- Responsible for the effective administration of the construction contracts and will interact closely with the Construction Dept. Manager (CM) and the Owner.
- Issues all Engineering or Client-initiated changes or clarifications of the contract documents to the Contractor and decide as to the magnitude and impact of same to the progression of work.
- Provides a cursory review of Contractor submittals for completeness and compliance with the specification requirements while monitoring the Submittal and RFI review process.
- Respond to CM RFCs (Requests for Clarifications) and Contractor’s RFIs (Request for Information) on interpretation of Contract documents, assist in resolution of unanticipated field conditions, and recommend corrective actions.
- Coordinates the activities of the contracts with outside agencies and utilities.
- Tracks progress, quality of work, materials and equipment received and/or installed being incorporated into the work.
- Manages technical review of contractor submittals by design team.
- Manages the preparation of change requests to address field conditions and stakeholder requests.
- Respond to Contractor letters of correspondence providing interpretation of contract drawings and specifications to resolve problems or conflicts arising on each project sites.
- Participates in the review and evaluation of contractor claims and change order proposals.
- Conducts project Design Coordination meetings.
- Ensures staff maintains high ethical standards.
- Serves in oversight of final inspections, preparation of punch list and final determination as to the completeness and acceptability of the Work.
- Ensures the Project Quality Plans interface satisfactorily with the requirements of the Contract.
- Ensures implementation of the Quality Plan for the project.

• Under limited supervision, conduct work requiring independent evaluation, selection, adaptation, and modification of standard techniques, procedures, and criteria.
• Display knowledge and abilities to evaluate, select, and apply standard engineering techniques, procedures, and criteria to meet basic engineering and construction specifications.
• Display applications of sound professional judgment on details of work.
• Independently perform walk-downs and inspections of installed commodities to assure conformance with specifications and design.
• Perform quantity surveys for tracking and reporting.
• May provide technical direction to drafters, technicians, and surveyors.

-Participate in submittal, RFI, RFC, construction submittal reviews, claim reviews, and drafted responses for review by the Resident Engineer.

• Reviewed the civil structural, architecture, and mechanical design related to design and material submittals relevant to (220KV power transmission line, 220/20KV substation, 10 MW solar power plant, Airport civil, structural and pavement design, 25MW wind power plant, highway, irrigation canals, and vertical buildings.
• Reviewed and responded to RFIs, and managed change order requests.
• Assisted in the technical review and analysis of civil engineering designs.
