Project Description: Technical Support Services (TSS) for Public Authority for Roads & Transportation (PART), Kuwait Project Responsibilities: A. Pre-Contract Management (Contract Formation):
•Prepares and reviews the tender documents and practice documents for construction contracts of roads, bridges, infrastructure, and causeway projects.
•Participates in the procurement process and evaluation of bids.
•Reviews the BOQ, cost estimates and payment certificates of consultants. B. Post-Contract Management (Contract Administration):
•Studies and assesses claims and variation orders for more than twenty construction contracts and design and supervisory consultancy agreements of roads, bridges, storm water drainage, sewer and other utilities.
•Verifies the compliance with contractual procedures and obligations.
•Reviews the payment certificates and invoices.
Project (1): PMC services for Mubarak Al-Kabeer Seaport (Phase 1), Ministry of Public Works (MPW)'s Mega Projects, Kuwait. Project Responsibilities: A. Pre-contract management (design & tendering management)
•ensure implementation of contract obligations and employer requirements in accordance with time and financial frameworks,
•develop the tender documents with a minimum expected legal liability and future claims, and advise on the most suitable tender strategies,
•evolve pre-tender cost estimates & risk register and make commercial decisions regarding risks and insurances, and
•tendering & awarding process: pre-qualification, pre-tendering meeting, tenderers queries, addenda, postponement of tender, warranties extensions, opening technical and financial envelopes, technical and financial evaluation, awarding decision, final security, contract signing and returning initial payments. B. Post-contract management (contract administration)
•Claims for compensation & EOT and variation orders: contractual entitlement, cause & efect analysis, time impact analysis, prolongation & delay costs and advise on contract instructions.
•Procedures and forms of claims, variations, and procurement, incl. prequalification & tendering,
•Manage compliance with contract obligations.
•Risk allocation and identification of cost benefit solutions to complex contractual matter,
•Interim payments, subcontracts and valuation of specialist works, liquidated damages impartially,

Project Description: Program: MOH Infrastructure projects, Ministry of Housing (MOH), Saudi Arabia Project Responsibilities:
•Post-Contract Management (Contract Administration) for infrastructure works including storm water, sewerage, potable water, irrigation, electricity, communication, landscaping, and roads networks, in addition to, wastewater treatment plant (WWTP) and retention ponds. SAR 5.06 billion.
Project Responsibilities:
•Provides judicial expertise in cases assigned by the court related to tender & procurement law, civil law, commercial law and private international law.
•Designs the most suitable procedure to the case independently, objectively and impartially, and manages the engineering expertise process including hearings, discussions, submissions, challenges and inspection of real evidence.
•Writes judicial expertise reports showing the story leading to the disputes and the final findings, lists the main contract terms relevant to the dispute, main agreed facts, and issues, weighing submissions, applying law to submissions, issuing directions and orders, and concluding the decisions & costs.
