Key Results Areas
¬ Plan, execute and control all activities through assigned personnel at the foundation;
¬ Perform functions at the level established by the management for the position;
¬ Ensure business support to the department including departmental training needs, updating of operational procedures, and updating of intranet portal;
¬ Produce all shared services plans and reports to meet the departmental objectives in line with the business plan;
¬ Prepare the long and short term section plans and strategies;
¬ Coordinate with QF departments, shared services department, centers, and branch campuses on FM Service Level Agreement;
¬ Handle related responsibilities in the planning, monitoring, presentation and communication of FM service performance related to Shared Services as per SLAs;
¬ Ensure compliance with Shared Services policies and procedures and participate in quality audit;
¬ Provides feedback on customer satisfaction as it pertains to overall FM services;
¬ Support the Business Support department’s management on business analysis for various projects, current or proposed;
¬ Maintain and have very close interaction with all departments within FM to fully meet the overall objectives of the Directorate;
¬ Assist Business Support department and FM management in the development of departmental and directorate business plan, annual business and strategic plan & key performance indicators (KPIs);
¬ Communicate with customers and provide analysis and recommend solutions to identified service issues and problems;
¬ Actively participate in the improvement initiatives across FM departments;
¬ Perform any other related tasks as assigned by management

¬ Review the overall FM costs and compiles the cost back charging structure and details as per the Service Level Agreement;
¬ Provide administrative support and conducts financial analysis as directed by management;
¬ Plan, control, oversee, track and monitor revenue, cost recovery and cost allocation for FM;
¬ Assist in the development of budget, business plan, and other corporate financial requirements;
¬ Oversee the design and development of the cost allocation methodology through to its implementation;
¬ Assist in the itemization and calculation of the direct and indirect costs that are accumulated and entered in the financial accounting system;
¬ Consolidate and compile reports as required;
¬ Assist the Head of Shared Services in ensuring that Cost Allocation and Recovery policy and procedure are in place;
¬ Assist the Head of Shared Services in approving, recommending, and implementing exceptions, if any, to the Cost Allocation and Recovery policy;
¬ Communicate cost recovery activities to FM management and Finance Directorate;
¬ Regularly review the cost allocation methodology and policy, and propose amendment as required;
¬ Perform any other related tasks as required and assigned by management

¬ Assist in coordinating all budget matters related to MR wherein duties will include checking of funds for MRs and following up on authorization;
¬ Assist in the preparation of financial reports and presentations, as needed;
¬ Assist in maintaining and updating a comprehensive filing system in the department;
¬ Assist in maintaining complete confidentiality on all aspects of the departments’ financial activities. Exercises utmost care in safeguarding vital and legal documents regarding departments’ projects, business plans, budget, contracts and staff reports;
¬ Assist in coordinating with Contracts and Procurement department in the execution of contractual works;
¬ Assist in ensuring that contract services are being delivered as per contract terms and conditions;
¬ Assist in carrying out all financial document processes through use of the ERP system

Detailed functions:
¬ Install and maintain an internal audit system in the local government unit;

¬ Maintain general ledgers and related subsidiary ledgers pertaining to Accounts Receivable, Supplies and other inventory, Fixed Assets acquisitions and disposals, Accounts Payable, individual ledgers for officials and employees of the local government unit pertaining to payrolls and deductions, etc.;
¬ Prepare journals and the analysis of obligations and maintain and keep all records and reports related thereto;
¬ Serve as technical adviser to the chief executive and the local legislative council;
¬ Function as technical adviser to the Bids and Awards Committee, the local committee in-charge of the evaluation and examination of procurement proposals and documents in relation to the proposed acquisition of various goods, services & infrastructure projects within the local government unit.
¬ Act as financial adviser to various local committees, organizations, projects and units such as the different local barangays, local school board, local health board, various foreign-funded projects such as the Community-Based Resource Management Project, Coastal Resource Management Project, KALAHI projects, etc.
