•Reviewing Tier 1 - contractor performance with contractual obligations, legal regulations,
ISO standards: ISO 9001:2006, OHSAS: 18001:2007 for health and safety management systems including relevant standards and guidelines.
•Ensure communication of HSE Policy, applicable legal requirements, HSE information and lessons learned to all project personnel
Inspect and audit all contractor operation to monitor compliance with all statutory regulation and comply with HSE Policy.
•Review HSE manuals, plans, method statements, risk assessments, traffic management, emergency procedures, SsoW and other health and safety arrangement prior to implement at site.
•Conduct HSE weekly meeting and discuss all HSE related issues and lead the team to formulate corrective measures.
Developing and monitoring sustainability management plans
Review submittals and sub-contractors /suppliers qualifications for ESTIDAMA compliance
Manage the overall ESTIDAMA certification process on behalf on the contractor and coordinate with Employer’s Pearl Qualified Personnel as required
Issue ESTIDAMA weekly updates and monthly reports which will include the updated ESTIDAMA Notebook;
Promote ESTIDAMA training (different levels) and sustainable work practices through training and technical advice;
Providing hands on support to team on loss prevention by employing accredited practices on LOPA, SIL, HAZOPs, HAZIDs.
Assisting the HSE Manager in the development and operation of the HSE Management System, Safety Policy, Objectives and KPIs.
Conducting safety internal audits & risk assessment; implementing health safety environment management system. Recording Health Risk Assessments, establishing an Actions Tracking System and monitor the actions are closed out on timely basis.
Preparing, reviewing JSA, Method Statements and PTW for the works and to ensure tool box talks, safety audits/inspections are done & closed.
Compiles reports, prepares statistical and trend analysis to assess safety performance of client/contractors to measure LTIs.
Assuring that all the involved Construction / Operations teams comply and/or to implement the appropriate compliance and impact monitoring to ensure the work places comply in accordance with the international regulations & best practices such as OSHA.
Delivering safety awareness and training programmes to ensure all personnel are appraised of any hazards associated with their operations and measures to eliminate risk & advising employers / employees on safe & healthy work practises.
Surveying designs of new projects & plant modifications, ensuring that all safety requirements are included and providing recommendations accordingly.
Competent in Industrial Hygiene system development and in the evaluation, monitoring of physical (ex: Heat, noise, radiation), chemical (VOC, Air monitoring), biological, ergonomical stressors in the work environment
Provide advice to Management and Project Team on EHS issues according to policy.
Introduce emerging safety trend & monitor statutory compliance by carrying out regular inspections.
Prepare Project specific Safety Plan at the initial stage of project and to update the same as required.
Assist to prepare Risk Assessment for critical jobs like Confined space, Lifting & Riggiging, Road safety and Toxic & Flammable gas environment.
Develop & deliver safety induction training and ensuring that all (workers, staffs, visitors) receive an induction prior to entry into work area.
Customize & deliver safety training programs to own and sub contractor employees.
Conduct periodic Safety Committee Meeting & minute the proceedings for circulation and follow-up.
Register customer complaints on safety & follow-up for corrective action.
Advice & co-ordinate implementation of Work Permit System.
Plan procurement of Personal Protective Equipments and EHS devices as per site requirement and inspecting the same before use as per laid down norms.
Organize campaigns, competitions, etc. to promote EHS culture in work place.
Design & install signs, posters, barriers, and other materials to warn the potential of hazards.
Conduct accident investigation and recommend appropriate corrective measures and ensure that the same are implemented and also maintain accident records.
Organizing Emergency Evacuation Plan and supervising the conduction of mock drills.
Deploy Safety / EHS personnel to site as required.
Maintenance of EHS related documents as per IMS - ISO 9001, ISO 14001 & OHSAS 18001.
Responsible for HSE Policy, Screening & Induction of the workmen, Conducting periodic review meeting with site in-charges, Conducting periodic site, plant & machinery, electrical, scaffolding & house keeping inspection according monthly activity plan, quality checking of PPE’S, Getting feedback from client/consultant.Monitoring each & every activity with ensuring safety norms as per IMS - ISO 9001, ISO 14001 & OHSAS 18001.Attending internal & External audit.
