• Assist with the implementation of the annual business plan and targets and
execute the strategic agenda of the Health, Safety and Environment function to
deliver TRSDC vision and mission.
• Ensure that the strategy is translated into operational business plans for the
Health, Safety and Environment function and monitor the performance and
execution of those plans to achieve functional objectives and deliver the
company’s strategy.
Contribute to the preparation of the functional budget and monitor financial
performance versus the budget so that the business is aware of anticipated
costs/revenues, areas of unsatisfactory performance are identified, and potential
performance improvement opportunities are capitalized upon
Monitors the effective implementation of TRSDC HSE Management system
and HSE requirements in respective programs.
• Review contractors Construction Phase Health Safety and Environmental
Plan, Emergency response plan, risk management as required.
• Perform HSE Inspections, audits, and monitor TRSDC and contractors’
activities on site.
• Advise and provides technical support to project team on all HSE matters and
reviews.
• Ensure inhouse training and awareness programs and advise on statutory
training requirements.
• Ensure the implementation of a rigorous incident investigation process,
including appropriateness of corrective actions to prevent a recurrence.
• Ensure that there is adequate liaison and understanding of TRSDC HSE
requirements between TRSDC Contractors, Consultants and suppliers.
• Liaise with contractors and consultant to ensure Emergency response drills
are conducted and evaluate the emergency response arrangements.
• Monitor worker welfare and accommodation arrangements are in line with
TRSDC welfare standards
Follow all relevant functional policies, processes, standard operating
procedures and instructions to ensure that work is carried out in a controlled
and consistent manner.
• Assist in the preparation of accurate and timely functional MIS statements
and reports to meet corporate and functional requirements, policies and
standards.

 Assist / monitor all site operations Land and Marine to ensure conformity to company HSE policies & procedures and other international guideline such as IAGC, IOGP.
 Prepare the Emergency procedures, Crisis & Evacuation Action & Response Plan. Prepare scenario for emergency evacuation drill / assist in conducting drills / review the efficiency and recommend ensuring better efficiency if required.
 Ensure the reduction of environmental impact of our operations; waste, effluent, emissions, carbon, energy, etc.
 Plan & conduct internal audits related to the implemented management systems.
 Cooperate with management for implementation of all contractual requirements at the job site and visibly demonstrate the priority of safety in all activities, including setting a good personal example.
 Frequently inspect the work site and provide recommendations to correct deficiencies and perform follow-up inspections to ensure corrective actions have been taken.
 Participate in incident investigations and conduct/facilitate safety training sessions.
 Prepare company documentation regarding Health, Safety and Environment such as the HSE Plan and submit them for approval from Management.
 prepare and review on a yearly basis of the HSE Plan, policies and objectives.
 ensure that all key personnel are fully aware of the company HSEOMS and corrects deficiencies if any.

 Developing Safety policies & procedures as well as emergency response plans.
 Ensure policy, objectives, targets and standards are measured, and recorded to ensure that the highest possible HSE standards are maintained in line with procedures, contract requirements.
 Provide onsite guidance, developing, implementing and providing appropriate training modules/programs with feedback reports on wide variety of HSE related topics.
 Monitor the company's HSE management system implementation for contractors, to ensure adherence of contractors to the company HSE standard and procedures.
 Create Emergency, Crisis & Evacuation Action & Response Plan. Prepare scenario for emergency evacuation drill / assist in conducting drills / review the efficiency and recommend ensuring better efficiency if required.
 Carry out Risk Assessment and control.
 Conducting various audits and inspections, identifying substandard/unsafe conditions, assessing compliance with applicable laws and regulations.
 Ensure the reduction of environmental impact of our operations, waste, effluent, emissions, carbon, energy, etc

 Carries out Incident Investigation, generates report and carries close out items during Organization’s Lost Time Accident/Incident on site and incidents involving high potential near miss, Medical treatment/First aid and breached of Safety Rules.
 Responsible for health and safety awareness in the work area.
 Conducts daily safety inspection in the worksite.
 Conducts tool box talks to workers regarding safety and health in the work area.
 Ensuring that all necessary risk assessments required by legislation are carried out.
 Trains employees, both old and new, on procedures.
 Participates in management safety inspection in the worksite and monitors closure rates.
