* Supervises the provision of a safe work environment for all Company employees, properties and Contractors personnel in two ethylene thermal cracking plants.
* Directs and monitors the implementations of safety procedures and standards particular permit to work, ensuring proper measures are taken prior to commencement of work such as equipment or plant isolation, shutdowns, and adequate safety measures and precautions are taken and all work equipment tools are safe for required works through frequent site tours during risky or critical works to insure continual compliance with safety policy and objectives.
* Assisting in implementation of safety training programs, auditing and site inspection plan.
* Ensures that all safety and firefighting equipment and facilities are kept in best working condition.
* Participates in loss control during major accidents or emergencies in the Plant, investigation of the near miss/incidents, review meetings and HAZOP studies for the new projects and plant modifications, PSSR review for new projects/modifications and after plant major shut downs.
* Participates in the planed site inspection includes safety sampling of the work practices and procedures, documentations to ensure compliance with safety regulations, standards, procedures and quality assurance.
* Technical HSE support for the Turnaround Team assigned for the planning of the general shutdown (GSD) project for QAPCO’s Mesaieed petrochemical complex (3 high-pressure polyethylene plants (LDPE), 2 ethylene cracking plants, linear low-density poly ethylene plant (LLDPE), 3 marine jetties and utilities plant.
* Review and Assess Contractors HSE Management System and supplementary documents such as; policies, method statements, HSE Plans, Risk Assessment, HSE Organization …etc.
* Evaluation, assessment and selection of Contractors’ HSE Staff to work during the Turnaround project.
* Prepare QAPCO’s Turnaround HSE Plan, including all HSE special arrangements such as;
o PTW system during GSD different phases
o Traffic and transportation plans for heavy equipment and workforce transportation
o Procedure and arrangements for diesel fueling for equipment and machines on & off site.
o Access control and head counting for Contractors & Vendors staff
o Accident/incident reporting and investigation.
o Different emergency scenarios and ways of communication during execution phase.
* Audit main Contractors’ facilities such as; Laydown areas, fabrication workshops, food serving facilities, medical facilities, accommodation camps, warehouses, …etc.
* Supervise a Team of Safety Engineers & Safety Officers during the Turnaround execution.

Site QHSE Manager at UGDC
