Projects: 1. Development and Production Service Contract West Qurna 2, Iraq.
2. Exploration and Development and Production Service Contract Block 10, Iraq.
Duties: Offshore and land operations management of deliveries including oversized and over weighted units. Control over service and supply contractors for performance in mobilization and delivery schedules. Preparation and monitor of performance delivery plans. Audit of contractors chartering department, port, cranes and customs operations. Bid management including drafting, expertise of tender packages, bids technical and commercial evaluation, development of bids evaluation reports, RfQ process, pre and post award contractual negotiations, preparation of contracts amendments, reporting. Arrangement of contract administration: monitoring of performance, preparation of changes to contracts, claims resolution, closeout, etc. Logistics support for import facilitation of supply & service contracts with Iraqi customs. Handling correspondence with Ministry of Oil and its subsidiaries. Initiating and follow up of special import approvals into Iraq for double used cargoes. Fuel purchase, delivery, storage and release for Operator own needs. Partial logistics support for Block 10 Project for customs/transportation issues, drafting of tender documentation with following bids evaluation, transportation, storage for needs of drilling contractor.

Main goals: Employment of levy exemption for Block 10 Project in spite it was not granted as per EDPSC terms and in contradiction with world known practice of exploration projects.
Duties: Planning and control of shipping and logistics activities based on the Operator’s planned needs and work programs. Offshore and land operations management of deliveries including oversized and over weighted units. Audit of contractors chartering department, port and customs operations. Drafting, expertise of tender packages, bids technical and commercial evaluation, development of bids evaluation reports. Arrangement of efficient contract administration for supply of goods and provision of services as monitoring of performance, preparation of changes to contracts, settlement of claims, analyzing risk situations and taking proactive actions, closeout activities etc. Logistics support for supply contracts in order to meet contract requirements and facilitation with Iraqi customs. Logistics contracts administration and organization of transportations by trucks with customs clearance in Iraq and delivery to contract area. Control over EPC, service and supply contractors for performance in mobilization and pushing to comply with delivery schedules. Scheduling of fuel purchase and delivery, storage, release for Operator own needs. Turnkey logistics support with fuel management for Block 10 Project.

Logistics support for dozens of supply and service contracts in order to meet contract requirements and facilitation with Iraqi customs. Pre-qualification of potential suppliers/contractors Implementation and operation of systems for automated control for checking and commenting shipping documents from all departments of West Qurna 2 Project. Develop and ensure the fulfillment of a plan of activities and administration of a budget for logistics activities. Logistics contracts administration and organization of transportations from all over the world by applying of the best solutions for the fastest and most economically feasible flights, vessels and trucks with customs clearance in Iraq and delivery to contract area. Control over service and supply contractors for mobilization and delivery schedules. Turnkey logistics and fuel management support for Block 10 Project.
Project: Development and Production Service Contract West Qurna 2, Iraq
Main goals: Preparation of Customs Procedure in the country without customs law and its successful performance via exemption from customs duties for cargoes of the whole project. Opening of Lukoil Private Customs Control Zone within the contract area.
Duties: Developing and implementation of offshore and land logistics operations procedures for deliveries within major EPC contracts. Functional support for preparation of tender documentation for international and infield logistics tenders, technical and commercial bids evaluation. Drafting, approval and regular updates of Shipping, Customs and Import Procedures as an attachment to all EPC, service and supply contracts within the Project. Expertize and approval of contract’s drafts and tender documentation by checking logistics/customs/warehouse and supply chain contain as per the latest Iraqi procedures or overseas Iraqi Embassies requirements. Instructing contractors/suppliers and coordinating shipments for reducing delivery time and exclusion of demurrages at the ports and customs areas. Registration all in and out coming shipments into unified Data Base with separation for type of import, contracts, invoice, supplier, consignee and etc. Participation into Customs Working Group and attendance of conferences and meetings organized for International Oil Companies. Control over EPC and service contractors performance in mobilization and Delivery Plans execution. Project: pipeline route «Onshore Gas Terminal Kiyanly - border of Kazakhstan». Integrated engineering survey (geodesy, engineering geology and hydrology) of OD 1000 mm, length 206 km, including crossing of the Karabazgol channel. Client: «РETRONAS», Malaysia, year 2008.
Project: pipeline route «Malay-Bagtiyarlyk». Integrated engineering survey (geodesy, engineering geology and hydrology) of OD 1400 mm, length 120 km, including crossing of the Amudarya river. Client: JSC «Stroytransgaz», Russia, year 2009.
Duties: Complete organization and control of transportations from all over the world by trucks, rails, sea and air modes to the construction sites of pipelines and refinery plant in Turkmenistan, with every forwarder’s nomination on the tender basis only. Management of the warehouse in Dubai, procurement, money transfers, issuing invoices, Purchase Orders, Time and Voyage Charters.
Fixing in house ships on time/voyage charters. Preparation of voyage estimates to short list best possible cargos. Negotiation of main terms and charter party terms to conclude fixture. Coordinating the day to day operational activities of time charter ships ensuring compliance with the agreed charter party terms. Preparing and issuing orders including loading and discharge instructions. Liaising on a day to day basis with marine / technical superintendents, oil operators, ship brokers and port agents to ensure efficient commercial operations. Coordinate shipping requirements under Contracts including identifying and analyzing commercial opportunities as well as meeting all operational requirements and short notice changes. Ensuring charterers, oil operators and traders are kept fully informed of latest ship schedules and programs. Providing least cost solutions for a wide variety of freight movements through using the existing pool of vessels. Handling post fixture, bunker intakes, assisting in tank cleaning, agency appointments. Preparing Vessel Position updates for Charterers on a daily basis. Preparing Lay time and Off-hire Statements on completion of each voyage. Liaising with Charterers with regards to inspections required as per the requirements of various ports being called. Arranging advance payments from charterers and final settlements thereafter on completion of each voyage. Following up the vessel's operations / schedules and the implementation of company procedures in coordination with ship's agents, stowage planners, ship's command and other Line's Departments.
Daily control on newcoming vessels at Lisbon area, correspondence to vsls agents and personal visits. Analyzing requests for quotations for potential profit and preparing quotations. Transfer orders into IMPA system codes, negotiations with ship supervisors and operators, procurement, purchase and supply technical equipment, spare parts, food and information goods on the vessels at the Lisbon, neighboring areas sea ports, Sines and Setubal shipyard.
