Nature of Work and Responsibilities

Responsible for all commercial aspects of the particular schemes allocated to me within the Eastern Region. Reporting to the Regional Commercial Director for the Eastern Region

Depending on the workload I could be managing a number of schemes at any one time, with commercial and administration teams reporting to me, and I am required to provide leadership, development, vision, delegation and direction where needed.


Procurement:
Preparation of tender documentation, contract and strategy selection, negotiation and drafting of subcontract documents

Subcontractor Management:
Assessing interim applications for payment, progress and performance monitoring, change management and settlement of final accounts.

Project Financial Control:
Establishing the construction budget, monthly reporting of financial performance including cash flow contract valuation, cost value reconciliation and cost at completion forecasting.

Change Management:
Administrating the contractual change procedures, identifying and notifying change, agreeing and negotiating principles, pricing and agreeing cost and time entitlements
Pre-Contract

Assisting the commercial director at tender stage to review new contracts and report on the commercial risks contained in tender documents, risk is of importance at this stage and requires extensive analysis to establish the potential areas where Balfour Beatty are exposed through the contract.

My involvement in a scheme normally starts at the tender award stage, however, as a company there are numerous times when an ECI stage is required by the Client and it would be my job to assist in this process.


Post-Contract Administration

Full check of the contract conditions and documents, comparison of the construction issue documents against the tender issue. Forecast the possible margin and produce a commercial strategy to obtain the required percentage and prepare Contract risks and opportunities.

It is my responsibility to do analysis of the subcontract quotations in terms of compliance with the main contract conditions and specification and select suitable Subcontractor, negotiate and agree Sub-Contracts.

Balfour Beatty utilise ERP, an Oracle based system for the financial management of their projects including cost information, subcontract orders, costs and payments, management of client payments, labour, plant and material costs and orders. I am responsible for making sure that the project is properly incorporated on to the system and manage.

Liaise with the planner and keeping the program up to date and adjusting where necessary for the change events (Variations) as they occur and presenting to the Client at intervals in accordance with the conditions of contract.

Internal Reports

I prepare a financial report covers a number of issues, such as past performance, a measurement of the cost to date against the value to date and a comparison with the tender allowances.

An explanation of the differences between actual cost and allowances required to analyse trends.

Forecasting the final outturn of cost and value as accurately as possible and the commercial strategy to arrive at an acceptable outcome

Report and analyze areas of dispute or potential dispute, whether they are between Balfour Beatty and the Client or between Balfour Beatty and a subcontractor.

A cash flow forecast is part of my responsibilities. Along with the Site Agent the reporting takes the format of a meeting with Senior Managers where the figures are presented and discussed.
