Key responsibilities included assisting and advising Executive Director on all Contract administration works from pretender stage till award including review of documents, commercial evaluation, negotiations, post tender correspondences, recommendations as noted below:
• Conduct project cost related Financial Feasibility and Development Management study for the Business Unit for all new projects.
• Creation of CAPEX based on the planned project parameters.
• Review tender / contract documents to check, advice and ensure compliance with Project requirements as per DMCC/Nakheel standards.
• Commercial evaluation of tender / RFPs and collate with technical evaluation to prepare recommendation for management approval and award for directly appointed works.
• Assist in the recommendation process of award of new works based upon commercial analysis of submitted tender documentation.
• compiling Contract Agreements from standard formats for issue via Executive Management.
Post Contract stage: Assisting Executive Director in Post contract cost management, provision of accurate information relating to the status of all aspects of post contract phase, including procedural matters like contractual variations, payment certifications etc. Provide support to project staff as & when required in a Professional & timely manner as well as:
• Monitor formalization of Contracts and advise Project
• Directors and Project Managers accordingly.
• Review contractual variations and advise Project Management team on entitlement, new rates, budget provisions etc.
• Coordinating with Project Management Team on all contractual & commercial matters to support administration of the project.
• Analysing of Project Management Team /Consultants submitted Project Cost Reports.
• Provision of sound commercial and contractual advice to DMCC Project Team.
Roles & Responsibilities - Contract Manager- in Contracts & Procurement department (March 2014 - Present).
I was promoted to the newly created Contracts & Procurement department with assigned roles & responsibilities in construction procurement activities as follows:
• Short-listing of Consultants & Contractors and sending EOIs.
• Obtain Design, Drawings, and BOQ from Consultant.
• Prepare Tender documents, set up RFQ in DMCC Tejari e-Procurement portal & Send Tender Invitations.
• Manage tender process & respond to tender queries.
• Obtain Tenders in DMCC Tejari e-Procurement portal.
Appointed in M/S ECG as “Senior Quantity surveyor” with main responsibility of tendering & estimation, & shouldering the additional responsibilities as Projects coordinator. Experience consists of multi-storey buildings, villas, showrooms, workshops & warehouses etc.
Worked as Nakheel approved Quantity surveyor for Nakheel’s prestigious project of DMCC Jewellery & Gemplex Buildings (formerly DMCC Industrial Buildings) - 3 nos & Discovery Gardens (Various packages), Also “Approved Quantity surveyor” by Dubai Municipality for Al Wasl Club project. Assigned roles & responsibilities as follows:
Quantity Surveying:
• Assisting Nakheel Employer Representative Assistant (E.R.A.) in all Q.S. related activities such as Evaluation of NOV Price breakdown schedules, VAFs, including drafting of contractual letters.
• Certification of payment applications of Project Manager, Project Consultant, Main Contractor, Nominated subcontractor & suppliers.
• Monitoring of CAPEX & advice any forecasted additional requirements due to variations.
• Evaluation & certification of variation claims of Project Manager, Project Consultant, Main Contractor, Nominated subcontractor & suppliers.
• Employer Procured Items: Procurement of quotations, Evaluation of quotations, identifying any specific exclusions & specific qualifications to avoid any forecasted cost & time implications and Final recommendation report for procurement.
• Preparation of value engineering exercises for cost savings to meet the allocated budgets.
• Preparation of Budget costs for any foreseen DMCC desired design changes.
• Monitoring of performance of appointed Quantity Surveyors teams of Project Manager & Consultant and also of Main contractor Q.S. team.
Project Coordination:
• Carrying out Effective coordination between Project Managers &
• Consultants in resolving potential & outstanding important contractual matters that may affect the smooth completion of project.
• Liaising with Authorities in coordination with Project Managers & Consultants in obtaining of approvals.
• Early Identification of any defaults in assigned obligations by the Project Managers & Consultants to avoid either for adverse effect in the completion of the project or for additional cost impacts.
• Coordination of Nominated specialized agency contracts with Project Managers & Consultants.
