Lead Mechanical QS Engineer - Pre & Post Contract Project - Jeddah Central Destination’s Stadium, (FIFA 2034), and will host major local and international games - Project Value - $3.2 Billion (Lumpsum).
• Leading QS Teams to prepare Standard BOQ and conducting meetings to ensure the target achieved within time schedule.
• Preparing comparison Details by using project documents like IFB & IFC packages and Shop Drawings - IFB Vs IFC, IFC Vs IFC Revision and Final IFC Revision Vs Shop Drawings.
• Claiming Variation Orders based on comparison reports and VO's submission to client with all attachments & evidence to proof the claims.
• Attending Commercial meetings with client and collecting all requirements from the meetings and applying on project planning or budgeting plans.
• Providing suggestions to Technical Engineering Department to develop drawings which may support in direct cost control planning, example by re-routing the ducting, piping, etc. which may control the material consumption on site.
• Estimating quantity as per Approved for Construction drawings based on actual onsite change in quantity as per site conditions.
• Coordinate with site construction team and Engineering department to finalize and certify the actual physical work done at site to facilitate subcontractor payments.
• Review of scope of work, project Preamble, Drawings and Specifications.
• Ensure quantity take off QS Team are within the company standards and project requirements and scheduled Scope are available in the system for Monitoring.
• Monitoring of field design changes as per site conditions and STQ and processing of Subcontractor work payments.
• Monitoring quantity of material received by material controller, issued, and used at site by subcontractor to facilitate weekly progress.
• Evaluations of Site Instruction with Planned cost in comparison to original approved contract scope of work and identify difference in scope of works and subsequently finalize the site instruction with Planned cost and submit to through by Cost control and get approval by Company.
• Ensure that the subcontractor submits a new price If activity is not included in original scope of works and subsequently process the new price for evaluation and approval from management.
• Assessment of change work Orders and Variations (Subcontractor and Client) in line with the Contract of Agreement.
• Monitor flow of Payments to subcontractors against budget quantities and actual progress done.
• Evaluation of Progress Measurement submitted by Subcontractor QS and generating reports to Company’s Main system for progress Measurement and Accounting.
• Review and Assessment of complex and high-risk scope of works for possible Value Engineering.
• Monitoring the weekly man hours spent against the budget man hours.
• Proposal of Tagging system for new items with corresponding activities for proper identification and monitoring.
• Review of Tender Documents and Client requirements.
• Evaluation of Material Specification and Prices of Vendors /Subcontractors against Project Specifications.
• Monitoring projects with respect to budgeted cost, demand forecasts, time over-runs to ensure timely execution of projects.
• Analysis of feasibility reports of various projects to locate the bottlenecks in the project for timely completion.
• Coordinate technical and commercial meetings with client and subcontractors.
• Conduct Joint survey by both Parties going to site visit, and check to actual work done Progress Measurement.
• aligned with Finalized Weekly Progress Percentage.
• Extra item rate analysis, certification, and approvals for payments.
• Preparing deviation and variation statement for final payments of the Contractors.

• Determining Bill of Quantities (BOQ): Calculate the quantities of materials and labor required for each item of work.
• Guiding for Rate Analysis: Assist in determining rates for individual items based on market conditions.
• Determining Tentative Quantities: Estimate the preliminary quantities required for the project.
• Establishing Terms & Conditions: Define the contractual terms and conditions that will govern the project.
• Preparation of Tender Documents: Create comprehensive tender documents to solicit bids from contractors.
Post-Contract Responsibilities:
• Taking Decisions on Extra Items Executed: Assess and manage changes or extra work that may arise during the project.
• Budgeting/Estimation: Continuously monitor and update project budgets throughout all project phases.
• Variance Analysis: Analyze cost variances and deviations from the budget.
• Justification for the Variance: Provide explanations for cost variances and justify them as needed.
• Explaining the Work Procedure: Clarify project work procedures when necessary.
• Site Responsibilities as QS:
• Price/Forecast Material Costs: Continuously monitor and forecast material costs during construction.
• Prepare Tender Documents and Contracts: Collaborate with legal teams to prepare contracts and other necessary documents.
• Track Changes and Adjust Budgets: Monitor design changes and adjust budget projections accordingly.
• Procure Contractors/Subcontractors: Select and contract with suitable contractors and subcontractors.
• Measure and Value Work on Site: Measure and evaluate work completed on-site for payment purposes.
• Assigning Work to Subcontractors: Allocate work to subcontractors and ensure they are compensated as per agreements.
