Managing the framework agreement with Qatar Public Works Authority (PWA)/Ashghal for call off Contracts for Landscaping, Irrigation and Ancillary Works. This work is under PWA Beautification Committee
Project Manager (June 2019-Nov 2020)
Managed PWA (Ashghal) Project for the enabling works of the construction of three pedestrian underpasses across Doha Corniche Road. The work includes road diversions, utility works, shoring works, excavation and tunnel construction in three prime locations on the high-profile Doha Corniche Road. The project falls under the beautification package of Qatar’s capital which will be welcoming FIFA World Cup 2022.
Reporting to the CEO and overseeing the Commercial, Procurement, Cost Control, Planning and Tendering Departments
Directing the operations of Sacyr-UCC JV which is a Joint Venture between Spanish Company Sacyr and Qatari Company UCC in building the QR 1.5 billion infrastructure project for Ras Boufentas Special Economic Zone for Manateq (Qatar Economic Zones Company).
The works include the complete infrastructure, roads and landscaping for an area of 2.5 million square meters with 20 km of roads, signs, traffic signals, foul sewer system, storm water, treated sewage effluent (TSE), potable water, firefighting, medium voltage, low voltage, street lighting, telecommunication network (QNBN), intelligent transportation system (ITS), Qatar Armed Forces (QAF), Security Systems Department (SSD) and irrigation network.
Also included, soft and hard landscaping works, promenade, 40 distribution substations, TSE pump station and reservoir, firefighting pump station and reservoir, deep trunk sewer gravity and pressure lines by micro tunnelling and open excavation, 20m deep sewage lifting station, infrastructure to workers accommodation plot and a 100 million USD connectivity bridge.
Manage a QR7 billion flagship, complex design and build project (Dukhan East/Khalifa Avenue) which is one of 30 projects in the US$25 billion Qatar Expressway Program, one of the largest road construction programs in the world.
Direct the construction of 10km of new roads with 6 interchanges (3.5km long 15m deep underpasses, links and bridges), complete set of new utilities, 10km storm water micro tunnel, road diversions and electrical substations in and around the Education City area.
Coordinate project life cycle activities with Qatar Foundation, Qatar Rail, Municipalities, Ministry of Interior, Ministry of Environment, Internal Security Forces, Amiri Guard, Kahramaa and Ooredoo
Directly managed the QR750 million (US$200 million), 26 month project to design and build the filling and infrastructure for a 330 hectare industrial area which included the following tasks:
• Five million cubic meters of fill.
• A 20km road network including surface water drainage, street lighting, kerbs, footpath, signs and marking; electrical work such as cabling and 7*11kV substations.
• A 24km sewerage network including gravity sewers, rising mains, house connections and a pump station.
• The civil works for the telecommunication system, culverts and spare ducts.
• Dry legs for water crossings and Treated Sewage Effluent network.
Managed a team of Planners, Estimators, Quantity Surveyors, Office Engineers and Document Controllers; made site visits and attended tender meetings with other tenderers and clients.
Reviewed client submitted tender documents; developed the technical and financial queries; prepared the general method statements for tender submissions.
Contributing to firm being awarded the following projects by coordinating technical submittals for tenders:
• Lusail CP2: A QR 1.4 billion (US$400 million) project constructing the second primary infrastructure package in the development of Lusail City.
• North Side Utility Tunnel for Education City: A QR 350 million (US$100 million) project.
• Qatar Petroleum (QP) Engineering Procurement Installation and Construction for Earthworks, Filling, Road Network & Infrastructure for Gabbro Support Services Area and Light Industry Area in Mesaieed, a QR750 million (US$200 million), 26 month project.
Worked as a Client Representative during the tendering/documentation stage and as a Resident Engineer during the construction phase for this operator of Seeb and Salalah Airports in Oman.
Reviewed and amended all contract documents prepared by Halcrow before issuing to the Tender Board (a governmental body managing Tenders in Oman.)
Liaised between the Consultant Project Manager and the Tender Board.
Managed the entire Tendering process together with the Tender Board
Attended and chaired meetings with all stakeholders including Directorate General of Civil Aviation and Meteorology (DGCAM), Oman Airports Management Company (OAMC), the Consultant Engineers (Halcrow), Royal Oman Police (ROP) and Airline Representatives.
Performed Resident Engineer duties during the construction phase.
Oversaw projects in Al Dhafra Air Base for this well-known UAE infrastructure contractor that included a 160 million AED contract involving the paving, drainage and fencing works at the new expanded part of the air base which involved:
• A 4.26km long, 61m wide runway including asphalt, concrete part and overruns.
• 22.21km of 38m wide taxiways.
• 310, 041m2 of aprons including 372 grounding points and 248 mooring points.
• 47, 000m2 of pavement marking.
• 20.29km of 7.2m wide roadways and 4km of 5.6m wide access roads.
• 14.81km of rip rap lined drainage channel.
• 6.7km GRP culverts and drainage pipes.
• 7 No of manholes, 37 catch basins and 102 head walls.
• 2.6km second level security fencing.
• 937m2 permanent employer and engineer's site office.
• Two glide slopes
• Bulk fuel storage tanks embankment complete with concrete slope protection.
Managed a 22.5 million AED contract involving the construction of two net barriers and two hook cable aircraft arresting systems; integrated newly constructed with existing arresting systems
Worked on an 11 million AED paving works contract for the construction of the Refueler Ramp Apron and the Fuel Hydrant Systems which included the construction of fill embankment around the fuel tanks, road works and all the earthworks and asphalt works of the apron construction.
Directed activity for a 55 million AED negotiated contract given (without tendering) to BHE due to the excellence in completing the above three projects; constructed an 80, 000 m2 apron with roads, taxiways, car park, drainage works, airfield lighting works and utility works.
Managed the maintenance of state highways in the Dunedin Area (250km) which was one third of the total Costal Otago state highways network (750km) under the Hybrid Maintenance Contract.
Key member of nine-member team that included The Contract Manager, three Area Managers, The Design and Quality Assurance Team (3), a Contract Administrator and a Work Supervisor.
Managed Super Highway Men patrolling the area on Super Trucks who did light highway maintenance: potholes, detritus, drainage, edge marker pegs and reflectorized raised pavement markers.
Supervised heavy maintenance crews: area wide treatments, major drainage control, digouts, stabilization, rip and remake, crack filling, maintenance sealing and shoulder maintenance.
Liaised with the Asphalt and Sealing Departments in doing thin asphalt surfaces and reseals.
Coordinated emergency incident response callouts and winter maintenance including ice/frost gritting, snow clearing operations, highway closures, accidents, slips, floods, abandoned cars and livestock control; oversaw two subcontractors doing road marking and vegetation control.
Reported on work progress and financials (including pricing lump sum variations) using internal company software; helped put the monthly payment applications together.
Audited Traffic Management Plans at work sites to comply with the Code of Practice for Temporary Traffic Management (COPTTM).
Ensured Key Performance Measures (Network Availability, Skid Resistance, Texture and Roughness) were maintained to the required standards.
Attended a training course on (Deighton Total Infrastructure Management System) dTIMS; did work on (Road Assessment and Maintenance Management) RAMM and pavement deterioration modelling.
Worked on projects constructing duct lines and pipelines by horizontal directional drilling or open trenching for this directional drilling contractor and consultancy to utility service operators.
Contributed to project planning, management and resource placement.
Mapped out underground services for shots ready for drilling or thrusting.
Provided ‘as built’ drawings for the conclusion of each project.
Implemented health and safety measures at the work place.
Liaised with city councils, utility service providers, subcontractors and the public since these entities were important in facilitating the construction process.

Key member of a team of 80 staff supervising and contract managing the construction works of 4 packages worth US$200 million in this US$5 billion project.
Supervised the construction of rigid pavements in aprons and taxi lanes complete with slotted drainage system.
Led construction of flexible pavement in taxiways and service access roads together with box culverts, U-drains and earth retaining structures.
Managed the construction works of tunnels and buried structures for the tracked transit system and the baggage handling system linking the main terminal building to the satellite building.
Assessed various proposals submitted by contractors to make sure they aligned with site conditions; checked shop drawings and bar bending schedules.
Co-ordinated with the planning department in checking the actual against planned work schedules.
Ensured quality complied with ISO 9000 standards.
Worked closely with the quality control and surveying departments to perform all the required tests and reviews stipulated by the project specifications.
Provided necessary information to the Contracts and Measurements Department to enable resolution of disputes and process of payments.
Assisted in maintaining the interfaces between the four work packages.
Prior work history Aug 1988 - Jan 1996 included engineering assignments for the International Technology and Trading Company in Yemen and Iraq and for the Directorate of Military Works in Iraq.
Completed a total of seven papers with an overall result of B. Papers were; Project Management A and B, Geomechanics Seminar, Structural Seismic Design, Timber Design, Structural Analysis and a special project on Slope Stability
