• Arrange materials, tools, equipment, and instrument necessary for the O&M project from request for quotation up to delivery
• Material Receiving Inspection for new material/s, equipment, and instruments, and for recalibrated equipment and instruments
• Cathodic Protected (CP) System quarterly monitoring/survey, inspection, testing, and reporting for steel pipelines and NGV stations as per PM schedule
• Maintaining Equipment, Tools and Instruments Calibration Register and Certificates, ensuring all are with valid calibration, send instruments and equipment for recalibration as necessary
• Maintaining Third Party EVC Verification Register and Certificates, ensuring all EVCs are verified as per planned annual PM schedule
• Witness, inspection and approval for tie-in connections as per tie-in checklist, MS, DDR, and requirement from ADNOC
• Witness and Approval of Pressure Testing / Leak Testing, and ensure implementation according to Approved Procedure
• Maintain Tie-in Log Summary, review and consolidation of TPI Tie-in reports
• Ensure tools/equipment/ instruments with valid calibration, materials to be used having MTCs available, welder/fusion technician are qualified, and implementation according to Procedure/s for welding/fusion activities
• Generate and submit weekly Report to ADNOC City Gas
• Generate Monthly Calendar for Quality and Integrity-related activities, and ensure implementation
• Prepare and submit HSECES Tracking Register, along with supporting documents/reports, on monthly basis showing actual progress for Leak Survey, CP Monitoring, Odorant Monitoring, Network Pressure Monitoring, PRV calibration of RPRS, Stream Shifting of RPRS, Pressure Regulator Inspection, Filter Cleaning/Replacement, Calibration of Detection Systems Portable Gas Monitoring/Testing Equipment
• Attend/Participate in Weekly Meeting between ADNOC City Gas and Royal Gas O&M Team
• Maintaining Quality and Asset Integrity-related Procedures and Forms, and generating new ones and reviewing/updating existing ones, as necessary
• Carry out Internal Audit to various departments such as O&M, Purchasing/Procurement, HR, Control Room
• Act as focal person auditee for ADNOC City Gas Quality Performance Audit and responsible for the close-out of Quality-related NCs, Observations and OFIs.
• Arrange for and ensure recalibration of pressure gauges for RPRS as per annual PM schedule
• Arrange for and ensure recalibration of Pressure Relief valves for RPRS as per annual PM schedule

• Carry out Asset Integrity Inspection of the entire LPG/SNG Gas Storage Plants
• Daily supervision of multidiscipline QC engineers/inspectors and their activities
• Monitoring of daily inspection activities, reviewing reports & coordinate any clarifications that may arise
• Generating Inspection and Test Plans (ITPs) and Project Quality Plans (PQP) for each project
• Generating Inspection Checklist for Piping Installation, Pressure Test, Pre-Commissioning and Commissioning of Gas System in accordance with ASME, DCD Code, NFPA 54 and NFPA 58 and other applicable industry standards
• Reviewing, Commenting and Providing Inputs to Construction Method Statements and Material Submittals, Operations & Maintenance (O&M) Non-Routine Operating Procedures (NROPs) prior Top Management’s approval and external submission to Third Party/Consultant/Client
• Establishing, maintaining, and monitoring the daily / weekly QC reports.
• Ensure all findings are documented & followed-up where applicable.
• Reviewing of below ground & above ground handover packages, prior submission to Consultant/Client for approval
• Conduct Quality and Process Overview Training of LBCG system
• Assist in the Preparation of PQR and WPS of SMAW and GTAW Welding Process for Piping and Structural Fabrication

• Carry out inspection / monitor and ensure compliance with project-specific QA/QC requirements such as SOW, Project Specifications, Method Statements, Inspection Procedures, checklists, ITPs
• Conduct Receiving Material Inspection, approve/reject materials against approved Material Submittals, and ensure availability of test certificates prior to release at site
• Responsible for inspection requirements of piping and equipment (static, rotating, packaged equipment) during material receipt, preservation, installation and testing at site
• Participate / perform stage wise and final inspections of installed equipment (LPG storage tanks, vaporizers, pump, compressor and pressure reducing & metering station)
• Ensure that any non-conformities (NCRs) identified are effectively addressed, monitored and closed
• Plan and conduct quality audits/ surveillance audits on Project and Operations & Maintenance Team to ensure that the QA requirements are properly identified and implemented during project execution phase

• Conduct Walkdown Inspection for LPG or SNG Plant and Below Ground Distribution Network, generate snags list, followed up and closed
• Witness and approve Hydrostatic or Pneumatic testing of Above ground (carbon steel) and Below ground (HDPE) piping
• Witness and approve Tightness/Leak Testing of piping and Functionality Testing of gas system components
• Prepare Handover Package of LPG Plant and Below Ground Distribution Network for submission to Consultant and/or Client for their approval
• Review / comment Inspection & Test Plans, Method Statements and Pre-Commissioning Procedure submitted by Project Team and monitor their implementation at site

Core Accomplishments:
• Led the project execution, testing and commissioning of two-2000 cubic meters per day DMI-65 Water Treatment Plant (WTP) and 9000 cubic meters per day Granulated Activated Carbon (GAC) WTP Projects
• Awarded as Team of the Quarter on Apr 2017, under the category of OPERATIONAL EXCELLENCE, for being part of and leading the team who handled the successful commissioning and start-up of a booster pumping facility with 2.4 km pipeline and 5.3 cubic meter elevated steel tank
• Assisted the Construction Manager in the successful project completion, testing and commissioning of two-2500 cubic meter Steel-Bolted Storage Tanks with booster pumping facility
• Acted as Officer-in-Charge (OIC) Construction Manager from Oct-Dec 2017 upon the transfer and promotion of Construction Manager to new branch
Duties and Responsibilities:
• Handled the overall execution and management responsibilities related to the engineering, design, budget, schedule, QA/QC, project execution and commissioning of Water and Wastewater Facilities’ Projects to ensure on-time, within scope & budget, and within standard quality of works
• Acted as the key liaison person between the company and contractors in all project activities to resolve all design, engineering, safety and construction issues
• Witnessed and approved QA/QC testing, such as concrete compressive strength test, holiday test, and hydrostatic or pneumatic test of pipes & pressure vessels

•Led and completed the development of Asset Policy for DCU critical equipment (2.6MW Cutting Pump, 5000-lbs rated Electric Winches, Cutting Tools, Rotary Joints, 3600 psig Decoking Control Valve, 36” & 60” Unheading Valves, 4-way Ball Valves, Steam Purged Valves, 820KW Heater Charge Pumps).
•Established and implemented Preventive Maintenance (PM) Programs for the new facilities (such as Hydraulic Decoking System, Coke Handling Bucket Cranes, Unheading Valves, and Steam Purged Valves, etc.) in coordination with Original Equipment Manufacturer (OEM) and based on vendor’s Installation, Operation and Maintenance (IOM) Manuals.
•Provided analysis and recommendations on equipment failures through Plant Reliability Reports that ensured non-recurrence of the same integrity issues using Root Cause Failure Analysis.
•Lead Inspector of DCU during a 11-day planned Oct 2015 Shutdown (SD) and had provided inspection findings and recommendations in a Plant Reliability Group SD Report.
•Established and implemented on-service and out-of-service Inspection Programs, such as regular UT gauging of Thickness Monitoring Locations, and monthly thermographic survey of coker heaters).

Duties and Responsibilities:
•Responsible for advising and assisting the Chief Reliability Engineer and Area Managers on matters pertaining to the day to day and long-term plant reliability programs to prevent costly and unplanned shutdowns and to extend the productive life of refinery mechanical equipment, both static and rotating.
•Tasked to do high level analytical activities, in-depth technical studies, Risk-Based Inspection with Inspection Report that recommends preventive or corrective maintenance of faulty DCU’s mechanical equipment, auxiliaries, piping or related components (e.g., pumps, compressor, manual and control valves, pipes, tanks, strainer, fired heater, or pressure vessels in the form of towers, shell & tube heat exchangers, air fin coolers, drums) in accordance with engineering codes and standards such as ASME, API and ExxonMobil Global Practice (GP).
•Investigated and coordinated with OEM the corrective measures and possible upgrades to resolve failures of critical equipment (such as rotary joints, decoking control valve, cutting tools, coker cranes, electric hoists) to optimize their service life, consistent with safe and efficient operations.
•Actively participated in turnaround and/or planned shutdown reviews.
•Planned and conducted Non-destructive Testing (NDT), such as Positive Material Identification (PMI), Radiographic Testing (RT), Penetrant Testing (PT), Magnetic Particle Testing (PT), Ultrasonic Testing (UT) Gauging, Brinell Hardness (BHN) Testing, and Borescope Inspection.
•Witnessed and approved Popping Test of Pressure Safety Valves (PSVs), Hydrostatic Test of heat exchangers/ valves/ piping and Seat Leakage Test of valves.

Core Accomplishments:
• Successful Mechanical Completion of first-ever Delayed Coker Unit (DCU) in the Philippines, a 14.5B Php worth of EPC project and one of the major units of Petron Refinery Master Plan 2 (RMP-2) Project
Duties and Responsibilities:

• Conducted piping line to line checking at site that ensured pipelines and components were installed as per approved P&ID and isometric drawings
• Facilitated weekly Contractors Coordination meetings to resolve design, engineering, construction and safety issues.
