• Determine the Buildability, Constructability, Quality Mark (QM), Sustainability (Green Mark) and Universal Design (UD) Mark requirements and crafting Value Engineering for change of Structural and Architectural components.

• Prepare subcontract budget & BQ and invite subcontractor for Prequalification and Tendering of Subcontract Works. Review & evaluate Subcontractor’s quotation against Specification, Contract Conditions and Green Mark requirement then prepare comprehensive cost comparison against budget of each Tenderer.

• Review & administer subcontract agreement to ensure that the scope of work is engulfed and minimize ambiguities of the documents.

• Review Contract Documents and list the tangible deliverables under our scope to share for each Department. Assist in dispute resolution related to contractual issues especially cost related matters. Coordinate & provide advice to members of design team regarding aspect of contractual positions & responsibilities to ensure company’s interest is fully safeguarded.

• Prepare, submit, and represents in a series of meetings and negotiations with Client QS & Architect for VO matters and claims to address contractual arguments and interpretations are within the parameter of the Contract.
• QS in-charge that handles the payment evaluation, quantity measurement, reconciliation of VOs and claims and Closing of Accounts for External, Structural, Façade, Precast, Access Facilities and Mechanical & Electrical works Subcontractors.

• QS in-charge that controls and manage the procurement of construction materials and hiring of equipment. Initiates procedure to ensure the proper documentation is complied. Performs miscellaneous job-related duties and takes over additional responsibilities in managing the workload during the absence of other staff members.

Accomplishment Highlights
 Saves S$ 1, 859, 731.00 in VE for conversion Carpark screed to powerfloat, brick & plaster works to hollow core panel + skimcoat and precast wall panel to drywall partition
 Saves S$ 724, 000.00 from the apparent omission of aluminum cladding by Client after we asserted that there were no cladding on design drawing as substantiated with our Contract interpretation based on facts of their reply to our Tender Clarification
