• Supervising activities of the EPC Contractor to ensure that the ADNOC Codes of Practice as per the Agreement are being implemented.
• Supervise construction of five (5) floors Adinistration building and tank construction.
• Prepare related documentations and participates in ADNOC Onshore quarterly HSE Assurance program.
• Supervising construction worksite to ensure compliance to the approved construction method statements and task risk analysis for the various activities.
• Review Contractor proposed procedures / method statements and task risk assessments to ensure compliance with the Agreement, UAE legislation and industry best practices.
• Conduct HSE and Welfare Audits within the workplace and accommodation camps, contributing to recommendation, then reviewing close out and follow up actions.
• Conduct frequent audits and inspections to confirm the effectiveness of HSE programs on critical operations / equipment and procedures at assigned location; present recommendations for improvement; and follow-up their implementation.
• Review Contractor generated statistics, reports, and presentations required for management reporting.
• Prepare consolidated weekly and monthly HSE statistics PMT / PMC and Contractor HSE statistics reports for further submission to Client.
• Promote safe working systems and procedures and monitor the proper application of the Permit to Work system and associated Task Risk Assessments, as well as Contractor related policies, plans, procedures and guidelines.
• Coordinate and participate in the provision of HSE safety and awareness campaigns from Company and EPC Contractor.
• Initiated and participates in investigation of accidents and incident reporting as per the Company and Contract Agreement requirements.
• Coordinated and participated on implementation of Consequence Assessment Committee (CAC) during HSE violations and Non-Compliance is reported.
• Validate that any EPC Contractor incidents are immediately reported to EPC Contractor management and PMC HSSE management in accordance with procedures.
• Supervising Contractor and Subcontractors activities such as tower erection, pipeline and piping, upgrade of redundant/existing gas lift wells, building of Gas Lift Compression Station (GLCS), upgrade of existing Central Degassing Station (CDS), building of plats.

• Conduct regular HSE Inspection/Audits / Safety Observations and send reports for contractor closed-out.
• Review Contractors HSE Plans, Procedures, Method Statements and monitoring to ensure implementation on site.
• Assistance with monitoring of Incident Reporting. Review, follow up and providing analysis of incidents, non-conformities, statistics and improvement processes.
• Ensure implementation of applicable statutory HSES regulations and industry HSES standards.
• Documenting, implementing, maintaining and continually improving the QEHS Management system in accordance with requirements of ISO 9001, ISO 14001 and OHSAS 18001.
• Ensure toolbox talks, safety alerts and HSE lessons learned from incident investigations are effectively communicated to project team and contractor personnel.
• Coordinates HSE Supervision of road crossings, Tie-In, Hot Tapping and Hot Work activities.
• Advice Contractor for fulfilment of welfare facilities both in camp and project sites.
• Provide on-site technical guidance; developing, implementing and providing appropriate training modules/programs and campaigns with feedback reports on wide variety of HSE related topics.
• Audit contractor equipment certifications to ensure they are current and maintenance are done as at when due.
• Inspection of Contractor's camp on safety, hygiene and security arrangements periodically
• Ensure emergency procedures are established and displayed at site, camp, site office and participate in emergency drills e.g fire emergency drills, medical emergency drills, man overboard.
• Attend project HSE meetings including weekly and monthly construction meetings.
• Champion GASCO QUARTZ system (Incident tracking and close outs).
• Review Contractor HSE Performance on weekly basis in order to highlight near miss and investigate it if required.
• Ensure that permit to work and authorisation to work procedures are implemented on site.
• Champion preparation of risk assessment before commencement of all critical activities at site
• Participate in FEED and other workshops review meetings - HAZOP, HAZID, ENVID, OHRA, SIMOPS, QRA, FRA, PHSER and EIA.
• Participated in Project HSE Review (PHSER) and ensure that all punch list items are closed out by Contractor.
• Coordinating HSE activities for facility pipeline Pre-Commissioning and Commissioning, demolition activities.
• Review Contractor Safety documentation to ensure it complies with Company related requirements
• Establish an action follow-up register to ensure systematic follow-up and close out of findings, corrective and recommendations from safety and environmental analyses, design reviews, HAZID, PHSER, QRA, ENVID, HAZOP etc.
• Coordinating project HSE commissioning including HSECES verification and ensure that fire and gas equipment/systems are installed as per approved Piping & Isometric Drawing (P &ID)
• Organise and participate in weekly management safety site Walkdown/inspection (Management involvement).
• Advise Contractor on safety requirements and implementation during secant piling, sheet piling, deep excavation (over 16m deep) and microtunneling activities.
• Enforce Contractor on the implementation of their procedures and Company project requirements and follow up.
• Participates in third party audit of contractor’s camp and catering services.
• Provide expert advice on all matters related to Company's & Contractors' Safety, Lifesaving, Stop Work policy and Fire prevention/protection equipment (Trained Champion on GACSO Life Saving Rules).
• Coordinated and took part in incident investigation and ensure all recommendations are close out by contractor.
• Interface with contractors HSE staff, client HSE department and Plant Operations HSE team.
• Encourage contractors to adopt Company Safety Standards and other industry best practices in HSE.
• Ensure Contractor compliance to all contractual agreement with the Client and full implementation of ADNOC code of practice.

Key Responsibilities

Client: Abu Dhabi Gas Industries Limited, Abu Dhabi-UAE (GASCO), HABSHAN

• Participate in joint inspection of equipment’s, lifting gears, fire fighting equipment’s, safety devices, PPE, vessels, speed boats, tug boat and lifesaving equipment’s.
• Prepare, develop and implement new procedures including Emergency Response Procedure etc.
• Conduct Worksite, offices and accommodation Inspections, Audits and Conduct Coaching and mentoring, training sessions when required both on Offshore and Onshore locations.
• Evaluate and provide appropriate competency training modules/programs with feedback reports on wide variety of HSE related topics.
• Preparing, delivery, and evaluation of HSE, competency assurance, and technical training programmes for staff.
• Conduct training needs/gap analysis and assess the key priorities for development.
