Providing HSE and PSM guidance and support to oil and gas and petrochemicals industries
Driving and managing the development and revision of HSE Procedures, Standards and Guidelines; providing technical resolution and advice throughout the process; and defining company standards on HSE MS to ensure that the conduct of PETRONAS global operational and projects activities (Company and contractors) are in compliance with legal requirements, PETRONAS Technical Standards and industry best practices.

Led/participated in HAZOP studies and close out of action items, 3D model reviews, emergency response plans, pre start up safety reviews, fire and gas detection and alarm systems for three (3) ammonia plants (primary/secondary reformer, shift conversion, CO2 removal system, ammonia reactor, storage tank, transfer and loading facilities).
Guided the compilation and management of process safety information (PSI).
Developed generic HER (Hazards and Effects Register) for ammonia/urea plants, onshore and offshore oil and gas exploration and production units, refineries, petrochemicals units, LNG plant, and loading terminals, operations.
Led Bow Tie analysis for Major Accident Hazards/Risks to identify control barriers and recovery measures i.e. SCE (Safety Critical Elements) for ammonia-urea and petrochemicals facilities as well as refinery.
Guided the development of Performance Standards for the control barriers including fire prevention anf fire protetction systems and recovery measures and CAC (Critical Activity Catalog), and RAP (Remedial Action Plan); and assignment of HSE Critical Activities and HSE Critical Positions. Also supported the integration of SCE performance assurance tasks into the overall Facilities Preventive Maintenance program.
Provided oversight for HSE Cases being developed by third party for 53 offshore facilities in line with UK Health and Safety Executive Offshore Installations (Safety Case) Regulations 2005 (SCR05)
Produced Company Standard for use of RAM (Risk Assessment Matrix); and risk tolerability criterion for ALARP demonstration for ammonia-urea plants, petrochemicals units and refinery/oil and gas exploration and production facilities.
Trained more than 350 Malaysian engineers and technicians on HEMP implementation and risk assessment.
Developed Process Safety leading and lagging KPIs for Process Safety Performance Reporting based on API 754.
Assigned to the FEED Office of PDO - a SHELL JV as Senior HSE Engineer. Responsibilities include, but not limited to:
➢ HSE Engineering input into various FEED projects (Gas /Oil/ Enhanced Oil Recovery - thermal/solvent/High Sour) for PDO operations.
➢ Technical Authority' for technical safety/HSE engineering projects and deliverables,
➢ Providing technical safety support and advice to clients·

• Provide technical HSE support for multiple expansion and modernization projects that are aimed at increasing the capability to produce and process 4 mmbpd of crude oil at Kuwait Oil Company's upstream oil and gas drilling/gathering/ distribution/shipping facilities comprising flares (elevated/ground), tanks, pumps, compressors, gathering centers, separators, desalters, flowlines, waste water treatment, loading arms, control buildings, sub stations, analyser shelters, firewater, fire and gas detection, integrated security system, etc .
• Manage, coordinate and oversees all HSSEQ related design and asset integrity aspects of Project HSSE standards, (working at heights, confined space entry, scaffolding, lifting and hoisting, excavations, radiation, welding, chemicals, electrical, biological, pressure, medical emergency response etc).
• Ensure a consistent approach is taken to HSSEQ related design and asset integrity across all Project and Operations
• Reduce HSSE risks to ALARP whilst maintaining risks to the general public to ALARP
• Implement and maintain Risk Register based on HEMP/COMAH
• Complete all key safety studies (HAZID, QRA, HAZOP, PHSER, SIL etc) as early as practicable within the design cycle
• Demonstrate overall technical integrity has been achieved by start up
• Able to distil complex concepts (such as QRA) to key concepts and communicate these to personnel at all levels of the organization
• Good technical authorship skills
• Chemical Engineering degree supplemented by on the job training/career development courses in process safety, safety cases and asset integrity.

Employed from 1984 to February 2008 in various HSE positions including Safety and Environment Manager by SABIC Corporation that operates Saudi Arabia’s petrochemical industries at petrochemicals (having characteristics similar to LNG/LPG) complexes in Jubail, Saudi Arabia comprising world scale ethylene plants, and ethylene oxide/ethylene glycol, 1, 3, butadiene, benzene, propylene, polystyrene, butene-1, VCM, and four (4) PVC manufacturing units, petrochemical tank farm, raw materials (NGL, Propane, butane) and products having characteristics similar to LNG/LPG (ethylene, propylene, butadiene, VCM, benzene) pipelines, and cryogenic petrochemicals (ethylene, propylene, VCM) storage and shipping terminal. Work included development and implementation of PSM based corporate HSE management systems for Company’s operations and for design at contractors’ offices, construction commissioning, and safe start up and operations phases.
