Partake in strategic planning on developing IRC Strategic Action Plans Proposals and budget
operational requirements support.
Provide technical oversight and support to field management in field facilities, verify asset and
inventory control are in line with policies and procedures to meet program needs.

expectations, setting annual performance objectives, providing regular and timely positive and
constructive performance feedback, and providing documented semi-annual performance reviews.
Own, manage and drive IRC in country procurement strategies, policies, and procedures. Ensure all
country program procurement needs are met on time in accordance with Global Supply Chain
standards.

Approve the ordering of necessary goods and services.
Collaborate with key persons to ensure clarity of the specifications and expectations of the
company.
Perform risk management for supply contracts and agreements.
Set policy and guidelines for delivering commercial and cost effective procuring process for the
business.
Manage the entire process in the planning of procurement and supply chain activities, inventory
control, logistics and distribution, ensuring effectively functioning processes to avoid costly delays
and lost opportunities.
Be responsible for introducing process improvements in the supply chain and identify new
vendors/suppliers without jeopardizing quality and service delivery.
Manage and monitor all transactional procurement including tendering processes, evaluation,
contracting, contract management, legal considerations and payment conditions, contractors,
performance evaluation and risk assessment.
Take full responsibility for assets and inventory management of all items under the projects.
Facilitate customs clearance of imported supplies and materials for projects.
Visit field warehouses on a regular basis with the aim of monitoring and evaluating the provision of
logistical inputs and identify actions to be taken and implement necessary improvements in the
system.

Providing Leadership with timely and accurate reports to enable strategic business decision making.
Providing Contracting and Procurement (CP) expertise to the project team in line with Shell’s CMCP
(Category Management & Contracting Process). Ensuring that all contracting processes are
undertaken before commitments are made or work commences so that neither operational nor
commercial disadvantage occur.
Managing, through the team, the procurement process from initiation through to the preparation of
pre-qualification packages, Invitation to Tender/supply packages, managing the tender process as
well as the technical and commercial evaluations, negotiations and preparing Tender Board
submissions, obtain approvals and award purchase orders.
Monitor performance of contractors and vendors and impact on schedule. Scope covers the
spectrum of all project procurement and contracting requirement (such as drilling equipment, heavy
vehicles, machinery (compressors, generators…etc.), consumables, spares, services …).
Developing contracting strategies and philosophies for the commercial benefit of the Project.
Materials Management and Inventory Control.
Leading initiatives in developing local content.
Monitoring the purchasing and procurement budgets through Approved Contract Value reporting.
Providing leadership for a team of 7 people and motivating staff to achieve maximum performance
and efficiency.
