Principal Duties:

•Process requisitions into purchase orders in accordance with company policy and regulation.
•Evaluate requests for purchase of supplies, equipment and services to determine appropriate procurement method.
•Evaluate, analyze, tabulate and recommend bid awards to the user by considering price, quality, and delivery.
•Develop and maintain effective relationships with customer contracting officials to facilitate business transactions and enhance future acquisitions.
•Direct the development of terms, conditions, and specifications ensuring compliance with project instructions consistent with contract terms and conditions as applicable to the company’s regulations, policies and procedures.
•Provide training/guidance to project team and purchasing staff on construction and service contracts with emphasis on contract administration, documentation and procurement system requirements and other company policies and procedures as appropriate.
•Provide information and support for technical purchases to project staff and site personnel. Research and analyze new products, market conditions and trends which may affect pricing and availability of products and services.
•Review life cycle-cost analysis and cost proposal development and participates in technical proposal preparation for construction and service contracts.




•Respond in a timely, professional, and comprehensive manner to project/client directives and requests involving contract compliance, cost proposals, insurance requirements and other administrative procurement issues.
•Responsible for the utilization of Facilities and Business Operations for assuring the appropriate project procurement system is utilized. Support and encourage effective use of controls on procurement projects.
•Develop and maintain bid specifications and standards to ensure best value, selection, and pricing and to promote competition and maintain quality.
•Initiate on a timely basis the coordination of purchase order close-out actions including, but not limited to, review of claims, final project cost, and coordination.
•Conduct pre-bid conferences with bidders and departments. Preside at bid openings and proposal meetings.
•Performed other duties relevant to procurement

Projects: Muscat Waste Water Treatment Plant

Responsible for administrative buying functions along with highlighting/solving technical and commercial problems as directed by the Lead Material Controller.
•Worldwide sourcing of materials and equipment, issue of inquiries, evaluation, negotiation, and issue of purchase orders for equipment and materials for various departments.
•Extensive liaison and negotiations with key suppliers to resolve commercial and technical queries.
•Ensures that all procurement activities are consistent with approved tenders and contracts procedural requirements.
•Develop and maintains a master list of potential suppliers to be solicited for bid on goods or services.
•Updating of all pending MR& P.O., make the follow-up of machineries, and spares availability.
•Coordinate with engineer regarding the technicality of the quotations offered by the vendors/suppliers.
•Perform duties related to a computerized control system including planning, controlling and re-ordering of all stock items.
•Liaised all contractual matters with the contract Manager and ensure that rights and entitlements are all recorded.
•Direct involvement in subordinate job difficulties for proper action. Monitor progress of fabrication and erection, witness and perform load testing Check if drawings are based on the codes and standard prior to fabrication. Take Off materials as per isometric drawings, P&ID, and general arrangement. Quantify all electrical materials installed prior to billing.
•Witness the FAT inspection with QC engineers
