• Manage the program of various construction, upgrade and renovation packages of challenging operational aviation facilities in Riyadh and Jeddah cities.
• Lead and empower a PMC team of contracts specialists, project control planners, safety and security experts, document controllers, project admins, quantity surveyors, QA/QC, construction supervision, and technical experts; throughout the lifecycle of a project for all the respective stage pre- and- post award.
• Capture the requirements of the client and external stakeholders and assist in preparing the design and design review of the project(s).
• Prepare RFPs for various packages including contractual terms and conditions, specifications, drawings, design reports, and Bills of Quantities.
• Lead the tender evaluation process until the award stage.
• Safeguarding the interests of the client by preparing perfected versions for awarded
contracts.
• Leading a team to supervise and manage contractors until the completion of site
works.
• Analyzing time schedules, identifying risks, and proposing recovery and mitigation
measures to safeguard the completion of the project(s) milestones on time and within
budget.
• Preparing project financial forecasts.
• Reviewing technical transmittals of contractors.
• Preparing weekly and monthly progress reports and presenting them to the client.
• Preparing value-based engineering letters for the client for various technical matters.
• Ensuring the project KPIs are met every week for all items related to the code of
conduct, project guidelines, perfect documentations, client satisfaction, safety and security, risk assessment, client requests, contractors submittals and invoices, delays, team dynamic, and scope of services.
• Ensure proper projects closeout and handover as per the expectations of the client.
• Ensure all parties are treated in a fair, reasonable and professional manner.

• Support the Program Director in the day-to-day management of the projects, including technical aspects, financial accountability, staffing, work planning, scheduling and reporting.
• Develop, implemenet and delegate program technical objectives to technical leads at various projects.
• Drive company strategy, align technical teams, collaborate with cross-functional stakeholders, and deliver on multiple complex projects.
• Inform management and stakeholders on the performance and progress of the technical objectives at various projects.
• Define the strategy for the technical team to achieve the desired goals.
• Direct the technical leads, REs and construction team of consultants at various projects. This includes assistance in resolving technical issues, NCRs, NCNs, SINs,
claimns, disputes, and providing technical guidance and advice.
• Support project technical leads and REs in reviewing any significant variation impact
on the overall design and delivery of the project(s).
• Review projects technical specifications and design reports.
• Prepare project budgetary cost estimates.
• Manage changes to scope, cost and schedule of project work.
• Identify, assess and mitigate program risks.

• Provide technical directives and engineering consultations for various engineering disciplines including MEP systems, Steel Structures, Concrete Structures, Concrete Structures, Architectural Elements, Coatings and paintings...etc.
• Assess and evaluate engineering systems in terms of obsolescence, functionality, integrity, and compatibility with regulations, standards and specifications.
• Assess and evaluate structural, architectural and civil structures in terms of integrity, structural evaluation, and compatibility with regulations.
• Prepare RFPs for the client for different work packages.
• Witness and assess 3rd Party testing, inspection and commissioning procedures.
• Prepare and review tender documents, contracts, tender forms, timelines, and price
estimates.
• Review designers tender reports, design sepcifications, drawings and BOQs.
• Perform tender evaluation and PQD assessments.
• Review and assess the technical submittals of contractors i.e. datasheets, drawings,
schematics, integration procedures, , method statements, sequence of operation, O&M
manuals, ITPs, timeslines...etc.
• Review and assess the legal submittals of contractors i.e. commercial registrations,
government registrations, entity approvals, and insurance.
• Assist in preparing and updating the project control plan, dashboards, weekly/monthly
reports.
• Replying to technical concerns and claims.
• Evaluate WIRs, RFIs, MIRs, performance certificate requests, mock-up inspection
requests and other technical docuemnts from contractors.
• Receive and compile the final documentation deliverables from contractors at the
handover stage.
• Assist in preparing project close-out reports.

• Manage all assessment operations of welding NDT inspections, coating & corrosion inspections, cathodic protection inspections, condition assessments, environmental inspections, performance assessments, vendor inspections, MEP inspections, cladding inspections, firestop inspections, sound acoustic inspections, aboveground storage inspections, pipelines & vessel inspections.
• Manage all inspection, testing & commissioning operations of chillers, hydronics, HVAC, water systems, boilers, LPG network, firefighting systems, electrical systems, generators, Elevators, Telecom, ELV...etc.
• Assess MEP systems in terms of obsolescence, maintenance, quality, remaining useful life, performance, and compatibility with regulations and standards.
• Assess energy efficiency of MEP systems.
• Design and adapt effective budget models after conducting a realistic forecast,
scheduling expenditures, analyzing variances and assigning the required KPIs.
• Find solutions for the implementation of any new test or inspection Preparation of
procedures & optimization of the process.
• Assist higher management in strategic planning and global operations.
• Ensure external auditing requirement are met, and conduct internal audits.
• Conduct Strategic Hoshin Planning, Environment Analysis (External/Internal), SWOT
Analysis, Competitive Analysis, Internal, Gantt Charts, CPM Charts, SIPOC Diagram, Process FMEA, Value Stream Map, Quality Function Deployment Matrix, NPV, IRR, ROI & ROA, Work Breakdown Structure, Resource Requirement Matrix...etc.
