Support the Parliament on Budgeting/Public Financial Management laws, and provide mentoring, trainings, analysis, and advisory assistance
Funded by SIDA/MIDA Sweden, assisted the Government of Somaliland’s Ministry of Finance in international aid programs, development budget, national budget and Public Financial Management.
Assisted the budget department on budget formulation, preparation, budget revenue, allocation and treasury management.
Assisted the Finance & Administration department on payments, payroll, procurement and internal controls.
Support the human resource management and financial management procedures. Provide technical assistance and training needs assessment to support the implementation of HR, Procurement and financial management policies
• Based in Hargeisa, I was part of the core team that produced the draft World Bank Somaliland Public Expenditure Report 2014 which analyzed how Somaliland Ministries / Agencies spend, allocate and prioritize their budgets, their budget cycle process and payment authorization processes.
• Key messages were presented at the Somaliland Economic Conference on Growth, Poverty and Fiscal Affairs in Hargeisa in January 2014. I was part of the core team hosting the event, which included Ministers and representatives from civil society, private sector and media.
• Range of responsibilities included visiting major Somaliland Ministries, such as Ministries of Finance, Internal Affairs, National Planning & Development,
• Data collection and subsequent data analysis.
• Responsibilities included Accounting, Settlements, Administration, Analysis and reporting of a multi-currency portfolio covering all markets.
• Managing funding requirements with the treasury centre.
• Placing equity orders with brokerage houses.
• Providing cash forecasting and treasury management service to institutional clients.
• Preparing and updating projected cash flow and valuation report.
• Responsible for updating and monitoring the valuation and performance report of the portfolio
• Monitoring adherence to the investment guidelines provided to outside fund managers.
• Updating and closely monitoring the approved Banks and Brokerage houses.
• Frequent contact with international banks and brokers for day-to-day business.
• Purchasing US Treasury Bills or similar Government Bonds whenever necessary for collateral purposes.
• Ensuring the management and performance fees of the portfolio are correctly calculated.
• Tracking Financial Markets Indices and Currency movement.
