- To safeguard the vision, identity and unity of JRS at the project level.
- On consultation with the Regional Director and the Project Directors, to enter into negotiations and create agreements with the Church, government or funding agencies. With the approval of the Regional Director, to sign agreements with local stakeholders.
- To take initiatives, and to develop project proposals, with the Project Directors, for presentation to the Regional Director and the Advisory Council for their approval.
- To direct and support the implementation of works on the country level.
- To maintain and supervise regular meetings with the core team of JRS Jordan, for the purpose of tackling the challenges and suggesting the possible solutions, to guarantee the best progress and achievement of the different projects’ activities according to the set plans.
- To operate and manage the Country Office in Jordan and conduct any business thereof.
- In consultation with Project Directors, to coordinate and define country policies, e.g., specific country security guidelines to be approved by the Regional Director.
- To facilitate reflection on and internal evaluation of projects through staff retreats once or twice a year, and, when necessary, to determine how the process of withdrawal handover is managed in a particular project.
- To ensure that project members receive orientation and training in the use of the INGO programme templates, financial reporting, policies and procedures.
- To ensure, in coordination with Projects Directors, the recruitment of professional staff members who meet the requirement of the different roles at the Projects and Country levels, and reflect JRS mission, identity and values.
- To make regular visits to Project Directors and teams in the field, to listen and give support to each JRS team member. In case of problems, to draw these to the attention of the HR team, Project or Regional Director.
- To give special care to the staff, making sure they receive necessary psychological support, breaks and holidays.
- To sign contracts with JRS collaborators and to terminate contracts when necessary, in consultation with the Regional Director.
- To ensure legal documentation for any Internationally recruited staff.
- In situations of crisis within the country, to decide on security measures for staff in accordance with the JRS Security Guidelines, after consultation with the Regional and Project Directors.
- To sign, make, execute, file, submit and do all applications, forms and declarations to the Ministry of Social Development, the Ministry of Finance, Customs and all other Ministries and Government Departments in connection with obtaining exemptions and facilities provided in the Jordanian Law or any other relevant legislation.
- To act on behalf of JRS with regard to the establishment, operations and registration of Jordan Office with proper governmental authorities in Jordan, and to open and manage local bank accounts for the on-going operations of JRS programs in Jordan.
- To supervise country finances and accounts, and to guarantee that projects are supplied with the necessary operating funds.
- To support the annual process of project level planning and budgeting.
- To manage the annual regional financial audit at the country level.
- To render any other necessary administrative or logistical services to the projects and the region.

- Implements the project according to the approved project proposal.
- Monitors and evaluates the progress of the project in coordination with M&E Officer.
- Supervises the educational coordinator of the project.
- Coordinates with and supervises the psychological coordinator of the project.
- Coordinates with and supervises the Home visit / support coordinator.
- Submits new initiatives based on regular needs assessment.
- Develops criteria for inclusion of children families and maintains the transparency of the selection.

- Supports team members in their work, supervises them, plans and coordinates with them, and provides training.
- Facilitates regular team meetings for updates and project evaluation and improvement. - Together with the Country Director, makes decisions regarding the hiring and termination of project staff.
- Makes sure that each team member has a signed contract and Code of Conduct.
- Ensures that the Contract and Code of Conduct are discussed with each team member so that they understand their role and responsibilities as JRS team member.
- Implements an annual & a probation performance evaluation for his core staff in coordination with the Country HR Officer.
- Supervises the performance evaluation of the staff conducted by the coordinators.
- Develops proposals and budgets in collaboration with the Country Director.
- With the assistance of the accountant Administers and follow up the project’s finances, guaranteeing a proper accounting of all project expenses in coordination with the Country Finance Officer.
- Ensures that the project expenses always match the approved project budget.
- Works with the Country Director to develop and submits the annual budgets to JRS.
- Ensures that the monthly activity report reaches the Country Office in a timely fashion. - Ensures that materials and equipment needed for the project are obtained at the best possible price.
- Monitors and regulates use of materials and equipment.
- Ensures that equipment is repaired when necessary.
- Ensures that the logistics is available and supervises the administrators for each Centre (transportation, maintenance…).
- To maintain regular communication and reporting to the Regional Director on major issues and developments in the country or in JRS.
- To communicate on a frequent basis with Project Directors and to pass on to teams all relevant information regarding the situation in the country, that of refugees and displaced persons, government policies and other news relevant to JRS.
- To submit six month and annual reports to the Regional Director on the progress of projects within the country.In conjunction with the Regional Director and the Regional Advocacy Officer, to inform key JRS advocacy offices (Rome, Geneva, Brussels and USA) about significant advocacy needs, sharing with them relevant information from the projects. - Where helpful and necessary, to intervene with the government and UNHCR on behalf of refugees.
- To animate and support local church structures in addressing issues involving refugees and other forcibly displaced persons.

- Monitoring of daily activities ensuring that targets are achieved and objectives being met.

- Monitor the implementation of on-going and new projects and assure their adherence to the agreed processes and procedures: in collaboration with the Project team ensure the follow-up of projects indicators by sampling, collecting and analyzing data, guaranteeing quality data and reviewing reports.
- Develop monitoring and evaluation tools and procedures to ensure quality tracking of project output and outcomes, including tools to assess impact of activities and beneficiary satisfaction (e.g. survey questionnaires, focus group discussions, key informant interviews and analysis plans); Support all project teams in conducting monitoring and evaluation assessment and baselines;
- Ensure that regular surveys are conducted to have an overview of the humanitarian context evolution and vulnerability of the populations affected.
- Ensure and support implementation of Accountability systems (complaint desk…);
- Regularly visit the projects and encourage learning based on best practices, lessons and feedback captured from beneficiaries to guide the design and implementation of projects.
- Providing project coordinator and manager with updates and main lessons learned.
- In collaboration with the Unit Director, ensure the follow-up of reporting priorities according to the timeframe as planned with the Programs Officer.
- In collaboration with the Unit Director, ensure that the reports are accurate, with appropriate data to measure the indicators and the quality of Caritas intervention;
- Develop and adapt weekly and monthly quantitative and qualitative reporting tools and provide support to field-based staff in their use;
- Act as focal point for activity info and other quantitative donor reporting on Country level (Respond to queries on number of beneficiaries reached and other quantitative indicators); - In collaboration with the Units Director, contribute to the project proposal writing process, especially while writing output and outcome project's indicators, and monitoring plans, and validate it with the Programmes Officer.
