(Manage the Off Plot Delivery Contract facilities in Oman (PDO Contract)

Flow line of oil and gas installation works. Cellar pit construction, lifting, hydro test, lining of pipelines, H2S contaminated area, confined space, NORM, Lifting operations and Working at heights

Responsibilities
• Render advice, guidance and information on HSE matters including existing and proposed legislation.
• Monitor company activities for compliance with the Company's Quality, Safety, Health & Environmental management system.
• Ensure all non-conformances, defects and deficiencies relating to HS&E management system are promptly reported, properly recorded and satisfactory corrective and/or preventative action has been taken.
• Regularly monitor and review the Company's Quality & Safety Management Systems performance.
• Promote a positive safety culture throughout the Company.
• Support other members of the QHS&E department in the fulfillment of their duties and responsibilities.
• Liaise with external bodies such as enforcing authorities, legislative agencies, industry organizations, standards authorities etc.
• Scheduling and performance of internal audits of worksites, and external audits of subcontractors.
• Assist the development and implementation of HSE systems for all projects and business activities.
• Monitor and advise on geographical legislative requirements.
• Chairmanship and review on hazard and risk assessments (HEMP) as required.
• Participate in accident/incident/near miss investigations and reporting, together with the implementation of recommendations and corrective actions where required.
• Identification of trends regarding the recurrence of accidents/incidents/near misses and provides guidance to improve performance.
• Coordinate HS&E enquiries and reports from the worksites as required.
• Hazard Identification and Risk Assessment.
• Prepare Confined Space Entry procedures, Night work plan, Emergency Evacuation procedures.
• Ensure that Clients And Company's Permit to Work System is fully complied.
• Conduct safety induction for employees, sub-contractor labours.
• Attain weekly progress meeting to discuss the safety issues of the site.
• Monitor HSE statistics and provided trend analysis.
• Prepare and review near miss reports, accident/incident reports, investigate and recommend corrective actions.
• Prepare and conduct safety presentation for in house safety trainings as per project requirements for employees, sub-contractor labours.
• Prepare mock drill schedule and ensure drills are conducted including de briefings to familiarize workforce with the situations.
• Carry out safety inspections of plant and machinery, lifting tools & tackles, ladders and fire fighting equipments.
• Monitor inspections for electrical hand tools.
• Conduct site inspection along with Client representative for continual improvement in HSE practices on project.
• Supervise the construction activities to provide instructions and review procedures to ensure safe operations and best industry practices are followed in the project.
