I joined Parsons International in early September 2015 as Senior Project Manager in charge of 4 major infrastructures packages and 3 landscaping packages, Lusail City. I currently have 4 Project Managers reporting directly to me on all aspects of these packages, including daily contractor management and liaison, Client liaison and reporting, strategic co-ordination and control, commercial and contractual liaison and advice, co-ordination with the design department & consultants, program control and reporting on health, safety and environmental compliance.

Individual packages vary in value from US$1.2 billion to US$80 million. Scope of work for the infrastructure packages consists generally of large underpass structures ( close to 10 million m3 of excavation ), vehicular and pedestrian tunnels, large underground carparks, train station structures and associated MEP works, significant underground utilities, road construction and road furniture installation.

Scope of works for the landscaping packages consists generally of very high end hard and soft scaping including commercial boulevards, central plazas, public green spaces and residential areas. These packages are currently in design phase.

Project : Muthurajawela SPM Buoy, Pipeline & Terminal Installations.
This project involved the laying of an 18" ofshore pipeline ( shallow water ), the installation of a PLEM & SPM Buoy plus the modification of the onshore tank farm and associated facilities. The new facilities accommodated the importation of an additional two petroleum products from bulk ofshore tankers.

I was only brought onto this project in it's very late stages to assist with the final stages of completion and contractual closeout.

I acted as Bid Manager on various tenders in Malaysia and Singapore. These tenders included a major highway project ( Malaysia ), a contract mining project ( Malaysian Borneo ) and the civil works for a new power station project ( Singapore ).

Project : Brunei Economic Development Board - Ofshore Pipeline & SPM Buoy Installations.

This was an EPIC contract involving the detailed engineering, design, procurement, pipe lay works ( 14km of 24" diameter pipe in shallow water ), installation of PLEM & SPM buoy with hoses, plus the final commissioning of the full system. This is the world's first methanol export facility utilizing a SPM buoy.

Primary responsibilities included :

• the daily management, monitoring, control & co-ordination of all ofshore & onshore construction activities.

• the management, monitoring, control & co-ordination of all engineering, technical & design activities.

• the management, monitoring, control & approval of all procurement activities related to the award of all subcontracts & supply agreements.
• the identification, management, control and monitoring of all project related risks (operational, health & safety, environmental, commercial, contractual, legal, public, etc ).
• the management & monitoring of all commercial & contractual issues including budget allocation and cost control throughout every facet of the project.
• the management, enforcement & monitoring of a strict Health, Safety & Environmental policy across all project works & activities ( particularly onerous
for ofshore works ). This included strict compliance with all corporate HSE reporting and auditing requirements.
• the management, monitoring & approval of all project planning & programming activities & outputs ( Construction Programs, Contract Programs, Weekly Progress Programs, Reporting Programs, etc ).
• the oficial monthly reporting to Corporate Head Ofice on all project issues ( progress, program, Health, safety, environment, commercial, risks, valuation, forecast, variations, contract, stakeholder issues, etc ). Monthly Project Review Meetings were held with Corporate Senior Management to review and assess the projects status and forecast.

• direct & regular communications and liaison with all project stakeholders. This includes daily communications as well as monthly project reporting & review meetings held with the Client and with all other stakeholders.

• the creation of a harmonious & co-operative working environment with employees and with Client & stakeholders in an efort to maximize co-operation and eficiency throughout the project, thereby enhancing overall productivity and the progress of the works.

Project : Kuala Lumpur - Putrajaya Highway Project.

This project involved the design and construction of 26kms of dual, 3 lane highway from South Kuala Lumpur city to Putrajaya ( the new decentralized Federal Government center ). A total of 10kms of the highway was elevated, with the remainder at grade. Several major cloverleaf interchanges were included in the project. Additional works included the construction and commissioning of 2 x 16 lanes toll plazas, the construction of 2 "Rest & Service Areas", the installation of all typical road furniture and the planting of all soft-scaping.

The overall project was split into 7 individual works packages - I was directly in charge of Package 5 and Package 7, both of which comprised elevated viaducts and significant cloverleaf interchanges.

Primary responsibilities included :

• the daily management, monitoring, control & co-ordination of all construction activities.

• the management, monitoring, control & co-ordination of all engineering, technical & design activities. A significant amount of "Value Engineering" was
introduced and implemented on both the main viaduct structures and on the interchange structures.

• the management, monitoring, control & approval of all procurement activities related to the award of all subcontracts & supply agreements.
• the identification, management, control and monitoring of all project associated risks (operational, health & safety, environmental, commercial, contractual, legal, public, etc ).
• the management & monitoring of all commercial & contractual issues, including cost control throughout all facets of the project.
• the management, enforcement & monitoring of a strict Health, Safety & Environmental policy across all project works & activities.

• the direct planning & programming of all construction and related activities.

• the monthly reporting to the Project Director on all project issues ( progress, program, commercials, health, safety, environment, stakeholder issues, public relations, etc ).
• regular PR liaison with the Client and with local authorities relating to ongoing protests and demonstrations by local residents, lobbying against the highway construction. The Package 5 works in particular, featured regularly in the local press and on local television channels.

• the hiring and finishing of Project Staf in collaboration with the project HR staf.

• the creation of a harmonious working environment with employees and with the Client.

Project : Batu Hijau Townsite - Sumbawa Island.

I was employed as the Project Manager on the Batu Hijau Housing Project, Sumbawa Island. This project involved the design, management and construction of approximately 150 no. high quality, permanent bungalow type houses with all associated infrastructure ( roads & utilities ). These houses ultimately accommodated the senior management staf of Newmont Gold Mining Corporation. All houses were fully designed and built to international standards using either blockwork and mortar or prefabricated home kits supplied by Global Modular Housing, Sydney, Australia.

My primary job responsibilities included the control, co-ordination and management of the entire project, including all architectural & structural designs, all on site construction activities, engineering checks, contract planning and programming, client liaison and reporting, budget allocation, financial control, monitoring and reporting, plus the hiring and firing of staf and labor.
At the peak of construction 63 staf members and 680 labor worked directly or indirectly under my control. I reported directly to the Indonesian Country Manager ( President Director ).
After the completion of the housing project on Sumbawa Island, I worked in the Bilfinger + Berger Head Ofice in Jakarta. My main responsibilities at that time included the evaluation, compilation, review and submission of tender bids for new projects around Indonesia. During this time I travelled extensively within Indonesia ( Sumatra, Borneo and Irian Jaya ) reviewing and assessing potential projects on the company's behalf. At the request of Global Modular Housing, I also travelled to Peru to advise, assist and to consult with their Client, Antamina Mining Corporation on the construction of approximately 500 houses in the mine townsite at Huaraz.

Project : My Thuan Bridge.
I was employed by Bilfinger Berger Construction ( Vietnam ) on the My Thuan Bridge Project in Vinh Long Province, Southern Vietnam. This project involved the construction of a single span cable stayed bridge and associated approach structures over the Mekong River. My position was that of Project Engineer and later as Project Manager on the Bridge Approach Structures and Marine works. I reported directly to the Project Director.

Primary job responsibilities included the control and management of all day to day construction activities on the elevated approach structures and on the construction of the temporary and permanent jetty structures. This included the management and control of all subcontractors, liaison with the Engineering Department on all technical issues associated with the structures, as well as the planning, programming, supervision, co-ordination and financial control of all on site construction activities. Other responsibilities included liaison with the project procurement staf on the ordering of all construction materials, liaison with the client's representatives on day to day construction activities as well as co-ordination with all other ongoing site construction works.
