1. Technical and Systems Development:
• Develop partner specific MEAL SoPs, Workplans, and MEAL Frameworks.
• Ensure that MEAL standard policies and guidelines are well respected throughout the projects.
• Provide the needed technical support to the Partnership Unit MEAL team to assure high quality tool development, data analysis and reporting, taking into account the needed harmonization with the other hubs over the multi-hub activities.
• Develop Third Party Monitor (TPM) ToRs in the absence of the MEAL Manager and participate in the technical analysis of TPM tenders.

2. MEAL Implementation and Management
• Support Partnership Unit MEAL team in creating data collection ToRs, and guide the IP focal point though the ToRs, to facilitate high quality data collection for the various data collection mission (Baselines, OSM, PDMs, Endlines).
• Oversee the implementation of data collection and analysis and provide the needed advice to overcome data collection limitations.
• Provide the Partnership Unit MEAL team with all needed support in data analysis and reporting, to assure that all contractual indicators are measured according to the agreed methodology and are well discussed and reported in MEAL reports.
• Oversee the update of each project MEAL Frameworks for the Partnership Unit.
• Take lead in launching and operationalizing Partnership Unit TPM.
• Take lead on budgeting for TPMs and following up on TPM budget lines.
3. Learning
• Assure that lessons learnt are well gathered, discussed, and documented, throughout the Partnership Unit main events like Kick off Meetings (KoM), and Closeout Meetings (CoM).
• Provide Project Development/Area Coordination/Program Management with the needed information gathered from lessons learnt at proposal writing stage, to feed in the activity design.
• Plan for and carryout Partnership Unit needs assessments, to feed in project design stage.
4. MEAL Management/Support
• Assure positive work environment, and appropriate team dynamic, both internally at the Partnership Unit MEALU, and between Acted and IPs MEAL teams, and manage internal and external interpersonal conflicts (between MEAL team members, MEAL and other departments, and MEAL with IP focal points)
• Provide the needed capacity building for the Partnership Unit MEAL staff and guide the Partnership Unit MEAL staff in the provision of the required capacity building for the Ips.
• Provide the IP with all the needed activities’ background, to assure that their staff are able to perform their roles as expected.
