the Operator’s safety and inspection visits as well as all internal/external safety audits.
• Working in H2S environments up to 25%.
• Working in exploration wells as well as drilling and workover wells.

 Preparation of Contingency Plans for different branches of GASCO, for example:
• Western Desert Gas Complex - WDGC
• Amerya LPG Recovery Plant
• National Gas Grid Control Center (NATA).
• GASCO Head Office Building.
• Aqabba Area and Arabian Gas Pipeline, JORDAN.
• Canal & Sinai Area.
• Gulf & Red Sea Area.
 Preparing GASCO Environmental Management System (EMS) according to ISO 14001specifications.
 Adapting GASCO Safety Management System (SMS) according to OHSAS 18001 specifications.
 Planning & Execution of Self Inspection Program for all GASCO facilities including National Gas Grid (including above ground facilities & about 5000km pipelines around EGYPT), the GAS Exporting Facilities in Aqabba, JORDAN and two GASCO gas Plants, Western Desert Gas Complex - WDGC & Amerya LPG Recovery Plant at Alexandria.
 Participate in Incident/Accident Investigations utilizing BP Comprehensive List of Causes (CLC) Technique.
 Participate in projects HSE reviews (PHSER) according to BP criteria (PHSERs 2&3 for UGDC NGL Project).
 Conduct HSE training for Company & Contractors employees (GASCO manpower about 3.5 thousands), for example:
 Working Safe with Lifting Gears & Crane Operations.
 Working at Heights & Scaffoldings.
 Emergency Planning & Buildings Evacuation.
 Contingency Plans.
 Risk Assessment & Hazard Analysis.
 Advanced Safety Audit (ASA).
 Environmental Awareness.
 Conduct base line survey for all National Gas Grid (5000km) to identify all hazards encounter the NGG pipelines especially in and near residential areas/communities.
 Performing Audits according to ISO 14001 requirements (Internal Auditor).
 Performing Audits according to OHSAS 18001 requirements (Internal Auditor).

 Project QHSE Coordinator supporting Project Management Team (PMT) for HSE Issues in the UGDC project (480 millions $) from Dec 2001 till Jun 2003, the project consists of:
 Port Said NGL Gas Plant.
 Damietta Storage Tanks, Refrigeration Facilities and Jetty.
 Interconnecting Pipelines.
 Reviewing Project HSE documents (Fire Protection Philosophies, Fire and Gas Detection Philosophies, Statement of Requirements (SOR), Emergency Shut-down Systems…)
