Provides Safety support and advice, including supervision on preparation of plans and procedures for initial contract start up activities
3)RESPONSIBILITIES
To provide expert advice on all HSE relevant matters and support the implementation of HSE MS in the division, through setting standards, acceptance criteria, and analyzing performance to review and provide feedback in adherence to Company - HSE Policy.
•Review Health, Safety and Environmental issues in the Site and recommend systems and procedures to mitigate HSE risks to Contractor and PMC.
•Coordinate with Management, Contractor’s HSE team and employees to improve safety awareness and work practices of all employees, by ensuring the risk hazards in the workplaces that are identified and properly controlled, and the project construction activities have a minimal negative impact on the HSE.
•Recommend a level of Health, Safety and Environmental Management that meets International standards.
•Leads the zero incident culture.
•Conduct periodic audits to check progress of HSE implementation and undertake site safety inspections regularly and write reports to communicate findings.
•Document preparation for client audits.(Emergency Response management audit, Environment Audit, Land Transportation Management audit and HSEMS audit.)
•Attend and face client audits.
•Monitoring and disseminating industry expertise and best practice through participating kickoff meetings and tool box meetings at site.
•Advising on behavioral safety.
•Review existing HSE practices, propose changes and effective risk assessment management strategies and make recommendations to implement such strategies.
•Liaise with the HSE department to ensure Company’s policies, practices and procedures are being disseminated appropriately to all personnel.
•Consult with contractor and subcontractor, senior management and line managers to give appropriate advice on formulating best-practice policies and procedures.
•Advises management of potentially hazardous conditions.
•Investigate accidents to identify causes and to determine how such accidents might be prevented in the future.
•Coordinate "right-to-know" programs regarding hazardous chemicals and other substances.
•Participates in meetings, workshops, and conferences to keep abreast of emerging environmental health and safety issues and coordinates technical training sessions for department staff.
•Stays informed of policies, guidelines, and regulations relating to environmental health and safety.
•Stays informed of policies, guidelines, and regulations from governmental agencies.
•Order suspension of activities that pose threats to workers' health and safety
•Performs other duties as assigned
Construction and commissioning of 132/22 kv Substations. Turnkey Projects at three different Remote Islands (EPC CONTRACT)
Three years construction experience in substations (from Piling to Commissioning) inside 3 Islands in UAE (Saadiyath Island, Sowwah Island and Sir BaniYas Island)
Having experience in civil construction, electrical equipment erection (transformers, GIS, and overhead cranes etc) and testing and commissioning activities.
Successfully handed over 4 substations to our client (TRANSCO) without a single LTI.
Our HSE works in Saadiyath Island have been internationally recognized by giving an Award to my Company (EPC Company, Larsen & Toubro Limited-Silver medal in Occupational Health and Safety)by RoSPA ( The Royal Society for the Prevention of Accidents) in 2010

RESPONSIBILITIES
•Support the HSE Manager and team with planning, coordinating and implementing of effective HSE policies, guidelines and procedures to ensure that the department objectives are met.
•Provide support to Project construction team in all aspects of safety, occupational health, safety and environmental issues.
•Support the HSE Manager in ensuring HSE compliance and perform regular HSE audits in the areas of construction.
•Attend pre-job, planning and client meetings as required on HSE related matters.
• Provide support to the construction dept. on the implementation of Company-wide HSE initiatives eg. ISO 14001, OHSAS 18001, etc
•Assist with developing HSE plans that comply with Company policies and procedures as well as client requirements
•Ensure training, tool box meetings, and drills are implemented as part of the company’s training and HSE program, i.e. emergency response systems, etc.
•Investigate and complete the process for close out of all Accident Investigation Reports and prepare/submit lessons learned to the HSE Manager for promulgation to the management
•Manage Safety Statistic reporting.
•Assist in the development of project specific HSE procedures.
•Conduct HSE trainings and orientation to all new employees.
•Ensure all worksites are HSE compliant with Company policies and safety standards.

Supports the Top Management in the HSE Policy and Guidelines issue.
•Supports the Top Management in the Organization roles and responsibilities definition, for what concerns safety aspects.
•Supports the Top Management in the HSE Management System standard issue.
•Ensures, in accordance with the corporate guidelines, the implementation, updating, review and auditing of the Company HSE Systems.
•Monitors the effective implementation of appropriate Safety and Environment System procedures and provide for their updating in line with changes in Legislation and Company Directives.
•Provides for motivation and familiarization of all Company personnel respecting the importance of complying with Company system procedures and all Safety equipment provided.
•Assists the Commercial, Engineering and Operations Department in their dealings with Clients in all issues concerned with Health and Safety at work.
•Conducts safety audits both internal and external.
•Takes part in accident / incident investigation.
•Carries out analysis of accident / incident statistics, identifying trends and suggesting improvement plans.
•Provides technical support to Senior Management on any safety related subjects.
•Carries out any in-house safety training.
•Carries out safety audits on Sub-contractors.
