• Working as Head of the department (LGED) at district level
• Overall management and supervision of infrastructure development projects/programs of Joypurhat district taken by LGED; for example, construction/reconstruction of rural infrastructure - road, markets, hydraulic structure, buildings, maintenance of previously constructed road (example, development of 50km new road, maintenance of 200 km old road, 35 commercial buildings, 5 regulator, 30 km canal re-excavation, maintenance of 8 irrigation infrastructure etc)

• organize the procurement of processing of selection of consultants and NGOs for planning, design and supervision of subprojects under SSWRP of LGED;
• support planning and design aspects associated with water resources project implementation as required;
• prepare oandr update design standards and manuals on water related infrastructure and ensure its application during the subproject pre-screening process, planning and implementation stages,
• take responsibility for the collection and compilation of engineering and hydrological data for planning and design of new SSWRD subprojects;
• assist in preparing water resource related vision documents for integrated water resources management;
• prepare and administrative process of Project Concept Papers and Development Project Pro-forma in water sector;
• prepare plans and organize Ccapacity Ddevelopment of LGED officials engaged in SSWRD and stakeholders;
• participate, as resource person, in SSWRD training activities both in Head Quarter and field;
• assist the ACE and SE of IWRMU in matters related to National Water Policy, National Water Management Plan, Water Code/Law, Regulations, and all allied matters on water resources and irrigation;
• assist IWRMU coordination with MOWR, WARPO, BWDB, DAE and other concerned agencies in connection with National Water Policy, Water Code/Law, and related matters;
• assist higher official of IWRMU for coordination with MOWR, WARPO, BWDB, DAE and other concerned agencies for water resources program/projectsin the preparation of new project proposals;
• Actively involved issist withn conflict resolution amongstt SSWRD subproject stakeholders;
• Key role play as a member of LGED’s Technical Evaluation Committee for procurement
• initiate and submit Annual Confidential Reports of subordinate officers and staff;
• Prepare documents for water resource management project formulation and revision/upgradation of existing water resources projects
• Contribute substantial technical input to the local government, local government institutes, local stakeholders in identification, preparation, appraisal and administration of sustainable small scale water resources development projects considering environmental impact and social benefit factor like as poverty alleviation by increasing agricultural and fisheries production;
• Review and updating the planning and design criteria of Hydraulic structures e, g, rubber dam, regulator, sluice, drainage, water retention & flood management structures etc. and participate in Subproject Planning & Design Discussion meetings with local stakeholders to reflect the local peoples’ expectations in the subprojects;
• Check and quality control of hydrological, hydraulic data and structural design and construction drawing of water structures and earthworks of embankments and canals, draft feasibility studies/appraisal reports prepared by consultants
• Undertake, assist, guide and coordinate activities pertaining to construction activities to ensure the best construction practices and standard design, drawing, specifications are being followed properly;
• Procurement of international and local consultant (service value around 400 million BDT), NGOs, local firms etc as per govt rules and donor’s guidelines which includes preparation of procurement related papers, Terms of Reference (ToR), bidding documents, contract negotiation, contract awards, contract execution etc;
• Monitor the surface water quality and prepare a comprehensive report analyzing the field data and make recommendation to maintain the water quality affected due to implementation of WR project
• Undertakes analytical reviews and data compilation/management on environmental aspects of surface water due to the implementation of WR project
• Operation and maintenance of the MIS for technical and financial monitoring of water resources project with the incorporation of GIS to facilitate the data retrieval and data dissemination;
• Mapping of all water resources schemes/subprojects using GPS (Global Positioning System) and GIS (Geographic Information System) technology;
• Take part in the capacity building program of LGED’s staff for proper planning, design, implementation and monitoring of water resources project;
• Collaborate and work closely with the donor agencies, NGOs, consultants, other government departments, local institutes and relevant stakeholders with vested interest for sustainable water resources management
• Carry out technical audit of WR projects spending at least 4 days every month in the field visit of project area for monitoring of ongoing projects and impact evaluation of the completed projects;
• Supervise the performance of project staff, providing instruction with regular monitoring and feedback on performance
• Key role in the Environmental laboratory both in central and regional level
• Assistance to the higher authority for development of national water resource policies, principles and goals and work directly with the clients
• Carry out the digital mapping for other projects of LGED whenever instructed by the higher authority
• Assistance to public organization for GIS & ICT related procurement, the standardization of specification and quality control during procurement of Computer hardware and software by different government & semi-government agencies on behalf of BCC
• Make proposal to offer bid for computer hardware & software procurement process with the preparation of bidding documents, bid evaluation, contract awards, negotiation and execution of different government & semi-government agencies
• Acting as unit chief of GIS lab of BCC to provide all GIS support for data maintenance and map preparation
