Assigned to Client's PMC team to supervise Umm Al Houl Special Economic Zone (QEZ-3) Project, covering ~29.3 km2 in area comprises of various:

• Infrastructure packages (infrastructure, roads works, utilities and landscaping); and
• Design & Build packages (administration building, public buildings such as police station, fire station, clinics, etc.), district cooling plants, power substations, sewage treatment plant, non-authority public buildings (mosques, filling stations, etc.), earthworks and site grading.

Oversees contractual and commercial matters of the following contract packages:

CP02 - Construction of Roads, Infrastructure and Utilities Works at QEZ3; (~QAR715 mil)
CP03 - Construction of Roads & Infrastructure at QEZ3 Ph 2.1 (Portion 2A Marine Cluster) (QAR 531 mil)
CP10 - Design, Construction and Erection of Syncrolift and Travel Lift with Ancillaries and All Associated Works at QEZ3 (~QAR 142.50 mil)
CP19 - Design and Build Light Industrial Units at QEZ3; (~QAR178 mil)
CP22 - Construction of utilities for Arterial Roads (North of North Access Road), and Design and Construction of Reservoirs including Pumping Stations and its connection to CP02 and CP03 at QEZ3 (~QAR 497.20 mil)
CP24 - Design, Construct & Operate Sewage Treatment Plant (North) at QEZ3 (~QAR12 million)

Overseen the operations and deliveries of the Commercial Dept. of the Company with overall responsibilities for various civil and infrastructures, buildings and high-rise projects.

Overall responsibilities in post award contract administration of all service delivery contracts to ensure Qatar Rail’s operations and maintenance, facilities management, sales & customer services mandates are delivered in accordance with the overall strategic plans, comply with Qatar Rail’s requirements and expectations, and ensuring Qatar Rail’s commercial interests are protected at all times during the course of railway operation.

• Doha Metro Service Providing Contract on Red, Green & Gold Lines (Contract Value: QAR 10.2 billion).
• Lusail Tram Service Providing Contract (Contract Value: QAR 2.7 billion)
• Provision of Customer Contact Centre Services (Contract Value: QAR 24.2 million)
• Provision of Customer Experience Surveys Services (Contract Value: QAR 9.7 million)

Reporting to C&P Cross Functional Discipline Head (CFDH) to develop, maintain and implement robust Contracting and Procurement (C&P) Procedures and supporting documents to support the stakeholders in the execution of the C&P Process in PDO, and responsibilities in developing, implementing & maintaining the following:
• Suites of CP Tools, Procedures and Systems, including terms & conditions as an enabler to the CP process;
• Contract Holdership Certification Scheme across PDO, including supporting materials.
• Ensure appropriate ‘post award’ learning and certification materials are in place for Contract Holders (~300 across company) and Contract Engineers (~80);
• Advice & support to CP delivery team leads on quality check on tender evaluation plans where required.
• Advice & support stakeholders on CP Processes and Procedures and/or Contract and Procurement matters on pre award process.
• Liaise with Shell Global, Local and Regional Oil & Gas companies to share best practice and global opportunities in relation to contract terms and condition and Contract Holdership Certification Scheme.
• Tender evaluation models, plans, and results to ensure suitability and compliance with procedural requirements.

Reported to Head of C&P - Capital Projects, Contracting & Procurement (C&P) Department, Finance Directorate and the Project Manager of Oil South Directorate with overall responsibilities in post award contract management, progress payments, variations, claims, procurement of key materials and equipment and other related contract management responsibilities for Amal Steam Surface Facilities Enhanced Oil Recovery Project (Total Project Cost: ~US$1.4 billion)

Reported to Strategy & Business Improvement Section Head of the Contracts & Procurement (C&P) Department under Finance Directorate with responsibilities in:

Focal point of Company's Claims Management & Resolution process

Document Custodian of Model Contract Documents:
Reviews and updates of Model Contract Documents for Construction, Well Engineering, and General Services Contracts, and Instruction to Tenderers

Process Owner of Post Contract Management:
Manage the C&P Department’s post-contract management process to ensure all contracts exceeding USD 50 million comply with the requirement of Contract Performance Management Framework.

Provide general contractual and commercial advice to Contact Holders, Contract Engineers, and HSE Dept in resolving contractual issues.

Reported to Senior Manager (Railway System Contracts) in the Project Support & Claims Department of the Capital Projects Division, KCRC

Overall responsibilities and experience in the procurement/administration process of civil & railway systems contracts in the East Rail Extensions Project;

and post award management of railway systems contracts of the following capital projects:

• Kowloon Southern Link (Total Project Cost: ~HK$8.3 billion)
• East Rail Extensions Project Including Lok Ma Chau Spur Line (Total Project Cost: ~HK$22 billion)
• West Rail Project Phase 1 (Total Project Cost : HK$54 billion)

Reported to Contracts Manager of Projects Division.
Major duties comprised of pre-contract administration, tenders and contracts documentation of various contracts awarded on the Hong Kong International Airport at Chek Lap Kok. (Total Project Value: HK$42 billion)

Reported to the Project Director with full responsibilities in liaison with Hong Kong design consultants, the People’s Republic of China (PRC) authorities and joint venture management, coordinate with PRC design institutes in design development and control, budgeting & financial control, contract administration, programming and quality control of constructions for 4 commercial & residential development projects in the PRC

Reported to the Director with responsibilities in compiling tenders, and post contract management of high-rise projects including the liaison with clients and design consultants, managing variations and claims, monitoring project progress, and financial control of the projects.

Reported to Project Manager and responsible for the management of construction program, contractual matters and financial control for a sports stadium and hospital projects.

Reported to Project Manager and responsible for the co-ordination of design consultants, monitor design development, liaison with authorities, construction co-ordinations, contracts administration through to project completion for commercial projects in Melbourne.

Reported to Coordinator of Building Economics Department and responsible for cost planning, measurement, preparing Bills of Quantities, and post contract administration duties.
