Qatar’s Expressway Programme is one of the largest and most ambitious road building projects in the world. It comprises a portfolio of over 50 highway mega projects at a total capital value of circa US$ 40 billion. It involves a complex network of over 730 km of multi-lane expressways, underpasses, flyovers and multi-level interchanges.
I'm working for the project controls department where we provide the programme management consultancy services to the Public Works Authority (ASHGHAL). As a Senior Cost Engineer, my responsibilities include:-
- Coordination of cost estimating and cost control functions within the Programme.
- Preparing budget reports, cost reports, estimates and cashflow reports.
- Reviewing Consultants’ and Contractors’ estimates, cost reports and cashflow reports.
- Preparation and validation of estimates for construction activities as well as design & supervision professional services.
- Preparation of comprehensive estimates of lifecycle costs for value engineering options.
- Establishment and development of the cost benchmarking database.
- Developing and maintaining the estimating, cost control and reporting procedures.
- Review and comment on bids and preparation of contract award recommendation reports.
- Preparing and making presentations to Client.
ARCHIRODON is one of the worldwide leading construction companies. Within the Regional Tendering Department, I was assigned the key responsibility of leading a unique team of cost estimators, quantity surveyors, and other discipline engineers to prepare and submit estimates for EPC projects at values reached to $1B including Marine, Oil&Gas, Railway and Highway projects in different countries including UAE, Qatar, Oman, Iraq, Lebanon and Mauritius. My key responsibilities included:-
- Identification of tender requirements (technical and commercial).
- Conducting site visits and pre-tender investigation activities.
- Preparation and development of Cost Breakdown Structure for direct and indirect costs.
- Task assignment to the work team and verification of work quality and performance in timely manner.
- Leading tender procurement activities starting from preparation of RFQs till final comparative statements.
- Managing quantification process and verification of take-off accuracy.
- Liaison and close coordination with various parties involved in the tender study.
- Conducting meetings with suppliers, subcontractors and partners.
- Innovation of Value Engineering Proposals and Alternatives to support competition.
- Optimization of estimated costs.
- Forecasting of project cash flow (cash-in versus cash-out).
- Estimation of project risks/opportunities, probability of occurrence, mitigation measures and their related cost impacts.
- Reporting, presenting and reviewing tender estimate with higher management.
- Interfacing with Clients, attending post tender meetings and respond to post tender clarifications.
- Handing over the won projects to operation teams and establishment of site budgets based on tender estimate.
- Supporting running projects from time to time by cost estimation/analyzing of variation orders and potential claims.
Position: Senior Estimator (Infrastructure & Roads)
Leading a team of quantity surveyors and estimators, to prepare cost estimates for governmental tenders involving "lump-sum" and "re-measurable" contract types of values up to $500M. My role was extended to include:-
- Preparation of “Tender Information Sheet” for top management review.
- Leading the tender quantification process.
- Preparation of Materials and Subcontracts RFQs (scope of works, BOQ, specifications and drawings).
- Preparation of Materials and Subcontracts comparative statements.
- Preparation and development of Cost Breakdown Structures.
- Detailed estimation for direct cost components (Materials, Labors, Equipment, Consumables and Subcontractors).
- Estimation of In-direct cost elements (management & supervision, general-use resources, general expenses, site facilities, risks, bonds, insurances, financing charges, etc.).
- Estimation of project cash flow (cash-in versus cash-out).
- Identification of equipment and manpower utilization histograms.
- Verification of bid compliance with tender requirements before submission.
- Presenting estimates for top management review.
- Centrally supporting running projects in variation orders and claims analysis.
Position: Sr. QS & Cost Engineer (Roads & Infrastructure)
Project : Development of Roads and Infrastructure in Bani Hajer - Zone 51 for Public Work Authority (PWA), Roads Affairs, (QAR 800M value).
Project : Design and Construction of (RAF-A1) Water Transmission Pipeline for Qatar General Electricity and Water Corporation (KAHRAMAA), (QAR 450M value).
Project : Construction of Pumping Station 32A Main Forwarding, for Public Works Authority (PWA), Drainage Affairs, (QAR 285M value).
Within a number of strategic (EPC) projects for governmental authorities, I’ve reinforced my experience in road works, drainage and water transmission pipelines and its associated works, construction of main forwarding pumping stations, micro-tunneling and HDD among other heavy civil works.
I successfully obtained the Engineer’s and Client’s approval for a number of well-prepared and substantiated cost analysis for contract variations and change orders in relation with scope changes, EoT and prolongations, change in specifications and contract requirements. My responsibilities included but not limited to:-
- Preparation / review and approval of suppliers’ and subcontractors’ interim payments and final accounts.
- Preparation, submission and negotiation of interim and final payments to Clients and following-up till getting approved.
- Tracking change orders’ instructions and deviations from the contract scope.
- Monitoring change/variation events and registering communication chain.
- Cost analyzing for contract variation and change instructions (additions and omissions).
- Establishment of site budget in line with the tender estimated costs.
- Structuring the project financial coding and cost controlling systems.
- Ensuring correctness of day-to-day cost coding and proper allocation of costs to their correct cost centers.
- Application of Earned Value Management technique for monitoring and reporting of cost performance.
- Identification of Cost-to-Date for all cost elements and work activities.
- Estimating the Cost-to-Completion for all project activities.
- Regular updating of project cash flow (cash-in versus cash-out).
- Preparation of weekly, monthly and final cost reports.
Project: Arab Gas Pipeline ($ 200M value)
Tractebel Engineering’ is a Belgian consultant, was responsible for engineering and management of the huge international project of the "Arab Gas Pipeline" which conveys the Egyptian Natural Gas to Jordan, Syria, Lebanon and Turkey. They have assigned me the following tasks:-
- Site inspection for the pipeline and intermediate stations.
- Site Inspection for welding procedures implementation.
- Supervision of hot connections works and shut down events.
- Supervision and approval of pipeline hydrostatic pressure testing.
- Review and verification of as-built drawings.
“Canal Harbors and Great Projects” is one of Suez Canal Authority’s companies, and one of the leading companies in the marine construction and infrastructure industry in Egypt and Middle East.
I have moved between the company’s various projects, constructing different types of maritime structures including quay walls, jetties, sheet piles, piling works, dolphins, marine suspended soffits formworks and scaffolding, revetments, breakwaters, dredging and their associated works such as steel structures, roads, utilities, MEP works, etc. As a Marine Site Engineer, my job duties included and not limited to the following:-
- Responsible for implementation of the approved method statements and work procedures on Site.
- Responsible for implementation of environmental and safety policies at Site.
- Resource planning, daily allocation, performance supervision and quality assurance of day-to-day site work activities.
- Preparation of regular site reports.
- Liaise with Engineer and Client.
- Manage and supervise Sub-contractors.
- Review and modification of shop drawings and construction procedures and method statements.
- Proposition of construction sequencing and execution plans.
- Providing project controls team with the necessary site measurement and progress updates.
Within an Oil&Gas consultant office environment I was assigned the following duties:-
- Quantity take-off, Cost Estimates, Budgeting, Cost Reporting.
- Application and implementation of Oil & Gas international codes and standards.
- Review of detailed design drawings, specifications and work procedures.
- Preparation/Review of shop drawings for Oil&Gas structures including welded steel tanks, shells, pipelines etc.
- Site supervision for Oil&Gas works including welded steel tanks, pressure tanks and shells, pipelines etc.
– General Graduation Grade: good – 2003. - Graduation Project: Design of Harbors, Marine Structures & Shore Protection Structures – Grade: Excellent ( 98 % )
