Directs the resources and activities of the Division to support the HSE programs by providing advice and guidance to the Company Senior Management
• Review internal HSE policies and practices to ensure they are current and appropriate; conduct hazard and risk assessments and change existing, or develop new recommendations from these assessments
• Serve as the Division expert within the field of HSE when called upon to address regulatory agency compliance issues, third party safety & liability consultants and subcontractor representatives
• Responsible for the staffing and directing the Divisions HSE Department, including the management of all Field Safety Managers and staff
• Responsible for the development of an annual budget recommendations and implementation.
• Provide regular written reports, as well as other production-related results and updates to the Senior Management Team
• Assist project team in investigation of all project incidents and ensure proper records are completed and submitted.
• Assist in implementation of corrective actions as it relates to the incident and ensure “lessons learned” are communicated throughout the Company and are incorporated into the program, if necessary
• Devise, supervise, and coordinate training programs or media which will increase proficiency in safe practices and promote HSE consciousness
• Actively participate in the scheduling of safety meetings across Company locations to review HSE performance and policies
• Oversight of Division’s HSE incentive programs and periodically reviews them to ensure they are accomplishing the desired results.
• Make necessary changes to the program to maximize effect.
• Stay abreast of current and emerging technical and professional aspects of this position
• Assist with and participate in sales presentations
• Conduct site visits/audits and Participate/attend industry related conferences when requested to do so
1- Apply QHSE management systems and programs integrated with OHSAS 18001 & ISO 14001 & in line with the local Law & Corporate HSE policies and directions, OSHA in Construction and industry.
2- Responsible of planning, Controlling, Directing all activities EHS.
3- Environmental impact assessment and its relationship to the environmental management system.
4- Implement EHS policies, procedures, work instruction, review and update as necessary all site- specific information included in EHS Procedures and work instruction.
5- Carrying out on job risk assessments to assist all management levels to work proactively to the elimination of hazards and risks as well as unsafe working practices in the workplace;
6- Carry out in incident investigations, root cause identification, recommend corrective actions implementation, preparing reports and lessons learned.
7- Performs workplace HSE audits and inspections, and staff competence to ensure the safety of workers, facilities, contractors and visitors as well as ensuring full compliance for internal .
8- Plan and conduct SHE training sessions as planned for employees, contractors and/or visitors prior to work commencement.
9- Ensure timely internal SHE reporting to Site SHE Manager/Factory Manager is established and sustained with regards to SHE KPIs
10- Ensure manpower, equipment, personal protective equipment, resources, and / or materials necessary to meet EHS requirements provided /available and enhance safe work practices.
11- Complete, document, and submit all required EHS reports and record keeping information.
12-Development and implementation of an integrated plan for the evacuation, emergency and ensure readiness.

Investigate, participate in or cause to have investigated accidents, incidents, or near miss events As is necessary or required. This includes completion of any necessary paperwork.
Complete, document, and submit all required EHS reports and record keeping information
Review any corrective actions and ensure implementation Communicate any other major issues or EHS items to HQ for review, awareness and assistance.
Ensure all supervisory / sub contractor personnel and employees are informed of safe working
Procedures and practices so that they can fulfill their responsibilities.
Manage required compliance activities, including the implementation of government
Health and Safety Officer is responsible for administering, implementing and controlling the safety management system, occupational health and environment in the stages of construction, commissioning and early operation. • Overall responsible for ensuring, enforcing and maintaining all Health, Safety and Environment matters as per contractual requirements, OH & S standards and local rules and regulations • Ensure and enforce precautionary measures so as to keep the project moving forward safely • Conduct regular site inspections, recording violations if any, inform remedial actions needs to occur to keep the project moving forward safely • Conduct toolbox talk every day before starting the work • Provide health and safety training, encourage & educate workers and create awareness about safety requirements and their benefits • Prepare, update and control all documents on daily, weekly, monthly and yearly basis as per health and safety program • Collect, sort, review and analyze all safety related data for the purpose of zero accident • Identify and analyze probable risks in the construction works and inform remedial actions needs to occur • Conduct health and safety meetings with and report to management • Assist management in developing, maintaining and implementing safety and loss prevention program including safe work practices/ safe job procedures and site emergency response plan • Ensure MSDS of all controlled products are available at site all the times, the same are with the workers and they are aware of the contents
