• Work with the Operations Associate in preparing a pilot Area Rehabilitation Program (ARP) model in Khartoum operational areas. Primary responsibility is in terms of Program Quality.
• Assist in sector and area based strategy (re) design, implementation; coordinate program development, monitoring, and evaluation of the sectors including Agriculture and Natural Resources Management, Commodities, Child Care & Gender Development, Health and Nutrition, Water and Sanitation in World Vision Sudan (WVS) operational areas of Blue Nile Khartoum and Darfur.
• Ensure programming as per NO strategy and make recommendations for key changes to the strategy to suit the context.
• Coordinate annual operating plan preparations along with Operations Department
• Participate in actual project design, implementation, and evaluation.
• Provide and assist the Monitoring and Evaluation Unit to provide specific technical support and advice to projects at proposal phase, implementation phase and monitoring and evaluation phase.
• Facilitate Sector Specialists to develop concept papers and proposals to major donors.
• Lead the preparation and review of monthly, annual and end-of-project narrative reports for Khartoum and Blue Nile.
• Ensure program quality meets set/acceptable industry standards including monitoring visits to all WV Operational areas, the identification of issues and making recommendations to the Operations and Program Quality Directors
• Represent World Vision in joint agency assessments, task-force teams, workshops, working groups etc.
• Adapt International training and standards to the local context and engage with staff to incorporate these into their daily programming
• Ensure that program implementation is in line with the principles of the Red Cross Code of Conduct, SPHERE standards and relevant WV internal standards and policies.
• Build the national capacity of the Program Quality Department by identifying current and future employees through means of internships for University students
• Ensure integration of all projects and programs such that a true holistic approach to the needs of the community is found in the design, implementation, monitoring and evaluation of the work with the communities.
• Representation WV and network with Federal, State, Local Government Authorities and engage with National NGOs and other local donor delegations for purposes of partnering and grant acquisition.

MAJOR RESPONSBILITIES

The Program Officer is responsible for providing support, oversight, and analysis for effective programme management, as well as communicating the programs’ needs, progress, and impact with colleagues in Support Office/Local Marketing - recognizing that the information is ultimately used to engage with our donors.
The three key areas of involvement for the Program Officer are:
•Seeking and extracting information to communicate with donors about our programs
•Identifying programming needs and connecting with available resources

The Program Officer provides clear and consolidated information relating to project planning and reporting (i.e. guidelines, updates, feedback, analysis, and advice), and coordinates with Support Office/Local Marketing colleagues for sharing program achievements, challenges, and needs Supports in identifying and sharing potential programming opportunities with the relevant Support Office/Local Marketing.

Role Dimension:
• Monitor implementation and performance of program portfolio and coordinate with Program Officer team for consolidation, analysis, and sharing (Including review of reports and evaluations; project visits; regular interaction with program teams) (50%)
• Seek out, consolidate, understand, and communicate key information/guidance from within National Office for supporting the planning, reporting, budgeting, and decision-making processes at program level (20%)
